Sonia's returned from her 'undisclosed' surgery at an 'undisclosed' Hospital only to find Congress suffering from an undisclosed very serious illness!!! As per undisclosed sources Sonia is now getting reports!!! Undisclosed sources say too much of PC and Sibal have caused Congress Septicaemia!!!!! Mohna has kept mum and ignored the symptoms and Congress's condition has just got worse and worse!! Though Mohna says it was the duty of the 'gang of four' appointed by Sonia to have taken appropriate measures!!!!! So now Sonia's on her sick bed and she's trying to tend to a very seriously ill Congress!!!! Congis feel when Sonia steps out in Public view Congress will recover automatically!! Can Congress be cured by ' Sonia Darshan' .... if so she could have cured herself by looking into the mirror!!

Congress needs surgery...... delay will prove perilous!!!!

And now you can expect Congress Bhonpoos to 'go delirious'!!!

Praful Patel who 'prafooled AI' went Channel hopping and ended up doing more damage to his case!!! His attempt to involve others in his alleged chori blew up in his face!! Prior to his taking over AI was not doing too badly!!! He took over and soon AI started stumbling!!! Moneymaking routes were gifted away.......than came the purchase of planes....freeloaders of the political kind enjoyed unlimited hospitality!!! And PC headed the GOM that decided on the quantity etc..... not surprised at all!!

Seeing Congress dig itself deeper into the pit Advani has rekindled his PM dreams!!! He first challenged the Government to arrest him in the 'cash for votes' matter and then said he's going on a Yatra against corruption!! Why does he not realize that his PM dream is over!!!!! The minute he shows his intent to become PM BJP's fortunes fall!!! And I think BJP's biggest mistake is announcing that prior to the 2014 elections BJP will not have announce its 'PM in waiting'!!

BJP should retire Advani once and for all!!!

RIL generates huge employment...... should he get away because of this???? People now wonder how come PC's name crops up in every 'wrongdoing'!! With Keralites in a clear majority in PMO it is said Onam is the official festival of PMO!!! Prior to Sonia's return there was a blast and an earthquake in Delhi.... ominous! Joke maara..... Yonder Rajiv let out a guffaw. Indhra asked him 'Son why are you guffawing'? Rajiv responded, ' Ma I married Sonia but Mohna bhugat rahaa hai'!!

Pakistan : Behave or the army will take over cautions CJ
In suo motu proceedings being taken by a five judge bench of the Pakistan Supreme Court in the 'Karachi killings' counsels for different political parties made their submissions on Friday. During hearing the Chief Justice cautioned about the possible takeover by the military as had happened in the past whenever law and order situation spiralled out of control. 'Criminal gangs have been formed in the (political) parties and people are being held hostage' the CJ remarked and added, 'parties seem to have become militant outfits'. Ironically the bench agreed for an in camera briefing from the ISI soon after the counsels completed their submissions.

Inquiry by Lokpal : Nightmare or Red herring

Effectiveness or otherwise of the institution of Lokpal notwithstanding, there are widespread misgivings pertaining to immunity, privilege,inquiry and punishment of public servants. However, some basic facts with regard to the existing position may help to clear the air. In terms of implementation of various Acts, government servants enjoy complete protection for action taken in good faith. Article 311 is meant to ensure independence & integrity of the civil service by providing safeguard against arbitrary dismissal/removal. Also, consultation with UPSC under Article 320(3)(c) provides further check on arbitrariness. However, nothing bars "inquiry" into conduct of civil servants (by Lokpal or otherwise)for mala fide actions.

Under Article 105(2), privilege of MPs is restricted only to "any thing said or any vote given" by them in Parliament(ostensibly to encourage freedom of speech and independence of vote, which are basic tenets of democracy). The privilege does not extend automatically lock, stock and barrel to their (unbecoming) conduct and (unholy) transactions, which constitute or are in the nature of (criminal) offences under the law of the land. There is nothing to suggest that Article 105(2) prohibits enquiry into acts of (criminal) wrongdoing by MPs in Parliament.

Protect the honest guys

I wonder how a seasoned ex bureaucrat could be so wrong. I think the honest guys are more worried about the draconian law that is being proposed especially when 90% of the complaints have been found to be false. Let the honest guys be protected and the bureaucracy would respond positively. This protection needs to be built in the act, rules and procedure. Does shri saxena not know that turning anti corruption mechanism into a police station fir inquiry model witthout due protection is a sure shot recipe for disaster. Corrupt people would never be scared. What we need to do is to have a system where the honest have a stake to be honest and yet deliver. To try and reduce all corruption and forgetting that the system needs to deliver at the same time would be nothing short of catastrophic for the country.

CRPF should check the menace

If this whisper is true than the manipulative selfish officers of CRPF are to be blamed. When you have so much of vacancies, why are you sparing these manipulative officers to be in other organisations for years together. I know many officers who have been in Delhi for over 20 years working in different organisations but not the CRPF as they have other priorities but I am amazed that why they are always successful. At this time of crisis why doesn't CRPF calls its officers back and utilise them in the force and stop their manipulative tricks. One of the officer with NSG has been in Delhi for over 20 years from one organisation to another in Delhi/abroad but not to the organisation. CRPF should control these officers and everybody should be given equal opportunity and there will never be any vacancy if you are able to control their manipulations.

Compassionate appointments

When the government is not filling up the vacant posts, question of giving appointment on compassionate grounds does not arises though the government has fixed up the criteria for filling up the said vacancies. Such vacancies have not been filled up in ministries and other departments for the past several years. This issue needs to be readdressed especially when in various departments vacancies are filled up on contractual basis. Atleast such people can be considered for appointment on contractual basis. Till the time they get regular appointment, if at all, this category of people must be preferred in place of new entrants on class III, Class IV jobs atleast. And for preference of this category of people, the practice of employing the retired persons must be dispensed with and younger lot have much energy, enthusiasm and can bear much work load than the older people whom some of them never worked in govt. and are also able to get the employment after retirement. Hope the Government will do something.

RTI

DPS is a Public Authority

Information related to admission made by the Delhi Public School (DPS), Rohini under the policy framework specified by the Department of Education (DoE) for the academic year 2010-2011 was denied claiming that since it is an Unaided Private Institution, the RTI Act is not applicable to the school. The CIC noted that 10,000 sq. mtrs. of land was allotted to the School by the DDA at a nominal rent of Rs. 10/- per annum while another 6000 sq. mtrs. have been allotted at concessional rate of Rs. 65 lacs per acre. The CIC observed that the terms and conditions of service of employees of DPS are as per the norms of DoE and the School enjoyed exemption from Income Tax on its earnings. The presence of two nominees from the DoE in the Managing Committee indicated the Government control in the running and administration of the DPS. The CIC held that the DPS, Rohini fulfills the essential elements of being called a 'Public Authority'.

Comments

Getting a child admitted in a good school has been very difficult for the residents of Delhi. Hopefully, this order would usher in transparency in the working of the educational institutes in the country who shall now be bound to designate PIOs.
