Well the Opposition says ....this NC fixer had delivered money to Omar's Dad..... and when he mentioned this in front of the 'donors' Omar lost his cool.... they say when this NC fixer was taken by the Cops he was already in a bad state!! And Speaker has to behave like an elder, whatever his age be, and so this Speaker should be removed!!! For a fair investigation Omar should resign... as it is it is now Congress's turn to run J&K!! They say Omar's Chief Ministership has been a 'faux pas... or gaffe.... or some scandal' everyday!!

Omar has proven he's not fit to sit in CM's chair!!!!

Pranab Da is in Bengal for Durga Puja and PC went over the weekend to Kerala!!!! Pranab Da goes every year to Bengal during Durga Puja... seems Sonia ordered PC to go out of Delhi!!! The animosity between them has not abated...... PC is still up to his tricks and Sonia just took the precautionary step of keeping PC out of Delhi in Pranab's absence.... matters are that bad!!! PC wants MOF...... and now Pranab Da has dug in his heels 'MOF or nothing'!!!! In my opinion unless PC works a miracle like he did after he actually lost the election but emerged as the victor and fixes Judgement in SC, which as per Swamy is not possible as both Judges are 'aboveboard', PC should be out of the Cabinet sooner than later!!!

Rahul wants PC out but does not want Mummy order Mohna to do this!!!!

Arunachal Pradesh CM Jarbom Gamlin to continue
As the grapevine has it, Arunachal Pradesh Chief Minister Jarbom Gamlin, who is facing dissidence, will not be changed. Dissident MLAs are being led by Arunachal Pradesh Congress Committee (APCC) chief Nabam Tuki who is also an MLA & Takam Sanjoy MP from West Arunachal Pradesh. However, Gamlin is unlikely to be changed because the party high commands wants a stability in the state. It may be stated that Jarbom Gamlin was sworn in as the Chief Minister on May 11, 2011.

As the grapevine has it, 30 per cent of 99 IAS officers of 1978 batch figure in the empanelment list for appointment as Secretaries in the Government of India (GoI).This was reportedly decided at a meeting for considering IAS officers of 1978 batch for empanelment as Secretaries in the Government of India (GOI). It was held in Delhi on September 30, 2011.


Why number of officers of 1978 batch IAS restricted?

Why the number of IAS officers of 1978 batch is being restricted to 30 per cent of total strength? Answer to this question is that unlike the 1977 batch there should not many bureaucrats who despite their empanelment keep waiting to be posted as Secretaries in the Government of India (GOI).

Pakistan : Government Warns Babus Not To Interact with media
Pakistan's federal government has issued a strict directive to government employees not to interact with the print or electronic media in any manner including by way of interviews or writing articles on matters relating to government policy. According to OM (1/20/76/D-IV/D-3) issued by establishment division violation of the directive shall invite punitive action under government servants (efficiency & discipline) rules 1973. Information Minister Firdaus Ashiq Awan clarified that rules 21 and 22 of the conduct rules already prohibit bureaucrats from interacting with the media and they had to be reminded of the same through the latest OM as in recent past some officers have given interviews to TV channels and written articles in news papers which have caused embarrassment to the government.

What else can a nominated PM do ?

So much garbage is being poured on our honest PM in your esteemed forum .When all Congressmen and the media wag their tails in unison at the extra constitutional authority in 10 Janpath, what can a rootless and nominated PM do? The patriot in him might have prevented him from putting in his papers for he knows the disaster for the country if the ?Crown Prince? takes over.Nor is he sure of the other two senior cabinet colleagues,now busy engaged in shadow boxing.For this,he has to pay heavily surrendering his powers to extra constitutional authorities and taking blame for every misdeed.All important postings have become ?chit? postings,chits coming from 10 Janpath. So don?t be surprised if you see on TV, one of the seniormost police officers heading a special group running alongside vehicles conveying Sonia and her close family members. Lesser said about PM?s Private Secretary the better.The canine loyality culture in Congress has well penetrated into bureaucracy. Professional integrity has become not a quality but casuality. It requires a revolution to change this culture.Meanwhile those bureaucrats left with an element of professional integrity will continue to suffer.

Sorry for UPA

When I see this column - Date with CIC - I feel sorry for UPA. UPA provided such a tool for trnsparency and hence to reduce corruption which never was but yet is blamed for corrption as never earlier. Is the PM listening? Why he should not apply his mind? He gave 2 extensions to his cabinet secretary but it looks did not allow him to do his job in CWG otherwise his ministers would not have created a mess.

UPA -II seems to be on last leg

UPA -II seems to be on its last legs even before it has completed its full term of office. The cancer of corruption began in UPA 1 and spread rapidly in UPA 11 and now it has taken over the liver and kidneys of the government. Renal failure seems to have set in when Chidambaram declared with finality that the matter was closed even as Pranab was struggling to read out the last sentence of his prepared speech. Pranabs mouth was wide open as if he was struggling to breathe air.The Supreme Court has already observed that the Home Minister should be probed in the 2 G scam. When that happens then more skeletons will start tumbling out of the cupboard. Pray to God to help Indian Railway

Railway every day is becoming famous for manipulation in promotion and postings. Take postings of COMs. It has been done hurriedly ahead of MTs posting by passing a large numbers of seniors. DRMs coming back to cadre will get posted as HOD only whereas their juniors will enjoy the posts of Coordinating HOD. Officers feel demoralised under such circumstances. Pray to God to help Indian Railway.

Integrity and security of the nation are paramount

I endorse the views of Ms Aarti Khosla. The integrity and security of the country are paramount and all other issues can wait . Having worked and travelled in the north east I feel it is the most vulnerable area . A massive effort to develop and secure this area is urgently called for as also abolition of the inner line permit and protected area regimes which are a legacy of the colonial era. The people need to be closely integrated with the rest of the country and should not remain isolated anymore.The blockade in Manipur should be effectively tackled immediately for relief to the common people The chicken neck or the corridor of 20 kms linking the North east to the rest of the country should be a high security area for our forces and no intrusion by China tolerated . An arrangement to widen this corridor be worked out with Bangladesh so that in an emergency there is access to our troops.

Maintenance by CPWD

Information pertaining to budget works/additions/alterations in type IV houses in a colony maintained by CPWD was sought. The CIC directed to provide full and complete information pertaining to works as sought
by the appellant including the name of the agency, budget and payments made along with details of the approving authority and inspecting authority. The CIC observed that as per present practice, the allottees are not kept informed of the nature or level of services to which the allottee is entitled nor is he informed of the timeframe in which the services will be delivered. Consequently, huge sums from the government budget are released in favour of private contractors who are allotted these works with almost no supervision since it is almost impossible for the meager staff/ officers of the CPWD to supervise hundreds of flats/houses in their area of jurisdiction. Under the powers given u/s 25 (5), the CIC recommended to Director General CPWD
to make the terms and conditions of the contract transparent so that the allottee can share the responsibility of supervising the work of the contractor. This would enable the most efficient execution of the awarded job and to receive maximum returns on expenditure made from public funds.

Comments

All public servants staying in government accommodation have faced the poor maintenance by the CPWD. As the end user (allottee) is not provided with any information regarding his entitlement of the various
services, he is unable to assist the CPWD officers in supervising the works being carried out in his allotted accommodation. Hopefully in the RTI era, the uniformity in the standard of services would lead to
an improvement in the quality and the allottees would not be left to the mercy of the contractors.
