"Induction of Army officers in IPS would
affect later's civilian nature"
The government intends to allow the entry of the Captain and the Major-rank
defence officials in the Indian Police Service from 2012 onwards if they
qualify limited departmental examination. The step is, ostensibly, being
taken to bridge the shortage of IPS officers in the country. But is it
a right step ? No. If one was to go by the opinion of the surfers of the
whispersinthecorridors.com.
Whispersinthecorridors conducted a debate to elicit the opinion of
its visitors that how appropriate is the decision taken by the government.
And the majority - about 80 percent of them - said that it was wrong
to make such a move.
"To make up for the shortfall of officers in the IPS, the government
should do away with the deputation of IPS officers to central police,
paramilitary, intelligence and investigative agencies. Besides, the
IPS officers should also be freed from VIP duties and the remaining
requirement, if any, be met through recruitment", they say.
As of now, the surfers say, the strength of officers in the rank of
commandant (Selection grade which ordinarily a State police officers
reaches on completion of 5 to 6 years of service after confirmation
of IPS) and above is about 400 and almost the same is the strength in
BSF. Putting together including smaller CPOs like ITBP, SSB, CISF and
others, the strength will be more or less equal to the shortage of officers
in IPS.
It would be better to induct them into IPS because the officers of
CPOs are well conversant with police role and duties and have rich experience
in police related job by virtue of their service conditions. The best
and viable solution would be to confirm IPS to CPO Officers of the rank
of commandant (selection grade) and above with appropriate seniority
which will nullify the shortage of IPS officers and also the CPO?S can
be well manned by their own cadre officers thus improving the quality
of the command of these forces".
Surfers were also concerned that How Indian army can spare young officers
when there is already a great shortage of thousands of young officers
in armed forces. It is, they feel, therefore, a very bad move as it
will increase the shortage of the cutting edge of the Indian Army, that
is the Captains and Majors.
Better than that, surfers said, would be to put all IAS, IPS and CPO
officers for five years in the Army (intake upper age being 24 years)
and then to shift them to cadre (IAS, IPS and CPOs).
"That will solve the problem of shortage of young officers in
the Army as also give rich experience to IAS, IPS and CPO officers.
On the other hand, all short service officers must be allowed to compete
for All India cadres, and if selected, their seniority should be protected".
Government should rather take officers for IPS from open examination
of Civil Services which is conducted every year by UPSC. By doing so,
young officers will come and unemployment problem could be reduced to
some extent. Only thing is that the UPSC would be required to lower
the merit for IPS candidates.
However there are many who think that it is a wise decision because
it may be difficult to find any other category more motivated and loyal
to the nation. Moreover such motivated officers on whom the government
has invested heavily should not be wasted out.
The GoI's policy, some surfers said, is infact to provide for reemployment
of service officers in as many organisations as possible because they
retire early. They should not be denied this opportunity because they
are bright and only require polishing in the civil aspect.
"This step will prove to be a milestone in the history of police
Administration in the country and improve the image of the police in
the country", ,surfers who favour the government move feel.

to payment of arrears to its employees in the wake of implementing the
recommendations of the Sixth Pay Commission. After a meeting of employees
leaders with government team it was decided that 20 per cent of arrears

M V Tanksale for use of IT
M.V. Tanksale who in June end this year took over as new Chairman and

Eradicating corruption
If the politicians are so interested in eradicating corruption, I have
a suggestion. Let there be no pay and allowances, no government quarters
for the elected representatives. Let there be no foreign trips, inaugurations
and holding any other post part-time or honorary. Let their actions,
notings, dealings, etc. be subject to public scrutiny. Let there be
a committee of ministers (not necessarily from the same party, but senior
and knowledgeable and honest members), the chair person being rotated
for every meeting. Taking out all cream from the job, if they are still
interested, let them contest and win.

This website is read and commented upon by only some selected persons
of letters. The feeling of compartmentalisation of society has harmed
the nation to its lowest ebb. I am not a historian, however, I have
been a student of Ancient and Medieval Indian history. To me, it seems
that this great nation would not have fallen into the hands of Mughals
and the Britons had all the population of India at that time fought
those attackers tooth and nail. Unfortunately only a small percentage
of our population had the right to serve in the army. Only the Kshtriyas
were at war. The SC/ST populace was and is brave enough to fight at
least two enemies at a time.
Even religiously and in the domain of letters the SC/ST/OBCs have done
unparalled work. For example Balmiki, Lord Mahavira, Buddha, Kabir,
Ravidas, Nanak, Ambedkar etc.
Let us think in a broader sense and stop commenting on such divisive
feeling. We all are Indians. Jai Hind.

This is regarding Bobby Kapoor's comment that Dalits and OBCs should
contribute to the development of the country. By implication, he means
that Dalits have no contribution to India's development. This is just
derogatory and shows the kind of casteist mentality of the people like
him. The contribution of this section of the society need not be emphasized.
More so, dalits do not require a certificate from mentally deranged
people like him.

No one is above law
Whether it is Mayawati, Kanimohzi , Raja or any other dalit or OBC leader
they are not above the law, just like any other citizen . Corruption
cannot be condoned on the grounds of caste and community. Nobody would
talk of the jewellery and sandals if these were bought from legitimate
earnings . Incidetally corruption affects the poor , illiterate and
the dalits more than others.

Public schools indulging in income generation
Public schools in Delhi are indulging in an innovative method of income
generation without tax accounting. They collect more than Rs 120 per
child for issuing I.D cards and Almanac without any bill. It is over
and above annual fee bills of 75-90 thousand per child. Intriguingly
they collect fee under a number of sub heads and could have adjusted
this amount in any sub head. Schools like Delhi Public school which
is already well established continue to charge DEVELOPMENT FEE(6000)every
year, though they cancel classes for kids upto 5th standard to accommodate
higher class examinations. They can't even fix four fans in school bus
during summer. Funny development. Is it not corruption ? Media and IT
depts are looking away because they are the beneficiaries of School
admissions.

It can have fruitful results
I fully agree with the views regarding proper utilization especially
the retired Government servants by HS Bhalla. If it is implemented in
letter and spirit, it can have fruitful results provided there is no
politics mismanagement by the civil servants.

Orders of specific type by the Supreme Court
The Appellant sought information regarding all the cases of section
17 B of the Industrial Disputes Act passed by the Supreme Court of India.
The CPIO informed him that it was beyond the scope of his duties to
provide any interpretation of the judgments passed by the Supreme Court.
The Respondents submitted before the CIC that such information was not
maintained in the form in which it was being sought and that the CPIO
would have to undertake research through hundreds of orders. In view
of the availability of the Supreme Court orders in computerized form
since 1998, the CIC directed to make an effort to generate this data
from the computer database. In case no such data can be generated, the
appellant may be informed accordingly.
Comments
In some cases, the CIC has directed the PIO to provide information after
compilation of data, if it does not require too much effort. Computerisation
of data is making the supply of data in specific formats effortless
and user friendly.
