Salman Kursheed is really taking on Sibal's role at lightening speed!!! He termed the 2 G as a note that had no life..... got sniggers from everyone and kept mum thereafter!!! Then he's been saying there is no evidence against PC.... should the Law Minister comment on a matter that is sub judice....because Congressmen have been using sub judice as an excuse not to answer embarrassing questions!!! Now the Law Minister of India says that the way Businessmen are landing up in jail this could affect investment in India and so Court needs to be 'economic political' savvy!!!! Courts should haul him up for trying to 'change the objectives of the Court ... and that is to give Jusitce'!!!! China gets phenomenal investment but there for corruption and for illegal dealings Businessmen have been shot.... but there is no abatement in investment inflows in China!!! Digvijaya is also firing from both hips... his latest one being .... BJP has offered Anna that it'll make Anna its Presidential candidate!!! I think via this statement Digvijaya has given a huge push to BJP's image..... people will say 'see BJP is interested in fighting corruption'!!!! Whether Congress likes it or not corruption is a huge issue now and Anna is perceived to be 'corruption's bane' and Congress is perceived to be on the side of corruption!!

Now Congress Core Committee Meetings are akin to 'deewano ki party'!!!

A month after the riots Rahul visited the riot hit area of Gopalgarh!!!! Seems now Sonia has decided that Rahul will give a one month cooling off period before visiting calamity , strife/riots or blast sites!!! And his mode of transportation in rural India will be a mobike and in urban India it'll be his trademark gray Safari!!! Sonia feels 'Rahul cannot afford more boos' and so all measures to get him kudos will be put in place and only after the 'go ahead' is given from the local Congress Leaders will Rahul go ahead with his visit!!! Of course if still there are boos then the local Leadership that has okayed the visit will face 'ze axe'!!!

Actually the way Congress is going some will welcome the axe... will be a plus!!!!

Yes if Advani is positioning his Yatra as a anti corruption Yatra then he needs to change one of this Saarthis!! Anant Kumar ...... he should listen to the Radiia Tapes!!! My personal opinion is that Advani's anti corruption stance is hollow!!! However he feels he can fool everyone all the time!!!! Okay it's not as bad as UPA Leaders.... but then they say for the law one who has thieved Rs.1 and one who has thieved Rs. 100 crores are both chors!! It is alleged that for his election expenses Advani got money from Mr. Hawala Jain.... though like the others he was let off on a technicality... something that has been haunting India's legal system!! I think it is time Advani packed his political baggage and shifted to Hardwaar..... Ghadkari has asked Mohna to shift to Amritsar!! Problem is Advani keeps flip-flopping on his retirement... he has already said that BJP will decide the PM candidate just near the General Election meaning .... abhi bhi chance hai.....Advani Ji bass ho gayi.... please retire once and for all!! He lives in Delhi and 'siyaasat is in Delhi's air', so he needs to shift out of Delhi where he can keep the temptation to return to politics at bay.... let this Yatra be his swan song!!!

Many say Dayanidhi should have been in Tihar with Kani and Raja..... and the same people also say PC's place too is in Tihar... though Kursheed says PC in no way can be charged with anything in the 2 G scam.... but then Kursheed is not the Judge... or is he!!!! SC has reserved its Order on Swamy's plea....I think PC's going to face a CBI investigation...not that it would worry him because for Congress CBI ' is like the friendly neighborhood Cop'.... but he'll have to quit the Cabinet and that would indeed be extremely painful for him... unless Kursheed conjures up something! Kursheed as you will note is the new 'Sibal in town'!!!

CVC Pradeep Kumar to deal ruthlessly with acts of Corruption
(An interview with whispersinthecorridors.com )

Q-1: What are your priorities as the CVC?
A: My priorities would be to strengthen the institution of the Central Vigilance Commission (CVC) by building its capacity and enhancing the standards of performance. My immediate focus is to ensure that the
disposal of cases in the Commission is expedited and the delay in sanction for prosecution and imposition of penalties by the administrative authorities is eliminated.
Q-2 The CVC being the apex watchdog institution has the onerous task
of acting against corruption. How do you intend to deal with it? A: Combating corruption in India calls for a multi-pronged approach. Punitive action needs to be complemented by preventive measures. Prevention involves assessing the organisations, systems, procedures and people to identify the vulnerabilities to corruption and to recommend measures to mitigate this risk. The vulnerabilities in the systems arise largely due to excessive discretion, authoritarian decision making process, lack of effective controls, over regulation
and shortcomings in procedures. Prevention also involves creation of awareness among people against corruption so that they participate in the fight against corruption. We have recommended the inclusion of
lessons on ethics in the school curriculum as has been done in several developing countries so that we inculcate the value of ethics in society and reduce tolerance to corruption. The Commission would like to place due emphasis on addressing corruption in delivery of public services, which directly hurts the
common man and the weaker sections of the society. To address this, we have set up a helpline and a web-based citizen friendly complaint handling system called "VIGEYE", wherein complains pertaining to
public services are given priority. In some cases our intervention has provided relief to the complaining citizen within 48 hours. Commission has been promoting the use of information technology to simplify
procedures, enhance objectivity and reduce human intervention. We have recommended the simplification of rules and procedures governing delivery of public service to make them citizen friendly and avoid the need for citizens to approach public officials for intervention. On the punitive front, Commission plans to enhance the standards of vigilance investigations by improving our guidelines. Prevention has to be combined with strong deterrent action against officials found guilty of unethical behaviour. Our aim would be to deal ruthlessly with acts of corruption while at the same time ensuring that the honest have nothing to fear.
Q-3: What preventive steps would you suggest to arrest corruption?
A: As stated earlier corruption can only be reduced by improving the systems, process and internal controls within an organisation. Integrity and ethics cannot be enforced externally, it needs to be built in the system, the governance process and the work culture.
Q-4: What is your plan to expedite cases of corruption so that people get justice?
A: The purpose of punishing the corrupt is to provide a deterrent effect so that others fear to indulge in corrupt practices. As is popularly perceived, corruption has become a high-profile-low-risk activity, deterrence can only be achieved through prompt and exemplary punishment to the corrupt. A lot of delay takes place in according sanction for prosecution and in taking disciplinary action against those found guilty by the CVC. There are severe delays in imposing the punishment by the administrative authorities to the guilty officers even after advised by the CVC. Another approach would be to accord priority to cases of serious nature so that they are cleared at the earliest.

Pakistan : Former Naval Chief, Bokhari to be NAB chief
Pakistan's President Asif Zardari has nominated former Naval Chief Admiral (Rtd) Agha Fasih Bokhari as the chief of the National Accountability Bureau (NAB). NAB has been headless for quite some time after the supreme court quashed the appointment of the previous incumbent retired Justice Deedar Shah on the ground that he was appointed without meaningful consultation with the opposition leader in the national assembly as required under law. Surprisingly this time round also Bokhari's nomination has been made public without any consultation with the opposition leader. The nomination has also surprised many as the former Naval Chief has been selected after discarding the previous judges of the supreme court etc...retired justices Javed Iqbal and Sardar Raza Khan both former judges of the supreme court, Justice Abdul Hamid Dogar former CJ of Punjab high court and Mr Latif Khosa Governor of Punjab who were all under consideration for the post. NAB is the Pakistani counterpart of India's CVC.

The number of officers posted in UN/International organizations are very few. While some from PMO do manage to get in by nomination, most of them have been selected on thier own merit and expertise. It is a matter of prestige for India that these officers are there. let us not make any political issue just becasue 3 or 4 IAS officers posted in PMO also manage to get in.

Transfer them in routine

The RTP of DoPT is a tough and good thing but many assistants and section officers sitting in UPSC and Ministry of Power Cadre (CEA and MNRE) do not care for such rules and continue to hang on in the same ministires/departments and when they get orders they approach the Ministers etc for keeping them in the same place. DoPT should make a serious note and transfer them. CVC should also see for their compliance.

Report of financial irregularities

A share holder and also the former director of a bank sought information about the alleged report sent to Chief General Manager of the Bank regarding the financial irregularities by certain individuals and the actions have been taken with regards to the report. It was denied claiming that the charges were not found to be true and the details of the enquiry can not be provided as the information is held by the RBI in a fiduciary capacity. The PIO also claimed exemption u/s 8 (1)(d) of the RTI Act observing that it would
effect the commercial confidence of the said bank. The CIC upheld the order holding that being a share holder or a former Director of the said bank has no impact on the said exemptions.
