So now Sonia's on her sick bed and she's trying to tend to a very seriously ill Congress!!!! Congis feel when Sonia steps out in Public view Congress will recover automatically!! Can Congress be cured by ' Sonia Darshan' .... if so she could have cured herself by looking into the mirror!!

There are whispers in the BJP's corridors regarding the change of Uttarakhand Chief Minister. It is heard that the popularity graph of Ramesh Pokhriyal Nishank had crashed down speedily. Taking this issue into account Gadkari got a survey conducted that see as to who is the
appropriate candidate for the position of CM. In the result, Nishank could grab only 15% of chances while Maj. Gen. Khanduri and Koshiyari grabbed 46% and 8% votes respectively. This survey was done by party members as Gadkari did not want the party to lose the power in those
states where BJP is the ruling party. So, he decided to make Maj.Gen. Khanduri as the new CM of Uttarakhand . It is because of this, that the RSS and BJP's national president Nitin Gadkari decided to change the Uttarakhand CM.

Pakistan : 30 to 40 percent appointments in police are on political affiliations says IG Sindh

Mr Wajid Ali Durrani IG Police Sindh conceded before a five judge bench of the Pakistan Supreme Court headed by Chief Justice Iftekhar Chowdhary that at least 30 to 40 percent appointments in the police department had been made on the basis of 'political affiliations' which hampered action against criminals as the politically affiliated elements in the police force 'had a soft corner for criminals'. The IG was deposing in the suo motu proceedings being taken by the apex court in the 'Karachi Killings'. The CJ directed the IG to take across the board action against criminals 'without fear or favour' and assured the police chief 'we are there to strengthen you, we are backing you'.

LOKPAL BILL AND BUREAUCRACY

Fear of accountability in bureaucracy

The debate on Lokpal Bill and the subsequent anger and protests across the country led by veteran Gandhian Anna Hazare has instilled a fear of accountability among the bureaucracy. How should the bureaucrats react to the situation? I am afraid why we need another watchdog as there are so many already existing and still we suffer from terror attacks, this proves bad governance by Civil Servants. The only solution to this problem is those who do not deliver must go whether it is civil servant, policeman, politician. All black money in India and abroad should be seized and taken over by the Government. We need simple laws and "hire and fire policy" for all Government employees including State Government employees and it should be for all the levels.

India at a critical juncture

India is at critical juncture of fight against corruption. people have to be united to make it happen other wise we destined to have a weak Lokpal which will serve no purpose.

The selection process has to be very transparent as suggested by Jan Lokpal. Generally government prefer weak, subservient and compliant officials for such posts. No one should be in position to keep post of Lokpal other wise it may remained vacant for years as it happened in case of Lokayukta of Gujarat. There has to be strong provisions of confiscation of ill-gotten money. Corruption of bureaucracy and executives and MPs and MLAs be dealt with iron hand.

It is a side show literally

All this brouhaha on Lokpal is a side show literally. Government servants were always under the dual discipline of their own departmental conduct rules and also the criminal courts. Lokpal has not changed this substantive position one bit. Except omitting the sanction procedure under the PC Act and the CrPC for both members of parliament and the government servants, Lokpal bill has not come out with anything new.

The unnecessary lionizing of this institution of course would be a return to McCarthyism , when imaginary links to the Soviets led honest to god Americans cool off in state prisons.

The way it is going with so much of hype about the institution, and sooner or later a maverick returning as the new Lokpal, the spectre of your peon or neighbor snooping on you for monetary rewards from Lokpal would be a reality.

USA has not seen any major terrorist attack all these years after 9/11. Why? Why can't we insulate our country similarly? Who is encouraging Terrorist Activities in India?

Police works hard to collect evidence, to nab the terrorists and charge sheet them for trial. Then works hard to secure their conviction and capital punishment. Then what happens? Our politicians enter the fray to encash the catch. They do not allow the hanging to materialise. In fact, they enter the fray right after the arrests of suspects start. They trade the terrorists for petty politics of votes. Despite confirmation of hanging by the highest court, they deliberately sit over the mercy petitions for years so that courts are forced to give them the benefit of delay. Terrorists Bhullar, Afzal Guru and Rajiv Gandhi's killers are the latest examples where the politicians are trying to gain mileage.

The question arises as to why should the police work hard to solve cases? Only to enrich the politicians? Trading of terrorists for votes is the worst kind of corruption our politicians of all hues are adept at. And the perpetrators of terror are aware of this.

Induction of defence personnel in IPS

There is large scope for rationalizing cadre strength in and among various services by assigning proper role & responsibility to incumbents at different levels. For example, some time back, WIC had reported about T.R. Mohanty, ISS, joining Department of Justice as Joint Secretary with special mandate of examining large pendency of cases from taluk level to the apex court. Status in this regard is not known. However, it is a welcome sign that persons recruited to perform specific/specialized functions are being actually assigned such role & responsibility at decision making level. There are various police and paramilitary organisations, which discharge exclusively administrative/secretarial/statistical functions, wherefrom and whereby police officers could be freed to perform their core policing function. One hopes the same logic will apply to many defence establishments as well. Security considerations within defence areas notwithstanding, operations of CSD appear to have been largely outsourced. Perhaps, it's time that impregnable fortresses and exclusive enclaves constructed and maintained out of tax payers' money are allowed to be democratically penetrated ( not infiltrated!) in the interest of the nation's development and citizens' welfare.

From frying pan to fire

Seeing the defence of Ms. Mayavati in the 'sandal flight' episode in your esteemed forum, I can not constrain myself from commenting. What we see in our country after the JP movement and post Mandal days is the continuous exploitation of the dalits by the dalits and OBCs by the OBCs themselves and the emergence of a bunch of scrupulous OBC and Dalit leaders who are exploiting the illiteracy, poverty and subjugation of the depressed communities and even the name of the great Ambedkar to meet their own nefarious ends. Many have made feudalistic circles around them, some have taken the much decried 'Manuwadis' as their advisors, many brought their progenies into politics to succeed them and some even discarded their caste wives to marry from higher castes. They use the vote bank, created for political horse trading. Crores were made by sheer corruption. When their own average community members are drowning in poverty, some are showing megalomaniac tendencies by constructing their own statues all over their states spending crores of tax payer's money, which otherwise could have been spent for the betterment of the downtrodden. They object tooth and nail reservation based on financial status and even the creamy layer classification since it will affect them badly and prevent them garnering all the benfits. If Dalits and OBCs are exploited by the upper castes in the past, one is now seeing the pathetic sight of Dalits exploiting Dalits and OBCs exploiting their own caste men. For an average Dalit or OBC, it is a jump from the frying pan to the fire and sixty years of independence have not made their lot better. For the nation sake and the progress of the down trodden major national parties should shun such caste parties and jointly fight against them. It is time also to have a rethink about this caste based reservations and put the reservation only based on economic grounds.

Lack of accountability in PSUs

What we lack in the management of PSUs is a lack of accountability. Managements come and go without taking any responsibility for the decisions they made. The weak decision makers dither in their decisions and go away , some with selfish interests feathering their own personal nests. One can see this example every where. For example an earlier Marketing MD of the Navaratna company, IOC spent crores of the Company funds to start huge jubilee Pumps all over the country. In most of these pumps dealers employ only one or two attendants to take care of eight or ten dispensing units defeating the very purpose. The MD went on retirement though lots of allegations were made against him for getting his share in the purchase of land and constructing the outlet buildings. Also with the benevolence of successive weak managements the salary structure of this company has hit astronomical heights with some of the lowest level of employees (SSLCs) taking home more than one lakh home every month. Unlike Air India, the company is surviving only because of the product they handle. There are many other examples of sheer wastage, corruption, ineptitude and irresponsibility. Those who take wrong decisions should be called to order and there should be a commission to make them answer. Is any body answerable for Air India losing its market share from almost 50% to less than 15% after purchasing air-crafts worth more than 34000 Crores?

Senior citizens deserve better!

More than 200 visitors were waiting in the queue to get passes to enter the premises at the Delhi High Court that fateful Wednesday the 7th August 2011.It also had "senior citizens". One was an 87 year old Nizamuddin Master, who braved the torture of standing in the queue in that uncomfortable and humid weather, but could not defy the terrorist attack and left behind a grieving family. Just imagine the torture of standing in a queue of 200 visitors in the humid weather of Delhi. How long does it take to get the entry pass? Are the legs so sturdy at 87? Insensitivity of the authorities needs to be noted--we the helpless people can't do anything. On paper and glossy brochures, our governments celebrate the senior citizens. But they don't even think for a moment the torture and trauma of these queues for the senior citizens. It takes a lot of determination on their part to take the journey to all these public places, arrange for money and escort, stand in the queue and remain without food or water or medicines for the whole day, which may or may not be worth it all. It would have been not worth mentioning if I had not witnessed the sad plight of the senior citizens at PF offices, banks, DDA, electricity offices, CGHS dispensaries, hospitals, bus stands etc (posted on this website more than 3 years ago). The authorities could have thought of providing a fairly tolerable waiting hall for all visitors, or at least for the senior citizens, where they could be comfortably seated, secure from the harsh weather or rains and wait for their turn. For litigants, the court may think of prescribing numbered file covers that may contain all the details along with a photo of the litigant , which could facilitate his entry and get rid of manually issuing passes in this manner.

Can we start respecting and caring for seniority, at least in this respect, even as it has been destroyed in service matters by less than honest rulings.

Orders of specific type by the Supreme Court

The Appellant sought information regarding all the cases of section 17 B of the Industrial Disputes Act passed by the Supreme Court of India. The CPIO informed him that it was beyond the scope of his duties to provide any interpretation of the judgments passed by the Supreme Court. The Respondents submitted before the CIC that such information was not maintained in the form in which it was being sought and that the CPIO would have to undertake research through hundreds of orders. In view of the availability of the Supreme Court orders in computerized form since 1998, the CIC directed to make an effort to generate this data from the computer database. In case no such data can be generated, the appellant may be informed accordingly.

Comments
In some cases, the CIC has directed the PIO to provide information after compilation of data, if it does not require too much effort. Computerisation of data is making the supply of data in specific formats effortless and user friendly.
