Pranab Da came out of North Block seething with anger..... his body language and the distance he kept from PC made it abs obvious that Sonia had been able enforce only a band aid solution!! Pranab Da disowning the contents on the Office Memo was a first for Governance in India.... unheard of !! PC is known for his 'games' and his 'I'm the one' penchant!!! This war between Pranab Da and PC has so many issues.... Ambani brothers, Sahara , SEBI, Orbit (chewing gum), insider trading.... etc..... basically despite being made HM PC wanted to keep a hold on MOF.... he was in touch with Ministry Officials and kept tabs and when Dada came to know of this he did protest to both Sonia and Mohna.... but both pooh-poohed him away!! And Congress trying to wish away PC's alleged involvement in 2 G as an internal matter of Congress has failed!! In October seems the 'battle' will restart...... and then Court is also seized of this matter...... seems PC may take Laloo's or Amar's help..... Laloo and Amar have 'Doctorates' in 'fighting and winning cases in SC'!!!

Neither politically nor legally this matter is over!!!

Renuka Chowdhary got a mouthful yesterday from Shekahr Gupta , Salve and Tavleen on NDTV yesterday!!! Ordinarily Renuka makes faces and insults the Opposition away.... but she knew she could not afford to do this with at least Shekhar Gupta!!!! Hope Sonia 'Undisclosed' Gandhi was viewing this discussion .... she would have realized where Congress stands today! NDTV is a Congress friendly Channel..... but the panelists got the better of the Anchor, who tried her best to 'change the subject', and the Congress Bashing would have made even the most besharam Congressmen squirm!!!

They made her agree to fuel price hikes the same way.... only they ended with.... Madam if we do not hike prices there will be no money for your 'vote catching schemes'!!!

Madam has been told that her serving chocolates to Congressmen has sent the wrong message.... now at 10 Janpath there will be a CCD and all visitors will be able to buy refreshments from CCD..... no refreshments will be served by 10 Janpath... Madam is going in for a image makeover!!! Planning Commission Rs. 32 cut off could just be a drama.... because seems Aruna Roy has set the stage for Sonia to step in and play 'gareebo ka Messiah' !!!

Call of Anna Hazare welcome

In the debate, the call of Anna Hazare is welcome. It is important that honest officers with impeccable reputation are not harrassed for ulterior political motives. The genesis of good governance is honest, sincere, officers who give outcomes in tough circumstances are encouraged and officers who do not deliver and do sycophancy as well as corrupt are exposed. India needs this. Good quality of leadership is King to ensure not to harm honest officers and punish wrong doers and inefficient officers with fairness and not play to galleries as is frequently happening in near past.

Why crucify Raja and Kanimazhi alone ?

I strongly object B Prasad's comments in WIC (30 Sep-Friday). Anybody's belonging to "Bahujan Samaj" does not give him right to be spared from crucifixion. I like to quote one more example of Mr. Ramesh Thete, IAS(MP-93) who few days back threatened to kill himself (Indian Express - Sept'22)if not considered for promotion by DPC. Reason - he was found taking bribe in 2002 by MP Lokayukta. As he belongs to SC, he also approached SC & ST Commission for operession of a Dalit officer. We have no option but to agree for reservation as per rules even at the cost of obvious compromise in quality. Has the time come now to fix a quota for them in taking bribe/corruption too ? Great India - Great Reservation - Poor Quality!

Thank God PM finally did clear some files. But had he applied his mind? Had he been applying, he would not be feeling the heat from all corners. He has to realise that signing on ditted lines made by the ministers means owning it. How can an intellectual PM keep his mind in a pickle box. This way Congress can start 'Mritunjaya Jaap' because Congress will be no where in 2014 if he continues like this.

Rewriting the ground rules of ministerial responsibility

Pranab Mukherjee's press conference on the 2G Note ,where he distanced himself from the Note of his own Ministry ,would be a milestone in rewriting the ground rules of ministerial responsibility ,the minister-bureaucrat relation ,and the whole of government office procedure. Thus a Minister henceforth is given the latitude to own or disown his own view given in OMs, orders, notings etc, given the strategic significance of the relevant time, when those materials are called to question. Judiciary ,I believe ,is alive to this development. Ghastly as it may sound the bureaucrats should also be given the latitude from distancing themselves from their own notes. If a Ministry's notes do not bind the Minister, why should it bind the bureaucrat.

Pranab Mukherjee has broken new ground in his interpretation of government office procedure.If there is a mayhem henceforth ,one knows precisely who started the fire.

Those who are corrupt only talk about disciplining RTI Activists. Making such statements almost amounts to bringing to an end to the system of RTI so that it will be possible for the corrupts to grow.

Copy of agreement

The appellant sought detailed information about the installation of a cellular tower in the building of which he is a resident. The CPIO informed that the consent of the Secretary and Treasurer of the Association was taken before installation of the cellular tower in question but refused to provide information about (i) the rent being paid to the apartment owner on whose apartment the cellular tower has been set up and (ii) copy of the agreement between BSNL and the said apartment owner. The CIC rejected the arguement that the disclosure of this information would adversely affect the competitive position of BSNL. The CIC observed that the appellant has stakes in the building and its environment and the electro magnetic radiations emitted by the tower may affect him and directed to disclose the information.

Comments


This case opens up the numerous possibilities of the use of the RTI Act in the environmental protection. The PSUs are left in a position of disadvantage vis-à-vis their private sector counterparts.
