First the Sarpanch of Ralegaon Sidhi is informed ' Rahul wants to
meet you and some villagers of Ralegaon Sidhi, so please submit names
with addresses of not more than five villagers and await summon'!!!!
The summon was sent and after the Sarpanch Mapare, Anna's Secretary
and another Villager reached Delhi they were given the run around!!
Ultimately Idduki MP Thomas met them!! He now says that there was a
communication error (sic).... and Rahul had never expressed a wish to
meet the villagers of Ralegaon Sidhi!!! The actual problem is that Congress
is in a total flux and decisions keep changing by the minute!!! Seems
after the villagers arrived in Delhi Rahul's advisors felt Rahul should
not meet them and should meet Anna instead ...... because the drama
was so obvious!!! Some say Rahul felt he'd be able to woo the Villagers
with his 'power and pelf'.... get them a taste of power so that Congress
could create problems for Anna on his home turf!!!!
Last heard the Sarpanch said 'Anna's like a God for us and now to
meet Rahul we are not in the mood'!!!

I'm not at all surprised by Kuldeep Bishnoi's 'there was no Anna
effect in my win' statement!!! When electioneering was on he had time
and again said he was with Anna!!!!! Why I'm not surprised because Kuldeep
is the son of Late Bhajan Lal for whom the 'aaya Ram gayaa Ram' phrase
was specially coined!!!! Issues... pledges.... affiliations do not matter
to this family!!! I will not be surprised that his affiliation with
BJP will sour soon!!!!! There has been a huge Anna affect in Hissar
and Khadakwasla!!! Hissar because Team Anna went about telling the electorate
not to Vote for Congress and in Khadakwasla because its near Ralegoan
Sidhi and there is a Anna wave in the region!!! And I feel Anna should
now let the 'molehills come to Mohammad' and so he should stay put in
Ralegaon Sidhi!!!! Delhi does freaky things to people......and Anna
has felt the bad vibes of Delhi's power culture..... he has mentioned
this to a associate (Civil Society)!! And via Bhushan's bashing tacitly
a message has been sent to Team Anna.... maar padh sakthi hai!!!! Why
do you think Jai Prakash has said ' Kejriwal should not come to Hissar
because if he comes he'll be slapped'!! Flash: Attempt to assault Kejriwal.....message
to Team Anna.... canvass in UP at your own peril!!!! Its for you to

Three Chief Minister's to go ?
Now there is a serious thinking to change Chief Minister's in the three
Congress ruled states. If top source to be believed Haryana Chief Minister
B S Hudda is all set to go after Hissar election result.Union Minister
Sailja is the front-runner followed by Surjanwala. Maharashtra scenerio
is grim and Prithviraj Chauhan is likely to be replaced by either Vilas
Rao Deshmukh or Sushil Kumar Shinde. In Rajasthan Union Minister C P
Joshi is likely to replace Ashok Gehlot.

Grapevine has it that Special Protection Group (SPG) Chief Bharat Vir
Wanchoo is being given six months extension in service.The 1976 batch
West Bengal cadre IPS officer Wanchoo is scheduled to retire on October
31. Other source said that Wanchoo is being appointed Advisor Security.
Empanelment of 1978 batch IAS officers delayed

Pakistan : Lordships violating law?
There is widespread resentment against more than a dozen appointments
made in the Islamabad High Court (IHC) without advertising the posts.
The appointments which include three in Pay Scale 19 (Dy Registrar and
equivalents), six in Scale 18 (Asstt Registrar or equivalent) and six
in Scale 17 (Accounts officers and Data Processors). The appointments
have been apparently made by the High Court's CJ in relaxation of the
normal procedure as the appointment letters read, "In exercise
of the powers enabling the hon'ble CJ to appoint a person in relaxation
of rules His Lordship is pleased to appint...." President of the
IHC Bar Association has criticised the appointments as 'denial of the
right of nearly 250 million eligible candidates to be considered for
the posts'. The appointments violate IHC's own ruling against appointment
of 16 Patwaris by the Islamabad administration without due publicity
and the apex court's ruling of 1996 in Abdul Jabbar and others v/s State.
Accountant General (Revenue) has also objected to the appointments.

lives. This requires change of heart. Change of heart is possible by
following certain spiritual practices which our spiritual teachers repeat
from time to time irrespective of the religion we follow. We must have

Increase Interest Rate on GPF & PPF Deposits at par with EPF
The present interest rate on GPF and PPF deposits is still 8 % p.a.
There was a time when interest on GPF deposits was 12% per annum. Now
the interest rate on EPF has gone upto 9.5% p.a. and on bank fixed deposits,
it has gone upto 10% per annum, but in case of GPF and PPF, it has gone
down despite of inflationary trend in the market. The increase on interest
rate on GPF and PPF deposits may be justified because withdrawals from
PPF account is allowed only after completion of 5 (Five) years of such
Account, and in case of GPF, withdrawals is generally allowed after
15 years of completion of service. Therefore, the Finance Ministry should
consider the increase of interest rate on GPF and PPF deposits at par
with EPF. The Ministry may attract the small investors by increasing
the annual limit of deposits in PPF account from the existing limit
of Rs.70,000/- to Rs.1,00,000/-.

File notings regarding reinstatement
The appellant sought information about reinstatement of her service
including reasons for filing an appeal against the CAT decision before
High Court, the names of officials involved in decision regarding the
file an application before High Court along with the file notings, total
expenses incurred during filing of the appeal, copy of the minutes of
the Governing Body meeting etc. The desired file notings including the
names of the officers were refused u/s 8(1)(g) claiming that it is likely
to endanger the life or physical safety of such officers. The Commission
observed that it is a very sad comment on the employees of an organization
if an organization claims that a former employee who is a lady is capable
of physically harming its officers. The Commission directed the PIO
to severe the names of the officers as per Section 10 and give a typed
copy of notings to the Appellant. The Commission directed to provide
the total legal expenses incurred in
the matter and a copy of the minutes of the Governing Body meeting.
Comments
The PIO should not try to invoke section 8(1)(g) indiscriminately in
every legal or vigilance case without looking into whether the physical
safety of any official would be jeopardized.
