We do not have the same perjury laws like in US..... so once the accused are given bail they can go about pressurising the witnesses to retract ... as the system allows this because of no stringent punishment for perjury so giving bail to heavyweights usually is harmful to the cases against them!!! In US you will not find case files going missing...witnesses retracting their earlier stand......or going AWOL or even being bumped off!! Then has Diggy taken note of the sentence that Gupta faces??? Kursheed the Law Minister has alrwady spoken for corporate crooks!!!

Pakistan : Islamabad High Court Dismisses Petition Against Itself
A single judge bench of the Islamabad High Court has dismissed a petition challenging the appointment of nearly 40 employees including some at the level of Deputy Registrar and Asstt Registrar without publicising the vacancies or holding any competitive test as per rules. In his order Justice Riaz Ahmed Khan held that the appointments were made by the Chief Justice of the High Court by relaxing the rules governing normal procedure of recruitment which was an administrative action of the CJ. While judicial decisions of the CJ can be challenged in the apex court, his administrative deisions Justice Khan, can't be challenged before any forum as these enjoy protection under clause 5 of Article 199 of the constitution of Pakistan.

There are concerns in the foreign investment and banking circles whether the money raised by the Corporate India for Foreign Currency Convertible Bonds and Industrial Credit will come back. Investors are worried that Indian companies that have borrowed abroad may not be able to pay or roll over their debt when repayments are due.

Maharashtra CM Prithviraj Chavan who claims that he is committed to the welfare of the farmers of the state has said that he will bring in more textile manufacturing plants in the state and that a new policy for the same is in the offing.

Rs 5 trillion investment for Maharashtra?
Maharashtra is aiming to get Rs 5 trillion worth of industrial investments in the state - a policy for which is in the making. However, there are constraints that will prevent any businessman to come with investment in the state. Land acquisition issues, erratic power supplies, poor roads and host of infrastructure issues need to be addressed if Maharashtra really wants any investments, say experts. No big ticket investment will come to the state also because there has been flip flop on key policy issues like VAT and tax holidays for industries, experts add. Even though the state boasts of having signed MOU's worth Rs 1 trillion in the past six months, the actual investments still needs to be seen.

Enjoying benefits

The benefit which the direct recruit Section Officers of Central Secretariat is enjoying, no other service in the country is enjoying. Even an IAS, IPS and other Group 'A' get their seniority from the year which they join. Direct Recruit Section Officers enjoy a prior dated seniority and they continue to remain in the city of Delhi throughout. Vacancy should be transferred and not the seniority or otherwise somebody in womb today will also get a seniority. In the year 2002 with the connivance of some people CS Division-DOP&T a Seniority List of Deputy Secretary of CSS was issued. The names of retired persons was not included in that list. Subsequently, a supplementary lists of retired persons were brought out having no bearing on the seniority list drawn earlier. in this regard G.C. Raut, US is not giving reply to a RTI querry since long. An appeal is being filed to the appellate authority. This needs to be investigated also.

Kiran Bedi (Baddie) should know that as a government servant if she was entitled to travel in train in first class but travelled in second class by choice and claimed first class fare, she would have lost her job. After clinging to her police job for whole length of service till superannuation, she must be aware of this basic rule and ethic. She could not have kept the balance of the money with argument that she would use it for a good cause. This is corruption, pure and simple.

Fused bulbs

What was strange if K M Chandrashekhar was in the queue to pick up a plate during lunch? Didn't Whispers report some time back that retired government officers are fused bulbs. Undoubtedly a retired cabinet secretary is a 1000 watt fused bulb while a retired section officer would be a 0 watt fused bulb. Is there much difference? It is to the credit of Chandrashekhar that he does not resent this dispensation as most retired IAS officers do.

The CIC quoted the Supreme Court judgment in Civil Appeal No. 6454 of 2011 (CBSE & Anrs Vs Aditya Bandopadhaya & Ors) while disposing the appeal. The Commission observed that the Right to Information is a cherished right but it has to be exercised with restraint. The requested information should be useful to the information seeker either personally or it should be useful socially or nationally. Wanton demand for information without any meaningful purpose behind it can not be countenanced as it puts undue strain on the limited resources of the public authority. Besides, collection, collation and transmission of information entails costs to the public authority.

Comments

In regard to information other than those enumerated in subsection (b) and (c) of section 4(1) of the RTI Act, equal importance and emphasis should be given to other public interests like confidentiality of sensitive information, fiduciary relationships, efficient operation of governments, etc.. The RTI Act should not be allowed to be misused in a manner where indiscriminate demands are made in the name of seeking information.
