Let me take the last one..... it is indeed naive to think that corruption can be fought politically... first and foremost had Anna not started this anti corruption movement we would never have been shaken from our 'chalta hai' slumber and Netas would be care freely 'laughing to the Bank'!!! Believe me had Anna not got the Nation to fight corruption 2 G lot in jail would have been out and Kalmadi too...... I recall the commitment that Congress gave Karuna when Raja was to be arrested was ' a few weeks in Jail would be necessary to stop the issue from snowballing'!!! Kani went in because by that time Anna had got the Nation enthused to fight corruption via his Jantar Mantar fast! And then Sonia's Q connection and the extraordinary 'favors' that UPA has done for Q….Advani's allegations of Gandhi Billions in Tax havens, though he apologized for causing Sonia stress, but the allegation he made stuck on……and then the Great UPA Loot ..... the perception is 'one cannot hunt with the hounds and run with the fox.... see what honest Mohna has metamorphosed into!!! On his Metro ride...... to get back into the good books of the Aam Aadmi he'll do anything... Metro is air conditioned and pretty comfortable... why he'll even ride the suburban train in Mumbai during rush hour... after all in his pain he see gain... though many would say ' it's over'.... his gain no longer commiserates with his pain....his dramas get him lesser and lesser 'yeahs' and more 'nays'!! And on Pranab's statement.....had he felt this to be true the 'grapple to be the next PM if Congress comes to power' would not have started... and Dada is an active 'participant' in this fight..... this is evident from his statement after he made the Rahul will lead Congress statement.......anyone can become PM ina Democracy!! It is now being said 'please do not take Rahul to takeover as PM for granted......and neither should he'!!

Rahul has proved to us he is not fit to lead!!!!

Montek has lost it!!!! He says he cannot live in Rs. 32.... he says he does not need to because he knows a part of India lives in extreme poverty.... he forgets as per Planning Commissions affidavit a person earning Rs. 32 is not poor.... so when people make demands that he lives in Rs. 32 they are not asking him to life the life of those who are extremely poor.... but of those who are considered above poverty line!!! As expected he and Jairam cooked a khichdi and now they've tacitly put the blame on the Tendulakar Committee!!! On their demarcation of Poverty they have not 'enlarged the goals posts' they've actually shifted the goal posts!!!! Montek has proved that he has an out and out Capitalist outlook and is hence unfit to be the Deputy Planning Commission Chairman of a vital Organization that is supposed to have a 'socio-capitalist' outlook!!! He's fibbed to us on inflation time and again!!!! You will note now with fuel prices falling you will not hear even a whisper from him that fuel prices should be reduced.... now his take will be let the Oil Marketing Companies recoup some of the losses of the past!! If you recall when Brent and Nymex were rising he was shouting from 'rooftops' that price of fuel in India should rise in tandem!!

But then do not forget Mohna is an out and out capitalist too!!!!!

As he's the Chairman of the Planning Commission when we boo at Montek at Mohna we also boo!!

PC's rap sheet by Sharad Panda (Forum WIC dated October 05) shows PC's true colours!! It also shows that kind of people that Sonia and Mohna trust.... in this case Mohna is/did trusting PC just because Sonia's ordered him to trust PC... he has/had his own equation with PC!!! But they do say Rahul and his Sis have an allergy for PC....but seems Sonia has some very compelling reasons to back PC!!!! Then some use an old adage to explain Sonia's condition.... they say she wants to leave the blanket but the blanket is not leaving her!! Maybe PC has his own rap sheet on Sonia... who knows how he manages to stay on despite a mountain of evidence that should lead to his sacking!!

He deserves to be shown from the Cabinet 'bahar ka way'!!!

Without a doubt Ramdev's allying with Ramdev will hit BJP's votes!!!! BSP itself is facing anti incumbency! Despite Ramdev's image taking a hit and his getting the tag of Dhongi Baba he still has a following is rural India!! Maya is facing anti incumbency and will be hoping Ramdev will plug the anti incumbency to some extent!!! BJP's prospects are on the upswing in UP .......Ramdev will to some extent dent BJP's votes but the real threat for BJP is 'within'!!!!! BJP has to do well in this 'semi final'...... it'll boost BJP's 'game in the final' or the general elections!!!

Now Ramdev haathi pe karre ga ride!!

And he will continue to take 'the gullible' for a Yogic ride!!

PS...our Presidents' car has been designed by Q .... James Bond 007....... were these modification needed???? US President's vehicle is called The Beast... what will they call out President's Car..... The Jaanwar!!

Pakistan : Biggest ever budget deficit during 2010-2011
Pakistan has had a record deficit of Rs 1.336 trillion during the financial year that ended in June 2011, according to consolidated fiscal data released by Pakistan's Federal Finance Ministry. The deficit highest ever in Pakistan's history equals 39% of total spending by the government and 59% of the revenue collection. What is disturbing is that while the total governmental spending increased by 14.6% over the preceding fiscal the spending on public sector development schemes dropped by 11%. Apart from dismal performance in revenue collection (which dropped to 12.5% of GDP from 14.2% during 2009-2010) the real villain of piece is the defence spending that registered a 20% increase over the previous year.

Plan Panel is now irrelevant ?

Montek's somersault on BPL shows the Planning Commission in poor light. Having come under flak, he has conveniently distanced himself from the unrealistic affirmation by stating that the Commission's affidavit filed in SC did not represent its views. This is an absurd and specious explanation that has brought huge embarrassment to GoI. Disowning the affidavit after filing it in SC amounts to perjury Further, in his anxiety to placate public outbursts, he found an easy scapegoat in Late Prof Suresh Tendulkar by stating that the big schemes are universal and not limited to BPL sector and that the Tendulkar's standards will not apply to food subsidy. The GoI has now dumped Tendulkar's definition of poverty while delinking it from the various welfare schemes. The GoI is now trying to connect poverty with caste by waiting for census results. Montek says these criteria are not for giving benefits to the BPL. Then for whose benefit is it? Is the Planning Commission undertaking this fraudulent exercise to achieve the Millennium Development Goals (MDGs) which enjoin that poverty level should be brought down to 50%.

Why should Centre pay any attention to Manipur at all?

After all this tiny state contributes only 2 MPs and thousands of pineapples to the mainland. The pineapples are the sweetest in the world but the MPs are bitter sweet because all political parties ignore them. Besides most people in New Delhi mix up Manipur with Mainpuri or Manipal , such is the level of ignorance and arrogance at the Centre. So far, the Yuvraj has not made a single trip to Manipur. Does he even know where it is on the map? Will someone please point it out to him?

Maintenance by CPWD

Information pertaining to budget works/additions/alterations in type IV houses in a colony maintained by CPWD was sought. The CIC directed to provide full and complete information pertaining to works as sought
by the appellant including the name of the agency, budget and payments made along with details of the approving authority and inspecting authority. The CIC observed that as per present practice, the allottees are not kept informed of the nature or level of services to which the allottee is entitled nor is he informed of the timeframe in which the services will be delivered. Consequently, huge sums from the government budget are released in favour of private contractors who are allotted these works with almost no supervision since it is almost impossible for the meager staff/ officers of the CPWD to supervise hundreds of flats/houses in their area of jurisdiction. Under the powers given u/s 25 (5), the CIC recommended to Director General CPWD
to make the terms and conditions of the contract transparent so that the allottee can share the responsibility of supervising the work of the contractor. This would enable the most efficient execution of the awarded job and to receive maximum returns on expenditure made from public funds.

Comments

All public servants staying in government accommodation have faced the poor maintenance by the CPWD. As the end user (allottee) is not provided with any information regarding his entitlement of the various
services, he is unable to assist the CPWD officers in supervising the works being carried out in his allotted accommodation. Hopefully in the RTI era, the uniformity in the standard of services would lead to
an improvement in the quality and the allottees would not be left to the mercy of the contractors.
