IBN keeps harping on Sharmila fasting in Manipuer and tried to phasao Anna by asking him if he'll support Sharmila's fast...... because if he said yes IBN would have been the first to label him as anti National.... but Anna disappointed IBN and just said ' a fact finding team will go to Manipur and after that I'll announce my stand'!!!

Rahul would any day prefer Advani as BJP's PM nominee!!

"Induction of Army officers in IPS would affect later's civilian nature"

The government intends to allow the entry of the Captain and the Major-rank defence officials in the Indian Police Service from 2012 onwards if they qualify limited departmental examination. The step is, ostensibly, being taken to bridge the shortage of IPS officers in the country. But is it a right step ? No. If one was to go by the opinion of the surfers of the whispersinthecorridors.com.

Whispersinthecorridors conducted a debate to elicit the opinion of its visitors that how appropriate is the decision taken by the government. And the majority - about 80 percent of them - said that it was wrong to make such a move.

"To make up for the shortfall of officers in the IPS, the government should do away with the deputation of IPS officers to central police, paramilitary, intelligence and investigative agencies. Besides, the IPS officers should also be freed from VIP duties and the remaining requirement, if any, be met through recruitment", they say.

As of now, the surfers say, the strength of officers in the rank of commandant (Selection grade which ordinarily a State police officers reaches on completion of 5 to 6 years of service after confirmation of IPS) and above is about 400 and almost the same is the strength in BSF. Putting together including smaller CPOs like ITBP, SSB, CISF and others, the strength will be more or less equal to the shortage of officers in IPS.

It would be better to induct them into IPS because the officers of CPOs are well conversant with police role and duties and have rich experience in police related job by virtue of their service conditions. The best and viable solution would be to confirm IPS to CPO Officers of the rank of commandant (selection grade) and above with appropriate seniority which will nullify the shortage of IPS officers and also the CPO?S can be well manned by their own cadre officers thus improving the quality of the command of these forces".

Surfers were also concerned that How Indian army can spare young officers when there is already a great shortage of thousands of young officers in armed forces. It is, they feel, therefore, a very bad move as it will increase the shortage of the cutting edge of the Indian Army, that is the Captains and Majors.

Better than that, surfers said, would be to put all IAS, IPS and CPO officers for five years in the Army (intake upper age being 24 years) and then to shift them to cadre (IAS, IPS and CPOs).

"That will solve the problem of shortage of young officers in the Army as also give rich experience to IAS, IPS and CPO officers. On the other hand, all short service officers must be allowed to compete for All India cadres, and if selected, their seniority should be protected".

Government should rather take officers for IPS from open examination of Civil Services which is conducted every year by UPSC. By doing so, young officers will come and unemployment problem could be reduced to some extent. Only thing is that the UPSC would be required to lower the merit for IPS candidates.

However there are many who think that it is a wise decision because it may be difficult to find any other category more motivated and loyal to the nation. Moreover such motivated officers on whom the government has invested heavily should not be wasted out.

The GoI's policy, some surfers said, is infact to provide for reemployment of service officers in as many organisations as possible because they retire early. They should not be denied this opportunity because they are bright and only require polishing in the civil aspect.

"This step will prove to be a milestone in the history of police Administration in the country and improve the image of the police in the country", ,surfers who favour the government move feel.

Pakistan : college principals transferred and suspended for refusing to appoint political nominees
The Punjab provincial government in Pakistan issued transfer orders followed by orders of suspension of two principals of government colleges in Rawalpindi division when they allegedly refused to appoint 'political nominees' of the ruling PML (N) bypassing those selected on merit to fill up over 40 vacancies in their colleges. Prof Safdar Ali Malik and Masood Ahmed Principals of government college Sohawa and Dina respectively were given lists of political nominees and told by the Director of college education Punjab Dr Mohammad Ashraf 'to do as told or be ready to sit at home'. Both however continue in their positions as the Rawalpindi bench of Islamabad High Court has stayed the transfer and suspension orders. Not unexpectedly the Director of college education has denied the allegation.

Tanksale who in June end this year took over as new Chairman and Managing Director (CMD) of the Central Bank of India (CBI) has stressed the need for use of Information Technology(IT)to give a fillip to financial inclusion(FI). Tanksale who was in Bhopal on tour told <whispersinthecorridors.com> that the CBI is pursuing IT in a big way.Replying to a question CMD of the CBI Tanksale said that he had sought help of Madhya Pradesh Government's Chief Secretary Avani Vaish regarding this. According to him it had been urged that all Electronic Bank transacions (EBTs) should essentially be done through smart cards. Every farmer has got a smart card, he said adding that in Madhya Pradesh the bank is laying emphasis on gearing up priority sector & retail sector business.

Higher the skills, higher the retirement age

People in PB4 need higher qualification and face tougher competition to join government service. Hence they are able to join only at a higher age than others on an average. Therefore retirement age of PB4 should be raised to 65. In other organizations also like in schools, universities, judicial, doctors etc, retirement age has been raised selectively. In Army it is graded.

Hazare's contention incorrect

Rajdeep Desai had asked Anna Hazare on IBN 7 that there is criticism that after his fast why he did not go to a Government hospital and instead went to Medicity, Gurgaon. Anna Hazare replied that 'jis pedh par phal hotein hain usi par log pathar marte hain'. Why should there be problem if the hospital took me voluntarily and it was done free of cost. Hazare please imagine if a rich person had occupied your bed in the hospital, he would have paid the cost and the hospital in turn would have paid revenue to the Government. Hazare your contention is not correct and that you should resist from taking free bees.

In the era of Right to Information Act-2005, Accountability, Transparency and improving accessibility & responsiveness, Singh is ensuring that the office of Minister of Law is a guarded fort, wherein no body should enter without his permission. Feudalism is no longer entertained in this country. If you do so, then you are inviting a good ground for growth of naxalism and terrorism. People should not think that they have become God just because they have been attached to a Minister.

Law is there to take action

The law is there to decide for her actions. Why should Mayawati be like Mamata, why should she emulate anybody, she's an individual in her own right. And what's so great about upper castes supporting Mayawati, even upper castes win through dalit votes all over the country. But the dalits surely resent the way casteist media pokes fun at her. Why, she's a CM , isn't she capable of buying jewellery. Only she has done a lot for dalits in UP. The Bahujan Samaj, Dalits and OBC's are the indigenous people of this country and they are ones who have built this country. In India caste is everything or else why should a dalit Raja and a OBC Kanimozhi be in jail in 2G scam, are we so naive enough to believe that they alone could have done it, let all be punished irrespective of caste, region, religion. There will be an awakening among OBC's and dalits at such instances of injustice. Awakening.

It's wrong to belittle a college or University

I stood first class first in the year 1956 in MSc (Zoology) in Allahabad University with 80% marks. The person who stood second who was two years senior to me in service got 20% less marks to be. I became a lecturer at the age of 20 & half years. My aim was to enter into academics but on the force of my family I gave very casually the Civil Services Examination and got selected in various Group 'A' Services including IPS but opted for IRTS. I got 166 marks out of 200 in my subject Zoology and on the day of Botany paper by mistake I had reached classes to teach, from where I had to run. I was holding the post of Executive Director/Ad visor Traffic during the last days of my career. Cabinet Secretaries right from Dr. B.G. Deshmukh to S. Rajagopal called me by my first name. I had one marron-cum-pink blazer, which I use to wear and attended meetings. In one of the meetings S Rajagopal after looking at my blazer said 'St. Stephens'. I said no 'an equally good institutions of those times i.e. Allahabad University'. To belittle a college or University is totally wrong. When I was working one of the CMD's had remarked 'saheb bada maja ata hai jab aap in IAS walon ki dhajiyan udate ho with your depth of knowledge'. S.B. Mahapatra-Secretary(MOS&PI) had said in one of the meetings that look at this person he not only knows thoroughly about his own subject of Railways but also about Steel, Cement, Coal, Salt and Coal.

At this ripe age of 76 years, I invite Mani Shankar (a Stephenian) to have an open knowledge competition with me covering all the areas like Western & Indian Mythology, Films (Bollywood and Hollywood), Sports, Literature, History, Geography Science and latest developments. I have blood pressure, sugar and travel by Bus & Metro in the city of Delhi. He had no business to insult 'Hansraj College'.

Orders of specific type by the Supreme Court

The Appellant sought information regarding all the cases of section 17 B of the Industrial Disputes Act passed by the Supreme Court of India. The CPIO informed him that it was beyond the scope of his duties to provide any interpretation of the judgments passed by the Supreme Court. The Respondents submitted before the CIC that such information was not maintained in the form in which it was being sought and that the CPIO would have to undertake research through hundreds of orders. In view of the availability of the Supreme Court orders in computerized form since 1998, the CIC directed to make an effort to generate this data from the computer database. In case no such data can be generated, the appellant may be informed accordingly.

Comments
In some cases, the CIC has directed the PIO to provide information after compilation of data, if it does not require too much effort. Computerisation of data is making the supply of data in specific formats effortless and user friendly.
