Aaj Ki Aawaz

Agnivesh has surfaced and is crying 'his privacy has been attacked'!!!! But he has no answers for the call he was 'caught on camera' making!! He was talking to Kapil Sibal... though he says he was talking to some Kapil Maharaj.... the Media tracked down a known Kapil Maharaj and this fellow has confirmed on camera that Agnivesh was not talking to him!!! Kapil Sibal's phone records.... which are
now like a State secret... will reveal that Agnivesh was talking to Sibal!! Anna should keep away from Agnivesh..... I had said he's a Trojan Horse and within a couple of weeks he proved me right!!!! I had
got inkling of his double game during Anna's Jantar Mnatar fast!!!

Now Media has stopped using Swami ahead of Agnivesh!!!
Because he has shown he is a Neta in a Swami's bhes (disguise)!!

Mamtha is fibbing when she says that TMC had no inkling of the petrol prices being hiked!! And as expected post the hike she's 'making noises'!! Bengalis are realizing that this is not the Mamtha they
voted for!!!! And now there are rumours of TMC corruption!!!! Coming to the petrol hike..... Government is the biggest user and waster of petrol..... why does someone not do an RTI and find out what is Sarkaar's Fuel Bill???? Why doesn't Sarkaar based on its fuel bill pay the market rate shortfall to Oil Companies?????

In the price rise Mohna and Montek have played a pivotal role!!!!
Warned Sonia if we do not raise prices of fuel we will not have money for your populist 'dole'!!!

Congress has scored a self goal by getting Vaghela to go on a fast!!! He cannot steal Modi's thunder and he's already positioning his fast as one where he is not expecting 'Leaders or Public'!!!! Modi has to realize that in his path to becoming PM Gujarat riot is the biggest stumbling block!!! Congress keeps on harping on corruption in Gujarat but have not come up with a single case that shows Modi is corrupt..... now you will hear Congress saying that Cops in Gujarat are on the take ... trying to show that Modi's getting a cut!! And theanti Modi lobby is BJP is now getting its act together.... Advani is their 'refuge'.... bottom line.... corruption ke maamle mein Advani will play ball Modi will not!!!

Modi has Congress on his case!!
And from within BJP stiff resistance to his becoming PM he will face!!!!

PS..... for what was said to be very serious surgery Sonia's recovered very fast!!! And now Congress Leaders in chorus says 'she's looking as if she did not have a surgery'!!! Swamy says 'Sonia is not back' and all this is just a charade by Rahul and his gang!!! Undisclosed ailment... gang of four behind...... Sonia's return just a drama...... hope now Rahul does not come up with a 'Pink Book' (Red was taken by Mao and Green by Gaddafi... black is ominous.... and then Pink is Rahul's favourite colour)......as democratic route to take over India seems more and more impossible for Rahul I'm sure he and his think tank would be thinking of other routes.... from the family that put
the Nation under Emergency we should expect shocks!!

"Induction of Army officers in IPS would affect later's civilian nature"

The government intends to allow the entry of the Captain and the Major-rank defence officials in the Indian Police Service from 2012 onwards if they qualify limited departmental examination. The step is, ostensibly, being taken to bridge the shortage of IPS officers in the country. But is it a right step ? No. If one was to go by the opinion of the surfers of the whispersinthecorridors.com.

Whispersinthecorridors conducted a debate to elicit the opinion of its visitors that how appropriate is the decision taken by the government. And the majority - about 80 percent of them - said that it was wrong to make such a move.

"To make up for the shortfall of officers in the IPS, the government should do away with the deputation of IPS officers to central police, paramilitary, intelligence and investigative agencies. Besides, the IPS officers should also be freed from VIP duties and the remaining requirement, if any, be met through recruitment", they say.

As of now, the surfers say, the strength of officers in the rank of commandant (Selection grade which ordinarily a State police officers reaches on completion of 5 to 6 years of service after confirmation of IPS) and above is about 400 and almost the same is the strength in BSF. Putting together including smaller CPOs like ITBP, SSB, CISF and others, the strength will be more or less equal to the shortage of officers in IPS.

It would be better to induct them into IPS because the officers of CPOs are well conversant with police role and duties and have rich experience in police related job by virtue of their service conditions. The best and viable solution would be to confirm IPS to CPO Officers of the rank of commandant (selection grade) and above with appropriate seniority which will nullify the shortage of IPS officers and also the CPO?S can be well manned by their own cadre officers thus improving the quality of the command of these forces".

Surfers were also concerned that How Indian army can spare young officers when there is already a great shortage of thousands of young officers in armed forces. It is, they feel, therefore, a very bad move as it will increase the shortage of the cutting edge of the Indian Army, that is the Captains and Majors.

Better than that, surfers said, would be to put all IAS, IPS and CPO officers for five years in the Army (intake upper age being 24 years) and then to shift them to cadre (IAS, IPS and CPOs).

"That will solve the problem of shortage of young officers in the Army as also give rich experience to IAS, IPS and CPO officers. On the other hand, all short service officers must be allowed to compete for All India cadres, and if selected, their seniority should be protected".

Government should rather take officers for IPS from open examination of Civil Services which is conducted every year by UPSC. By doing so, young officers will come and unemployment problem could be reduced to some extent. Only thing is that the UPSC would be required to lower the merit for IPS candidates.

However there are many who think that it is a wise decision because it may be difficult to find any other category more motivated and loyal to the nation. Moreover such motivated officers on whom the government has invested heavily should not be wasted out.

The GoI's policy, some surfers said, is infact to provide for reemployment of service officers in as many organisations as possible because they retire early. They should not be denied this opportunity because they are bright and only require polishing in the civil aspect.

"This step will prove to be a milestone in the history of police Administration in the country and improve the image of the police in the country", ,surfers who favour the government move feel.

Hoary head is a crown of glory

The seniors, especially the pensioners are an asset to the nation. Experienced and groomed in almost all the spheres of work, the seniors can be put on any job irrespective of the remuneration. Govt. can pick such hardworking, healthy and honest pensioners who can look after some work at the grass root level for the benefit of the public. However, first of all they need their safety and welfare first under normal circumstances. Unfortunately the seniors are facing problems at the hands of relatives, neighbours and other anti-social elements. Local police and MLA's offices must spot such vulnerable senior citizens and act preemptively to watch their safety. Every day untoward incidents involving the seniors are reported in the media.
Political parties must choose such seniors to be their candidates in elections at all levels. A balance between the youth and the seniors is a must in a balanced society.

Belittlement: A Way of Life!

B.B. Srivastava while rightfully castigating the imperious remarks of Aiyar, comes across no better by proudly proclaiming and savouring his own feat of tearing an elite group in civil service to shreds! In this respect, perhaps Aiyar will be more than inclined to join hands with him and come up with even more scathing indictment of the elitist cult in bureaucracy! However, this crazy one-upmanship (whether individually or in exclusive group), which has totalitarian streaks and is antithetic to basic tenets of democracy, has been the bane of our collective creativity and excellence in larger national interest. One comes across it ever so often, whether in personal, professional, public, secular or religious life, even as one rejoices gleefully sitting pretty on one's own dung hill. Enough venom has been spewed in the columns of WIC as regards internecine inter-service rivalry (battle?) and there is ample empirical evidence in and around us. Shall we see reason, try to make amends and engage ourselves collectively for constructive goals or opt to get drowned all by our own self in the ever increasing morass of our own making? Yes, our political democracy and administrative culture offer us such choice.

RTI

Orders of specific type by the Supreme Court

The Appellant sought information regarding all the cases of section 17 B of the Industrial Disputes Act passed by the Supreme Court of India. The CPIO informed him that it was beyond the scope of his duties to provide any interpretation of the judgments passed by the Supreme Court. The Respondents submitted before the CIC that such information was not maintained in the form in which it was being sought and that the CPIO would have to undertake research through hundreds of orders. In view of the availability of the Supreme Court orders in computerized form since 1998, the CIC directed to make an effort to generate this data from the computer database. In case no such data can be generated, the appellant may be informed accordingly.

Comments
In some cases, the CIC has directed the PIO to provide information after compilation of data, if it does not require too much effort. Computerisation of data is making the supply of data in specific formats effortless and user friendly.
