Yes I too feel Sushma is working to achieve the objective of every politician worth his or her salt and that is to become the PM!!!! Recognizing AP's crucial role she's chumming up with Jagan....her forceful speech in favour of Jan Lokpal.....she already has her foster sons in Karnataka working for her......she has worked out a 'no personal attack' pact with Gandhis.....she's very pally in a nephew and Aunt kind of way with Dhumal Junior.......and now she's working on making inroads in Delhi!!!!! Sushma would make a good PM..... only she should pledge that she will not dance when she hears patriotic music!!!!

Rahul will take over as Congress Party's Chief.... it's in the works!!!! First step to his taking over!! By the looks of it Sonia's realized on account of her illness she's going to have her good and bad days and sometimes good and bad weeks or months and she know politics requires 24X7 dedication!!! In the past Rahul has had the luxury of disappearing and appearing on the political scene...this phase of his life is coming to an end!!! Rahul taking over will also mean a rejig in the inner circle.... he's not too fond of the 10 Janpath functionaries!!! UP elections will be a 'game changer' for him........ if Congress forms the Government Rahul's hold on the Party will tighten.... if not Rahul's authority will be tested!!!! It is for this reason Congress is looking for a face saver for Rahul.... after votes are cast Congress Spokesmen will say that even a improvement in Congress's dismal fourth position will be a victory for Rahul!!!

For UP elections Congress will try 'heads Rahul wins and tails he wins too!!!!

But I still feel if Congress does not win UP anti Rahul slogans will appear on walls in Congress HQ's loo!!

Pawar is against the Lokpal Bill and he's against Maken's Sports Bill.......the Bills go against Pawar's 'grain'......Pawar threatened Mohna that on this Sports Bill he'd go to Sonia.... buss he had to say this and Mohna and PC played safe and it was decided to announce 'this Bill needs some reworking'!! And all those involved in milking sports for personal gains have come out strongly against Maken's Bill...... even a lightweight like Anurag Thakur, better known as Dhumal Junior, has questioned the Bill!!!! Rajiv Shukla who is also called Rajiv Chutkala (joke) because of the ludicrous statements he makes to defend indefensible issues has also spoken against Maken's Bill..... as per him as BCCI is not funded by Government is above 'law'!!!!! Pawar and gang's stranglehold on BCCI must come to an end..... though Maken's Bill does not do this..... it just makes BCCI answerable...something that is abs alien to those in BCCI!! And what can I say about BJP's Malhothra..... after becoming inconsequential in Politics his Presidentship of the Archery Association is his way of remaining in power!!!!!

The Sports Bus time and again the second most populous Country has been 'forced to miss'!!

Anna's been discharged from hospital!!!! The hospital conducted extensive tests and on prodding of Congress even tried to find out if Anna was taking electrolytes during his fast.....courtesy Sibal!!!! Anna's body can withstand such fasts as could be seen from his fast at Jantar Mantar and from his energy levels on the last day of his Ramlila Grounds fast.... during his previous fast he just went his way and was not made to check into a hospital!!!! Knowing the reputation of these 'hi funda hospitals' Anna should be thankful they did not do a angiography and a bypass on him!! In fact a day after his discharge Anna's indisposed.... whereas post his fast at Jantar Mantar he was up and about on the very day he ended his fast!!!!!

Ramdev needs to take training from Anna in fasting!!!!!!

But to do this Anna will say first Ramdev's 'niyat and fitrat' requirem recasting!!!

PS........ Kejriwal is pleading that Kiran should not be sent to jail...... those in the know say he and Kiran do not like each other so why is he pleading that Kiran not be sent to jail..... he's worried if she goes to jail she'll overtake him in Anna's inner circle!!!! Rejig in the Standing Committee and a similar exercise should be done in Anna's inner circle....but getting selfless people is a near impossibility!! Seems Tharoor got up from a Kumbkaran kind of slumber and on waking up he saw news about Anna on the TV and Tharoor tweeted ' Anna does not represent the people'..... wake up man and smell the coffee!!

The Ministry of Home Affairs (MHA) in the Government of India is processing file relating to appointment of IG in Goa. The decision has been pending for one month.

Gujarat Emerging as an Automobile Manufacturing Hub
Global automobile major Peugeot Citroen Automobiles (PCA) signed an agreement with the Government of Gujarat (GoG) to set up an Automobile manufacturing plant near Sanand at a cost of Rs.4,000/- Crore in presence of Gujarat Chief Minister Narendra Modi in Gandhinagar on September 1,2011. Minister of State for Industries Saurabh Patel also graced the occasion.Welcoming Peugeot's entry in the development of the state, Gujarat Chief Minister expressed the confidence that Gujarat is moving towards becoming a global automobile manufacturing hub. There are very few locations in the world which have major and renowned infrastructure for global trade. This showed that Gujarat had emerged in various sectors apart from a leading investment destination, he added. Narendra Modi also said that Sanand is also emerging as a major hub for manufacturing and export of automobile parts. GoG/GIDC & PCA will set up an international level Automotive Skill Development Institute in PPP mode. The fully integrated manufacturing unit, the first one in India, will be set up on a 584-acre plot. It will encompass a cutting edge vehicle manufacturing facility integrating stamping,body paint and assembly operations with an initial capacity of 165 000 vehicles per year.Additionally, an engine and gearbox plant using the latest and most advanced technologies, which the Peugeot Group is reputed for, will help constitute a full-fledged modern industrial automotive facility.GIDC has reserved another 25-acre land for ancillary industry. PCA envisages exporting 25 per cent of the production, paving the way for Gujarat emerging as an automobile export hub. This plant will provide direct employment to 5,000 persons and indirect employment to 25,000 people. The construction near Sanand is scheduled to begin this year end and commissioned by end of 2013. The Agreements were signed by Gujarat's Principal Secretary for Industry Maheshwar Sahu and Vice President of Emerging Market Programs & India of Peugeot Citroen Automobiles Frédéric Fabre.

Will GDP improve in second half of the year?
Industry sources are optimistic that the worse is behind them, though concrete and affirmative policy action from the government is yet to translate into reality. The big surprise is the drop in consumption growth but it also signals success of monetary tightening say experts. Certain basic issues have to be clarified before venturing to settle the issue of army officer's entry in the IPS. First, the vacancies. How is it that such large number of vacancies were allowed to be accumulated for such along time. MHA is the cadre controlling authority of the IPS cadre. There is a periodical cadre review of each state, where the cadre strength of the respective state is increased (or reduced) depending requirement of new posts, vacancies due to retirement till next review etc. Since this was not done properly, either the state Home departments or the MHA or both have to answer.

Secondly, how is it that IPS cadre is suddenly facing the shortage. What about IAS and IFS, which are also All India Services, having similar cadre review system periodically. Has there been a bias against this service. Coming to the entry of army officers, I think it is a very retrograde idea in as much as these officers would have put in about five years' service when they enter, they will have to be retrained - at least in criminal law, and police affairs which itself may be upto one year, their inter-se seniority will be a contentious issue, and last but not the least, will the defence services be able or willing to spare so many trained officers when they themselves are falling short of thousands in their own cadres. These are some of the issues that the Government need consider before formal orders are issued.

A wise decision

I feel this is one of the wise decisions taken by the government. It may be difficult to find any other category more motivated and loyal to the nation. Moreover such motivated officers on whom the government has invested heavily should not be wasted out. Though certain section in police or others may make a cause against it, I can assure you that the art of Policing will be acquired and implemented much efficiently by these officers than anyone. In any case, they will be better than what we have today. This may be the cause of worry for some. Hats off to Government for this decision.

This refers to the post of Vibhu Vashishtha about the proposition to induct Army Officers into IPS. His information about Ashok Kamte is not correct. He was not an ex-Army officer but a regular recruit of IPS (1989 Batch), selected through the annual Civil Services Examination conducted by UPSC.

Sports Bill should become a reality

In case Cricket is completely wiped out from this country, the gainers will be hundreds of other universally played games as also the precious time of people consumed by the wasteful test match days and ODIs. The only loser would be the BCCI and now IPL including few Crorepati cricket stars. Thanks to sponsorship money. Let's hope present Sports Bill of Government becomes a reality very soon. There is an urgent need that the attraction for other universally played games are systematically nurtured from the grass root level by giving all kind of incentives to schools right from the primary school level and NYks should also be also associated for this cause. It is very unlikely that other than Government any other agency will come forward to uplift the games other than cricket.

It's unbelievable

The view that an FA in a ministry has only two hours work is unbelievable. Further it is too much to say that the PM is putting his men as FAs to control ministries. When the FA himself is given additional charge as a DG and when the DG puts up his own foreign tour proposal or there is a financial irregularity by the DG, do you expect a fair and independent decision by the FA when the same person is acting as both FA as also DG? The very concept of an FA who reports independently to the finance ministry secretary also, is meant for this independent functioning and some of the present officers are seeking to undermine this cardinal principle and serve their own vested interests by going after more and more posts as additional charges.

Yadav emerging as leader of the third front

I fully agree with this. It was very clear from the debate on Lok Pal bill. Sharad Yadav made it very clear in his speech in Parliament and when he spoke about Kiran Bedi and Om Puri's attitude against the entire Parliament. Sharad Yadav's speech on Lok Pal bill became the point of attraction. He too supported the bill but he also made it clear that Lok Pal is not above parliament. When he was speaking and his schedule time was getting over, the entire parliament including Congress supported him and requested Speaker that he should be allowed to continue his speech beyond the allocated time. What does this mean ? A pin drop silence, whenever Sharad Yadav speaks on any important issue. I think undoubtedly Yadav is emerging as leader of the third front supported by BJP. He is the most experienced politician who was first elected to parliament in 1974. In a scenario of third front forming the government, Sharad Yadav will be the only choice for the post of PM because of the respect and proximity he has with all the regional parties. He is also the convener of NDA.

The RRs were framed to benefit a particular group of oficers!! With new Lok pal bill in making, is it right for PPL from CBEC to be CBEC OMBUDSMAN? Where will be the neutrality ?

Many bureaucrats don't take quick decisions

Many officers in the bureaucracy are afraid and are not ready to take quick & correct decisions. As long as your conscious is clear no body on earth can challenge a power given to you. In fact you may not know, the people who procrastinate things in government work in garb, may be corrupt.

The Department of Expenditure vide a letter No.317/2008-RTI dated 5th February, 2008 had informed that regarding procurement of goods and services are contained in under Chapter-6 of the GFRs, 2005. It is for the concerned Ministries/Departments to follow the provisions of General Financial Rules, 2005 and Delegation of Financial Power Rules, 1978 while making such procurement's. The Sl.No.(vii) of the Appendix-2(work of Internal Financial Adviser) to the DFPR states as under:-

"to advise Administrative Ministries on all matters falling within the field of delegated powers. This includes all powers other than those devolving on a Ministry in its capacity as Head of Office"

From the above it is quite clear that only those files will be sent to IFA for concurrence which is beyond the powers of the Department. In view of above why send all the files to the IFA against the spirit of GFR-2005 and get the matter delayed.

RTI

DPS is a Public Authority

Information related to admission made by the Delhi Public School (DPS), Rohini under the policy framework specified by the Department of Education (DoE) for the academic year 2010-2011 was denied claiming that since it is an Unaided Private Institution, the RTI Act is not applicable to the school. The CIC noted that 10,000 sq. mtrs. of land was allotted to the School by the DDA at a nominal rent of Rs. 10/- per annum while another 6000 sq. mtrs. have been allotted at concessional rate of Rs. 65 lacs per acre. The CIC observed that the terms and conditions of service of employees of DPS are as per the norms of DoE and the School enjoyed exemption from Income Tax on its earnings. The presence of two nominees from the DoE in the Managing Committee indicated the Government control in the running and administration of the DPS. The CIC held that the DPS, Rohini fulfills the essential elements of being called a 'Public Authority'.

Getting a child admitted in a good school has been very difficult for the residents of Delhi. Hopefully, this order would usher in transparency in the working of the educational institutes in the country who shall now be bound to designate PIOs.
