Now the name of former 1979 batch IAS officer Pradip Puri has started
doing the round for the post of Chairman National Highways Authority
of India (NHAI).
Total ceiling of ten years prescribe
In a recent note by the Appointments Committee of the Cabinet, a total
ceiling of 10 years be prescribed beyond which an officer may not be
permitted, to appointd in the personal staff of ministers, irrespective
of level. Further, his tenure as Private Secretary (PS) and Officer
on Special Duty (OSD) to the minister should be limited to five years
within this overall limit on the personal staff.
Why delay in empanelment of 1978 batch IAS?
Why there is delay in the empanelment of 1978 batch IAS officers to
the rank of Secretary in the Government of India. The grapevine is that
hitch is about the same officers who could not get empanelled at Additional
Secretary level earlier and could get in only after Review. Same people
are now pulling the strings to get empanelled at Secretary level and
the Government, already battered by 2G and several other scandals, refuses
to oblige them. All such people would get empanelled and then Government
would cry about non-availability of posts. Strange are the ways of this
Government!

As the grapevine has it that the file containing proposals for posting
of senior Railway officers on elevation as GMs may be moved by Cabinet
Secretary Ajit Kumar Seth to the Prime Minister's Office (PMO).
Elevation of Ms. Sudha Sharma still clouded by uncertainty
Ms. Sudha Sharma, who is presently DGIT Vigilance, Delhi and was soon
to become a Member of the Central Board of Direct Taxes (CBDT) is still
awaiting her elevation. A vacancy of a Member in CBDT had arisen in
the wake of M C Joshi becoming full time Chairman, CBDT. However, Laxmandas
CCIT- (CCA), Delhi who had won a case in the CAT for the post of Member
CBDT is also waiting in the wings. Presently the file relating to CAT's
ruling is before Committee of Secretaries. The Law Ministry, had reportedly
said that Laxmandas be promoted as a Member CBDT. Thus, it has to be
seen that whether the Government of India (GoI) decides to challenge
the CAT's ruling in the High Court. At the same time Ms. Sudha Sharma's
elevation as CBDT's Member is a different case, as her name was cleared
against next year's vacancy. On the other hand Laxmandas's contemporaries
were empanelled separately. Net result is that the post of Member CBDT
is vacant for almost two months now.

Pakistan : Politics behind transfer of police
officers' to Baluchistan?
Over two dozen officers of the Police Service of Pakistan (PSP) of various
ranks from Dy SP to IG presently serving in Pakistan's Punjab, Sindh
and Paktun Khwaha provinces and in the Islamabad Capital Territory (ICT)
have been suddenly transferred to the troubled province of Baluchistan.
While the official reason given for the transfer is to strengthen the
law and order machinery in the trouble torn province, senior police
and bureaucratic circles see the political rivalry between the ruling
PPP and the principal opposition party the PML (N) at the root as Baluchistan
is seen as a hard posting and some of the officers transferred are perceived
to be close to the PML (N) leaders.

Every Civil Servant should take responsibility
This is regarding the debate on - Lokpal Bill and the subsequent anger
and protests across the country led by veteran Gandhian Anna Hazare
has instilled a fear of accountability among the bureaucracy. How should
the bureaucrats react to the situation?
The answer is simple provided there is a political will and consensus
on this issue. Every Civil Servant should take responsibility for his/her
action and that also holds good for the politicians too. All those in
corridors of power should openly declare their assets right from the
date they assumed power i.e. what they had when they assumed power and
what they have as of date. The source of income may also be declared
and should be on websites. If this is done I am sure we may not need
any Jan Lokpal bill etc

?
L'affaire Kiran Bedi shows the true colors of personalities with snow
white exterior and holier than thou snooty airs, not giving any one
a chance to put up a case in defense. Now that the mask is off and the
whole world knows the depths, such self proclaimed champions can stoop
for a few dollars more, why is she not volunteering herself out of the
Anna Hazare jing bang until such time her name is cleared. Different
rules, one to publicize, and to practice ? Ms Kiran Bedi and the trusts
(my trusts, as she calls them) should be investigated to the last document.

Being pro Anna is no licence to wrong doings
Bharat Kumar has a weird logic that Kiran Bedi has done nothing wrong
or is only technically wrong in claiming more than actual expenses from
one organisation and giving it to her own NGO. It was her organisation
and if she wanted money for her organisation, she could have put a condition
of paying some donation to her NGO in lieu of her lectures. She has
been wrong and being pro Anna, does not means their wrongs will become
right. Or does it mean that you can do any thing to fill coffers of
your NGO even if NGO money is utilised for a good cause and is not misused

Supreme Court judgment in Civil Appeal No. 6454 of 2011 (CBSE &
Anrs Vs Aditya Bandopadhaya & Ors) while disposing the appeal. The
Commission observed that the Right to Information is a cherished right
but it has to be exercised with restraint. The requested information
should be useful to the information seeker either personally or it should
be useful socially or nationally. Wanton demand for information without
any meaningful purpose behind it can not be countenanced as it puts
undue strain on the limited resources of the public authority. Besides,
collection, collation and transmission of information entails costs
to the public authority.
Comments
In regard to information other than those enumerated in subsection
(b) and (c) of section 4(1) of the RTI Act, equal importance and emphasis
should be given to other public interests like confidentiality of sensitive
information, fiduciary relationships, efficient operation of governments,
etc.. The RTI Act should not be allowed to be misused in a manner where
indiscriminate demands are made in the name of seeking information.
