Pranab Da came out of North Block seething with anger..... his body language and the distance he kept from PC made it abs obvious that Sonia had been able enforce only a band aid solution!! Pranab Da disowning the contents on the Office Memo was a first for Governance in India.... unheard of !! PC is known for his 'games' and his 'I'm the one' penchant!!! This war between Pranab Da and PC has so many issues.... Ambani brothers, Sahara , SEBI, Orbit (chewing gum), insider trading.... etc..... basically despite being made HM PC wanted to keep a hold on MOF.... he was in touch with Ministry Officials and kept tabs and when Dada came to know of this he did protest to both Sonia and Mohna.... but both pooh-poohed him away!! And Congress trying to wish away PC's alleged involvement in 2 G as an internal matter of Congress has failed!! In October seems the 'battle' will restart...... and then Court is also seized of this matter...... seems PC may take Laloo's or Amar's help..... Laloo and Amar have 'Doctorates' in 'fighting and winning cases in SC'!!!

Neither politically nor legally this matter is over!!!

Gratuity limit be increased immediately

18 months salary, (33*15/26) basic plus DA is given as gratuity. In 1986, 4th pay commission, its limit was Rs. 3.5 lakhs. This was enough to provide full 18-month pay even to Secretary. (8000 basic). Till year 2000 all the officials were getting full entitlement of gratuity. With increase in prices, salaries also have been revised.

Today director level person at the time of retirement gets Rs. 75,400 (Rs. 67,000 plus Rs. 8,400 grade pay) plus 50 % DA that is 1,03,000.

Gratuity limit at present is only 10 lakhs. DA will keep on increasing. (It has increased from 0% to 50% in 5 years from 1.1.2006 to 1.1.2011.)

Therefore gratuity limit should be immediately increased to Rs. 25 lakhs, so that retiring people can get their due, as they were getting from year 1947 to 2000.

Merciless beating of a truck driver by Transport Department officials of UP Govt leading to his death because of his refeusal to pay bribe is a grim reminder of stark reality of India. The other day a Delhi police constable shot dead a businessman returning home and seriously injured another who tried to chase him. Having belonged to one of the most corrupt departments under min of defence known as department of defence estates where those not involved in corruption are at serious risk being harmed in every possible way I sincerely suggest giving bribes/extortion money should be made compulsory and wide publicity given so that no poor driver gets killed in trying to resist corruption or a businessman while returning home at the hands of corrupt public servants.

Railway every day is becoming famous for manipulation in promotion and postings. Take postings of COMs. It has been done hurriedly ahead of MTs posting by passing a large numbers of seniors. DRMs coming back to cadre will get posted as HOD only whereas their juniors will enjoy the posts of Coordinating HOD. Officers feel demoralised under such circumstances. Pray to God to help Indian Railway.

Lack of Govt direction manifest in postings of ex-foreign service officers

No where is the lack of direction of the present Government more manifested than in its postings of superannuated foreign service officers. A foreign Secretary who was there when the PM made the greatest fauxpass in Shram el Shaikh confirming India's non existent nefarious activities in Baluchistan and including it along with Pak terror activities in Kashmir, is after retirement now jetting across the country as the NSA. There is no visible change in the attitudes of China or Pakistan towards India and as far as our security with in the country is concerned it is visible every where. Many of the post Mumbai mayhem actions are still in the embryo stage. What this gentleman is doing ? Perhaps, only our PM will be knowing. Similar is the case of the lady Foreign Secretary who presided over the inconsistent and directionless policy towards Pakistan. Whether it is dialogue or composite dialogue, our actions were inconsistent. The lady comes out with broad smile about the progress in the Indo-Pak ties and the same day itself one can hear about the martyrdom of our valiant soldiers in Kashmir. Whether it is closing down of terror camps or controlling Jihadi activities or taking action against perpetuators of Mumbai massacre, Pakistan has not even conceded anything to us. Though they have not reciprocated, we have given them MFN status. For vote bank sake, we have also eased VISA restrictions. This lady after superannuation is now appointed as Ambassador to USA. These postings give credibility to the criticism that India is a puppet in the hands of USA not only on economic issues but also on foreign policy.

Paying no heed to sovereignty and integrity of the nation

We are so much preoccupied with the squabbles within the ruling dispensation or the opposition that we are not paying any heed to the sovereignty and integrity of the nation or the misery of fellow Indians in Northeast. The misery of Manipur where the road blockade of NH 39 is continuing for such a long period by two opposing tribal groups one wanting a separate hill district and the other against it has caused so much misery there with essential commodities not available or selling at exorbitant rates. Petrol at Rs.200 per litre, gas at Rs.2000, Potatoes at Rs. 70 and no sugar at any price. What is the Centre doing? Why not get the blockade lifted? Indifference to the misery of people there is dangerous. As it is, our neglect of infrastructure in the Northeast for all these 60 years is proving costly. It is high time that the powers that be pay their attention to this problem of people of Manipur instead of who wrote this or that note or what is the inference drawn from it.

Information pertaining to budget works/additions/alterations in type IV houses in a colony maintained by CPWD was sought. The CIC directed to provide full and complete information pertaining to works as sought
by the appellant including the name of the agency, budget and payments made along with details of the approving authority and inspecting authority. The CIC observed that as per present practice, the allottees are not kept informed of the nature or level of services to which the allottee is entitled nor is he informed of the timeframe in which the services will be delivered. Consequently, huge sums from the government budget are released in favour of private contractors who are allotted these works with almost no supervision since it is almost impossible for the meager staff/ officers of the CPWD to supervise hundreds of flats/houses in their area of jurisdiction. Under the powers given u/s 25 (5), the CIC recommended to Director General CPWD
to make the terms and conditions of the contract transparent so that the allottee can share the responsibility of supervising the work of the contractor. This would enable the most efficient execution of the awarded job and to receive maximum returns on expenditure made from public funds.

All public servants staying in government accommodation have faced the poor maintenance by the CPWD. As the end user (allottee) is not provided with any information regarding his entitlement of the various
services, he is unable to assist the CPWD officers in supervising the works being carried out in his allotted accommodation. Hopefully in the RTI era, the uniformity in the standard of services would lead to
an improvement in the quality and the allottees would not be left to the mercy of the contractors.
