Finally, process regarding selection of new Chairman of Life Insurance Corporation (LIC) has begun. As many as 10 candidates including two of the three Managing Directors (MDs) have been called for interviews on May 19,2011. Remaining eight candidates happen to be Executive Directors (EDs). Interestingly, all of them had joined LIC in 1977. They are D.K. Mehrotra, Thomas Mathew (both MDs), Ms. T.T. Mathew, A.K. Sahoo, K.B. Saha, D.D. Singh, Mohan Raj, S. Sarkar and Ms. Vijailakshmi. Only ED of 1977 joining A.P. Singh has been left out. It is intriguing because usually a panel of 15 candidates is prepared for such positions. SAIL Chairman assures full investment support to MEL for new facilities (UPDATED)
SAIL Chairman C.S. Verma has advised the management of Maharashtra Elektrosmelt Ltd. (MEL), its only subsidiary, to draw up an expansion plan with the objective of ensuring fulfillment of 100% requirement of ferro-alloys of SAIL's integrated steel plants which are currently in capacity expansion mode. "Higher ferro-alloy production by MEL would go a long way in meeting the raw material security concerns of SAIL", said Verma who visited Chandrapur last weekend to firm up MEL's annual business plan. He indicated that MEL's expansion plan should provide for setting up of two new furnaces (the process for installation of one 45 MVA submerged arc furnace at MEL is currently being finalised) not only to cater to the post-expansion requirements of the SAIL plants but also of other steel plants in India. The total investment outlay would come to about Rs. 500 crore. Verma said that MEL should also explore the possibility of setting up facilities to produce ferro-nickel for the SAIL plants. Pointing out that MEL is on its way to becoming a SAIL unit, Verma assured that funds for expansion of MEL would not be a constraint, with SAIL extending full support.

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

What is worrisome about the ACC ?

What is worrisome about the ACC is that no Member is required to record his/her reasons on file for selecting an officer from a panel. Ministerial arbitrariness needs to be stopped forthwith. Equally, there does not seem to be any need for the ACC at all if the intent of government is to depoliticize the senior bureaucracy at the Centre. The CSB should have the final authority on all appointments in the Central Secretariat. Further, the CSB should have a member each from the IAS and two from Central Services to ensure fairness in selection and afford other services a chance to serve the Centre on their own merit rather than on extraneous considerations.

CBDT growing leaps and bounds !

It is very true that the CBDT has been growing leaps and bounds and now its prestige is at the top of all Central Services. One person who is responsible for this is the current Chairman Sh Sudhir Chandra who is the most inspiring and dynamic offcier ever seen in the bureaucracy. the dept hopes that Sh Chandra is given the two year extension that is being talked about. the youngsters in the Income Tax dept hope that he remains Chairman for another two years so that the department can become the strongest otherwise it will retreat to its moribund state under any other person.it is also hoped that he will send a clear message to the field officers that they should join their new work places and start working rather than play waiting games. All the batches from the 1990S to the 2010 are with him as he has shown how bureaucracy can also be the most dynamic organization.

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
