Who would you blame for the 2 G scam???? After going through what has come out into Public domain I'm sure most would blame the troika of Raja, PC and Mohna!!!! The inference what one draws from the info available in the public domain is that this 'khichdi' was pakao by Raja and PC and Mohna tasted it and declared it fit for public consumption!!! Mohna's 'keep an arm's length noting' shows that he knew 2 G stink to heaven high but despite this did you hear a whimper from Mohna...... after all he could have put an end to Raja and PC's khichdi cooking!!!! PC's 'close chapter' note also is very telling!!! And then we have the note that got PC into a knot!!! The general opinion is Raja could not have pulled this off without PC's cooperation... and Mohna knew everything but played along.... it would be foolish to assume that a economist PM did not know what was happening... and his coalition compulsion story is a post 'eye wash'!!!

Like I told you Sonia wants to clamp down on our liberty to express our opinions.....and Freedom of the Press!!! If this Lady had her there would be total censorship and only allow praises of her and her family and Congress would get past the censors!!! She wants Media 'to behave'...... meaning be obedient and even subservient to her!! She wants Social Media to be 'censored' too!!!! I simply do not understand why the Indian Media got bullied by Congress and blanked out info of her illness????? On Saturday Karan Thapar anchored a discussion on this and all the participants were flabbergasted at Indian Media getting bullied!!! Sonia wants the RTI act changed too.... she knows sooner or later there will an RTI on her illness and treatment.... she was overseas for quite some time and there was a posse of SPG that accompanied her and so there was Public expenditure!!! No wonders not only does Sonia want the freedom of Press and expression to go she also wants the Government to become opaque again!!

If you recall when the election was announced Congress had positioned this election as a 'matter of prestige for Sonia'!!!!! Then Congress realized that anti incumbency was much higher than what it at anticipated....then it realized that there was a National anti Congress sentiment on account of inflation and corruption and Hissar was no different!! Then came the Civil Society asking people not to vote for Congress!!!! Now it is being felt that the Congress candidate may have to forfeit his deposit!!!

Come va and Ciao would be the greeting and farewell!! And for the fisrt time in the History of India the PM would be Rubber Stamp and President would be the real authority!!

Vijayadashmi marks only 40 pc attendance
Given that Vijayadashmi came on a Thursday, the turnout in the Mumbai located Maharashtra government's Mantralaya was very low. Only 30 percent work force turned up and only 3 ministers were present. Prithviraj Chavan was away to Marathawada, Ajit Pawar was in Konkan, only Industries Minister Narayan Rane, Education Minister Rajendra Darda and State Water resources Minister Ranjit Kamble were present of the total 40 ministers of the state cabinet.

Showdown between Bal Thackery and Anna
While making a fiery speech on Vijayadashmi and lashing out against Anna Hazare, Shiv Sena Chief, Bal Thackeray had said that there was no need for Anna to be abrasive about what he had said. My statements have been misconstrued by the media, said the Senior Thackarey. Thackrey had said that though he respected Anna's crusade against corruption but his aides Kejriwal and Bedi were creating enough trouble for people and were busy hogging the limelight. Anna in the meantime reminded that because of his fast, Sena- BJP had to remove three corrupt ministers.

Shiv Sena supremo Bal Thackerey got a call from London saying that Charlie Chaplin is alive and he has come from India. The Sena chief was shocked when the caller said this , but later on clarified that the man was none other than Maharashtra Home Minister R.R. Patil on his recent visit to London.

CVC Pradeep Kumar to deal ruthlessly with acts of Corruption

Q-1: What are your priorities as the CVC?
A: My priorities would be to strengthen the institution of the Central Vigilance Commission (CVC) by building its capacity and enhancing the standards of performance. My immediate focus is to ensure that the
disposal of cases in the Commission is expedited and the delay in sanction for prosecution and imposition of penalties by the administrative authorities is eliminated.
Q-2 The CVC being the apex watchdog institution has the onerous task
of acting against corruption. How do you intend to deal with it? A: Combating corruption in India calls for a multi-pronged approach. Punitive action needs to be complemented by preventive measures. Prevention involves assessing the organisations, systems, procedures and people to identify the vulnerabilities to corruption and to recommend measures to mitigate this risk. The vulnerabilities in the systems arise largely due to excessive discretion, authoritarian decision making process, lack of effective controls, over regulation
and shortcomings in procedures. Prevention also involves creation of awareness among people against corruption so that they participate in the fight against corruption. We have recommended the inclusion of
lessons on ethics in the school curriculum as has been done in several developing countries so that we inculcate the value of ethics in society and reduce tolerance to corruption. The Commission would like to place due emphasis on addressing corruption in delivery of public services, which directly hurts the
common man and the weaker sections of the society. To address this, we have set up a helpline and a web-based citizen friendly complaint handling system called "VIGEYE", wherein complains pertaining to
public services are given priority. In some cases our intervention has provided relief to the complaining citizen within 48 hours. Commission has been promoting the use of information technology to simplify
procedures, enhance objectivity and reduce human intervention. We have recommended the simplification of rules and procedures governing delivery of public service to make them citizen friendly and avoid the need for citizens to approach public officials for intervention. On the punitive front, Commission plans to enhance the standards of vigilance investigations by improving our guidelines. Prevention has to be combined with strong deterrent action against officials found guilty of unethical behaviour. Our aim would be to deal ruthlessly with acts of corruption while at the same time ensuring that the honest have nothing to fear.
Q-3: What preventive steps would you suggest to arrest corruption?
A: As stated earlier corruption can only be reduced by improving the systems, process and internal controls within an organisation. Integrity and ethics cannot be enforced externally, it needs to be built in the system, the governance process and the work culture.
Q-4: What is your plan to expedite cases of corruption so that people get justice?
A: The purpose of punishing the corrupt is to provide a deterrent effect so that others fear to indulge in corrupt practices. As is popularly perceived, corruption has become a high-profile-low-risk activity, deterrence can only be achieved through prompt and exemplary punishment to the corrupt. A lot of delay takes place in according sanction for prosecution and in taking disciplinary action against those found guilty by the CVC. There are severe delays in imposing the punishment by the administrative authorities to the guilty officers even after advised by the CVC. Another approach would be to accord priority to cases of serious nature so that they are cleared at the earliest.

Where is the empanelment file of 1992 batch IPS ?
The MHA has sent the empanelment file of 1992 batch IPS officers to the rank of IG in the Government of India. The file is reportedly stuck in the Cabinet Secretariat.

Sunaina Tomar is new JS, Textiles
Sunaina Tomar will be the new Joint Secretary in the Ministry of Textiles. She is a 1989 batch IAS officer of Gujarat cadre.

Govt decides to fast track proceedings against babus facing graft charges
The government is learnt to have decided to fast track the proceedings against bureaucrats facing graft charges. In doing so, it has fixed a three-month time limit to give nod for proceedings against the corrupt babus apart from setting up an additional 71 fast-track special CBI courts.

RA Chandrasekar, Deputy Director (DD), Intelligence Bureau, Government of India, has been in situ promoted as Joint Director (JD), Intelligence Bureau. He is an IPS Officer of 1991 batch who belongs to the Kerala Cadre.

Special incentive allowance to non-executive staff in CBI approved
A special incentive allowance at the rate of 15 percent of basic pay has been sanctioned for the non-executive staff in Central Bureau of Investigation (CBI).

Amardeep Singh Cheema appointed LIC Director.
Senior Youth leader and progressive young farmer, Amardeep Singh Cheema National Vice Chairman of Nehru Yuva Kendra Sangathan in the Government of India (GoI) has been appointed as a Director on the Board of Life Insurance Corporation (LIC) of India after approval by the Union Cabinet. Cheema in a rarest of rare honour is the youngest Director to be appointed by the GoI in any of the institutions belongs to Batala (district Gurdaspur). He is from a highly decorated freedom fighters family of village Cheema Khuddi and is son of senior trade unionist and permanent invitee to the Punjab Pradesh Congress Committee (PPCC) M M Singh Cheema. Amardeep Singh Cheema is known for his path breaking efforts in organising the youth and raising the issues of agriculture and farming community at national and international level. It is pertinent to mention that it is for the first time a representation came to Punjab in this kind of a prestigious institution. It may be stated that LIC is one of the leading life insurance companies in the world having net worth of more than Rs. 8 lakh crore Rupees. It is expected that Cheema will get ample opportunities to channelize the unemployed youth and extending the social welfare measures of the UPA Government.

Pakistan : Musharraf hires US lobbyst @ $25000 per month
Pakistan's former President, Parvez Musharraf has hired a US lobbying firm 'Advantage Associates International Ltd' at a whooping fee of US $ 25000 per month. As per agreement between the firm and Gen Musharraf, the firm shall 'develop a strategy to represent the interests of Gen Musharraf in the US' and 'to assist in any other area that would be of interest to Gen Musharraf'. A statement issued from Musharraf's office in the US however, seeks to convey the impression that the firm has been hired not for Musharraf's own interests but for improving the US-Pak relations. The statement noted that the relationship between Pakistan and US was on a declining trend due to a number of reasons and 'as members of diaspora community we all feel compelled to play our roles in improving the bilateral relations between our two countries'. The agreement is effective from 1 September 2011 to 30 March 2012 and $ 75000 is reported to have been paid at the time of signing. The actual source of funding for the agreement is not yet clear.

Efforts of 'Whispers' in creating awareness about Lokpal appreciable

I am really very impressed by efforts made by your website in creating awareness about Lokpal bill also provided a platform to express views. I very strongly feel that influential people would not allow any effective lokpal institution in India for their inherent fear but all good and well meaning people have to come out of their shell to do extra bit to make it happen. We have no other option but show our solidarity in public and on street. Unless message is loud and clear about their political survival things will not happen. one may call it blackmail or whatever but there is no other go. Regards,

Strong and effective Lokpal needed

Strong, powerful and effective lokpal is the need of hour. Our various systems, which are expected to fight corruption have totally failed mainly on account of selfish officers who are manning these organization more for their personal reasons and they all the use their energy to ensure their survival rather than fighting corruption. Political bosses and bureaucracy alike interested in a pliable set of officers. For all important assignments there is need of a certificate stating that I have lost all the vertebra and I am totally subservient to the masters and all efforts are made no good officer should reach on responsible position to pose threat to present corrupt empire. we have to rise to change this scenario. All good people to collect the courage to join hand to change the situation, which is not easy to achieve. Please help in spreading the right message. Our strength should be our desire to suffer willingly for the noble cause.

The Judges of the Supreme Court should not be considered for any position after their retirement. Any effort to bring 'standards and accountability' in higher judiciary will fail miserably unless it is done.

First please let me set the record straight that my surname is "Bhardwaj" without the additional "a" between "r" and "d"( though astrologically it may be better to have the additional "a"!).Coming to the "rumour" I would place on record that I have in my career asked for place(city) of posting( as family suffers if you are shunted around from one city to another without completing the normal tenure in a city) and never for particular post(having most happily worked in CC-5(Corporate),CC-13(Salary),DG(BPR),DG(Logistics) and now CC-2(Corporate)(wheel came full circle in my case!)since Sep 2008 when I was accommodated in Delhi on humanitarian grounds by CBDT following death of my son (Army Major) in Manipur. Why we should not ask for a particular post? Brings to my mind the amazement of then FM (now PM) when some officers wanted change from Audit postings (which carried a special pay of Rs.400/- at that time ) to a Range posting (which did not carry any special pay ) and thus the officer was drawing a lower pay in Range as compared to his counterpart in Audit posting. Need I say more.

Postings in International Organisations-

How is that officers in PMO invariably get a posting in World Bank/ IMF or Indian embassy in USA ? Are these postings done on Selection basis or on Nomination basis ? Secondly, are these officers exempted from the Cooling Off rule which applies to all Class I officers ?

The Department of Personnel has issued a list of Under Secretaries for more than 10 years in the same ministry or department of Government of India. Why don't they take up the list of section officers and assistants also for RTP in UPSC and Power. They be rotated immediately.

Report of financial irregularities

A share holder and also the former director of a bank sought information about the alleged report sent to Chief General Manager of the Bank regarding the financial irregularities by certain individuals and the actions have been taken with regards to the report. It was denied claiming that the charges were not found to be true and the details of the enquiry can not be provided as the information is held by the RBI in a fiduciary capacity. The PIO also claimed exemption u/s 8 (1)(d) of the RTI Act observing that it would
effect the commercial confidence of the said bank. The CIC upheld the order holding that being a share holder or a former Director of the said bank has no impact on the said exemptions.
