It's a well know fact that Conman Rajat Gupta is very pally with both Mohna and Montek!!!! It is said whenever either of them visited US they met Rajat and when Rajat came to India he met both of them!!! In fact it is said both Rajat and Montek have been on touch via email and Rajat has off and on given his 'pearls of wisdom' on Indian economy to Montek.... which I'm sure Montek has used!!!! But of course Mohna and Montek can in no way be held responsible for Rajat's 'chori'.... however it is abs clear what type of company both kept!!

That's why without an appointment to PMO and Montek's Office Rajat could go!!!!

Bihar CM proposes, Delhi CM disposes
Bihar Chief Minister Nitish Kumar had urged Delhi Chief Minister Ms. Sheila Dixit that she should declare a holiday on November 1, 2011, on account of the festival of Chhat. However, Ms. Sheila Dixit in her reply said that there was no need to do so, as on Chhat a restricted holiday had already been declared by the Delhi administration. Nitish Kumar's plea for holiday was based on the fact that several thousand people from Bihar, Jharkhand and Eastern Uttar Pradesh who are in jobs of the Delhi Government celebrate the festival of Chhat.


Arunachal Pradesh CM, Jarbom Gamlin's fate to be decided on oct 31, 2011

As the grapevine has it, fate of Arunachal Pradesh Chief Minister Jarbom Gamlin - who is facing dissidence - will be decided at a meeting of Congress Legislature Party (CLP) scheduled to be held in Itanagar on October 31, 2011.Dissident MLAs are being led by Arunachal Pradesh Congress Committee (APCC) chief, Nabam Tuki who is also an MLA & Takam Sanjoy, MP from West Arunachal Pradesh. Interestingly, Gamlin and his dissidents have got 21 MLAs each on their side. A three member team led by the Union Power Minister Sushil Kumar Shinde will be attending the CLP meeting. Other members are: Dhani Ram Shandil a senior Congress leader from Himachal Pradesh & ex DONER Minister B.K. Handique.

Is the power sector living on borrowed time and money?

The non-viability of the power sector is a major threat to the banking system as banks account for Rs 2,73,000 crore of current loans to the power sector - 7.3 percent of their overall loan-book. Lending to the power sector has grown at a compound rate of 31 percent from 2006 to 2011. Market researcher Crisil estimates this to grow further at a rate of 23 percent over the next two years, taking the total indebtedness of the sector to Rs 7,30,000 crore by March 2013. Two-thirds of the money will be owed by state-owned DISCOMS but they are are in the red as the supplies to agriculture, and non commercial sector are highly subsidised. Power sector's borrowings are estimated at around Rs 6,50,000 crore as on 31 March 2011. Out of this, the banks and the financial sector account for Rs 4,80,000 crore, the rest coming from bonds, government loans and foreign currency borrowings.

No officer from nine states in empanelment list
In the list of empanelment of 1978 batch IAS officers, to the rank of Secretary, states like Maharashtra, Madhya Pradesh, Kerala,West Bengal, Bihar, Himachal Pradesh, Nagaland, Chhattisgarh and Sikkim will have no representation in the Government of India for the next five years.

Miscarriage of justice

The decision of the Government to shift the reference date for empanelment of 1978 batch from Jan 1, 2011 to Jan 1, 2012 is resulting in gross miscarriage of justice to those who are retiring in 2013 as these officers are getting empanelled as Secretary Equivalent instead of Secretary. More devastating and unjust this decision is to those who are retiring between now and 31/12/2011 as these officers would not be even considered for empanelment in either list. Strange are the ways of the Government. Don't such decisions remind us of Muhammad Bin Tughlaq?

Compulsory clauses in Lokpal Bill

The following two clauses should compulsorily be there in the Lokpal Bill:-

(i) Urgent issue of inquiry and thereafter issue of prosecution in case an Information received under RTI Act-2005 Act-2005 clearly indicating impropriety.

(ii) If a government functionary is availing benefits of office, staff and transport more than his/her entitlement, which is unjustifiable, filing of criminal case and immediate prosecution.

How great are our IAS officers ?

An MBA from Harvard has always been a dream for bright executives from all over the world. More than 100 IAS officers have tried to get admission for fulltime MBA at Harvard in the last two decades. But only two of them could get it. The 1994 batch IAS topper, Srivatsa Krishna was the first IAS officer to get MBA Harvard. And the other one is Rita Singh of 1997 batch. Normally one should have top grade and not less than 4 years degree from one of the top 50 Universities of the World, 4 to 6 years top class job experience in a very reputed world class organisation, excellent easy writing ability, GMAT score not less than 730 out of 800 and excellent interview performance to admission for MBA at Harvard. And two IAS officers so far could satisfy such standard and get MBA Harvard seat. Yet anyone who gets into IAS thinks he is great and that nobody is equal to him. Is such arrogance justified ?

Gratuity @ 80% of entitlement

Presently senior officers retiring are not getting their due in Gratuity because of ceiling of Rs. 10 lakh.

For example a Director level officer retiring in 2013 would draw a salary of Rs. 67000 Basic + 8700 GP + DA say 70%

= Rs. 125000 pm.

His gratuity entitlement would be (125000 x 33 x 15) ¸ 26

= About Rs. 24 lakh

But he gets only Rs. 10 lakh

Therefore, Gratuity rules should ensure that a retiring officer gets at least 80% of his entitlement as gratuity. It may noted that only PB-4 officers are affected adversely by the present ceiling & hence require relief.

Also till 31.12.95 right from year 1947, all officer including Cabinet Secretary were getting their full entitlement of gratuity.

Limit of reckoning of 33 years of service (in case actual service being more than 33 years) also should be removed.

Financial implication will be very low as only PB-4 officers are affected. PB-4 officers comprise only 0.5% of Govt. employees. Out of that also, only retiring officers are affected.

The local public will vote against directly BSP/SP due to there last government's experience. The name of cast they develop anti incumbency in there work . The brake up of poll seat in UP in 2012 would be :

SP - more than 100

And government headed by Congress CM. In Vidan Sabha. in 2012 election

dalit voter not going to cast vote for BSP / Mayawati. They would remain in there house on voting day or cast in favour of Congress. This is the real story of Vidhan Sabha election 2012.

The defence taken by Kejriwal that Kiran Bedi has not done any thing wrong by charging more than actually spent during her tours reveals his concept of corruption. Going by this his bill be no more than Jokpal and should be supported by all corrupt people. God save us from such core teams against corruption. God save India. What is really happening on Team Anna ?

Observing the controversy on Anna Hazare's team who is crusading against Corruption, reminds me of a joke, I might have read in Reader Digest in seventies. It goes like this:-

Jack who normally comes home around 7 PM , comes home at 4 PM . He found his wife in bed with his neighbour. He shouts "Jane what's going on, I am surprised". Jane shouts back on her husband "Bill how many times I have to tell you to use correct English, in fact in this case I am surprised of your bunking the office and you should have said that you are astonished". Never the less the argument heated up on use of word. Surprise or astonished, neighbor escaped, others collected on hearing heated arguments and started taking sides on use of correct words in English without knowing what is the real matter.

This is what is really happening on team who has at least taken up cause "Fight Against Corruption".

What was strange if K M Chandrashekhar was in the queue to pick up a plate during lunch? The unfortunate part is that serving senior officers expect a loaded plate to be delivered to them while others are in the queue, not only after meetings but also during social occasions like marriages. The 'permanent' civil service in India claims to be modeled after the UK. The current Cabinet Secretary there Sir Gus O'Donnel (called GOD due to his initials) exercises his powers ruthlessly. Recently, he got the Defence Minister fired from the cabinet because the Minister used to frequently meet a wheeler dealer in his office in the ministry when no ministry official was present. Yet GOD expects no precedence on social occasions. The relevant question is: When shall we grow up?

Must see CBDT order no 176. Commissioner spending all his life in Delhi brought back to Delhi within 2 months. How does that fit into the policy ? The only policy that CBDT follows is this : all those who have been there since 15 years or more or there in Delhi on account of so called administrative requirement etc should be given field postings. All those who confirm to the policy and well within their 8 year term would be OSD and given no work. Even a blind man can see the deviations in CBDT orders. And then the government says there is no corruption and no need for Anna to intervene. Anna should start the purge from CBDT itself .It is a cesspool of corruption and nepotism

Application seeking indiscriminate information

The appellant had sought 08 paras of information regarding generation of power in various States and related information. The CIC quoted the Supreme Court judgment in Civil Appeal No. 6454 of 2011 (CBSE & Anrs Vs Aditya Bandopadhaya & Ors) while disposing the appeal. The Commission observed that the Right to Information is a cherished right but it has to be exercised with restraint. The requested information should be useful to the information seeker either personally or it should be useful socially or nationally. Wanton demand for information without any meaningful purpose behind it can not be countenanced as it puts undue strain on the limited resources of the public authority. Besides, collection, collation and transmission of information entails costs to the public authority.

Comments

In regard to information other than those enumerated in subsection (b) and (c) of section 4(1) of the RTI Act, equal importance and emphasis should be given to other public interests like confidentiality of sensitive information, fiduciary relationships, efficient operation of governments, etc.. The RTI Act should not be allowed to be misused in a manner where indiscriminate demands are made in the name of seeking information.
