PC as FM did not protect the Nation's financial interests in the
2 G case!!! It is clear had he insisted on auction Raja would have had
to fall in line!!! I've said this in the past this humongous scam could
not have taken place without the involvement of the then FM!!!! Why
did Pranab have this note written to PM....Pranab knew that then FM's
involvement in 2 G could not have been kept a State Secret forever and
then when it would have come out he would have been blamed for doing
a cover up???? There also could be a political angle!!! PC got his Media
pals to immediately give this revelation a political hue.... when he
saw this was not working by night he got them to put out the story that
there was no 'mala fide intent'!! Though Government controlled TRAI
says there was no loss , the loss by various studies ranges from 50,000
crores to 1.76 lakh crores..... so chori figure is there and then another
indicator of the loss is the reselling of the licenses..... however
I do agree to find out how the money was paid and were it was paid is
difficult.....needs ' non CBI kind of investigation'... outsource this
investigation to Scotland Yard and both how and where the payment was
made and where it went will be known!!
Swamy could become a 'giant slayer'!!!!
For long he has been a 'PC flayer'!!
I hear when Sonia returned she was livid that some Congress Ministers
' had developed wings'....... and not because they drank Big Bull....
Big Bull they drink but for other reasons!!!! It is indeed like a 'war'
for Sonia!!! Servility to High Command is the hallmark of Congressmen!
I do not like saying this but if Sonia is terminally ill then I'd say
the battle for succession has begun!!! Rahul's stock keeps falling.....
he's even got the title from the US as Mr. Faux Pas!!! I too feel without
Mom he's a pushover.... he has been overrated and over estimated!! Like
the World Economy Congress to is entering 'the unknown phase'!! Could
this be the beginning of the end of the Gandhi hold on Congress???
Will Congress go through Perestroika????
And very worrisome phase for Congress's troika (Sonia, Rahul and
Priyanaka)!!
Advani met RSS and got the marching orders.... for his PM ambitions!!
He came out and made a statement but did not clearly spell out that
his PM dream is over!! 'I'm retired ... I'm back' Advani is still keeping
his PM dream 'on oxygen'!!! Like in Congress in BJP too turf wars have
started!!!! Though as of today Modi has emerged as BJP's PM candidate!!
Sushma.... she's got the Reddy blot and then she built her bridges with
Sonia ......something the RSS has taken note of!! Jailtey is a bit too
pally with PC.... in RSS PC is deciphered as Poora Chor and then Jaitley
is not a Leader persay!!! Now a lot depends on UP!!!!
Advani ka PM waala sapna toot gaya... not chakna choor!!!!!
And then Advani whispers to his pals 'election abhi hai durr'!!!
Should Anna be going to Pakistan..... no!! First there is too much
on his plate here..... and why the hell should he be concerned with
corruption in a Country that I feel majority of Indians will say is
India's enemy!!! And I do not think Anna needs 'TRP'!!! I think he'd
be blundering by going to Pakistan!!! And Trojan Horse Agnivesh is trying
to wiggle back into Anna's inner circle..... Anna should keep him totally
out of the movement!!!!
Not to go to Pakistan find a 'polite bahaana'!!!
Pakistan bilkul nahi jaana!!
PS...they say CBI has that much autonomy from Home Minister as Mohna
has from Sonia!! Now it is clear who was behind the 'Wrigleygate' .....who
wanted to spy on FM and why???? Salman Kursheed is emerging as Congress's
'Chief Lair'..... from Diet Sibal he is emerging as Sibal!!! Since morning
of 22.09 PC have been on Vibrator Mode!! Singhvi said that Congress
trusts PC.... but today the Nation no longer trusts Congress!!

Suspension of seniormost IAS in Uttar Pradesh-why ?
The reign of fear and terror unleashes in UP against anybody who does
not toe line is obvious from the suspension of Smt Promilla Shankar
IAS/1976, posted as Commissioner NCR Planning Board, UP. She is seniormost
IAS of UP today. The suspension is apparently for going abroad, to Colombo
without waiting for approval. Experts believe that this is too weak
and flimsy an excuse for such a drastic step as suspension, and seems
vindictive action for other reasons. The real reason for the action
is believed to be her objecting to state's massive urbanisation plan
by the Yamuna Expressway Authority on rich agricultural land outside
the controlled development areas, against the NCR Regional Plan 2021.
Smt Shankar has been constantly harassed by present govt ever since
it came to power.

Modi should have applied Tilak to Maulana
Apropos to Modi's refusal to wear a fez cap and the derisive comments
from the Congress supported paid media, many may not be aware that the
'secular' partner of Congress in the centre as well as in Kerala, Muslim
League refuses to light lamp in any function. What Modi should have
done was to offer tilak to the Maulana and the 'secular' cat would have
been out then.

Opposed to setting up of nuclear plants
Now that Ms Jayalalita and Mamta Bannerji are opposed to setting up

Give details of all officers retiring from all Central Services
Why not the details of all Officers Retiring from all Central Services
are given on Whispers because it is a very useful informative website
about the bureaucracy therefore you are requested to update the retirement
details of all Central Services Officees not only IAS, IPS
Madanpal Singh
Remarks on "Whispers" uncalled for
Let K C Sivaraman and P C Verma, authors of uncharitable remarks against
WIC , understand that such negativities and thoughts could wreck havoc
on their physical and mental health. One wonders, how could retired
civil servants be so uncouth and uncivil while exercising their Right
to Freedom of Speech? Is this a case of old age ennui?.
A K Saxena (A retired civil servant)
RTI
Copy of agreement
The appellant sought detailed information about the installation of
a cellular tower in the building of which he is a resident. The CPIO
informed that the consent of the Secretary and Treasurer of the Association
was taken before installation of the cellular tower in question but
refused to provide information about (i) the rent being paid to the
apartment owner on whose apartment the cellular tower has been set up
and (ii) copy of the agreement between BSNL and the said apartment owner.
The CIC rejected the arguement that the disclosure of this information
would adversely affect the competitive position of BSNL. The CIC observed
that the appellant has stakes in the building and its environment and
the electro magnetic radiations emitted by the tower may affect him
and directed to disclose the information.
Comments
This case opens up the numerous possibilities of the use of the RTI
Act in the environmental protection. The PSUs are left in a position
of disadvantage vis-à-vis their private sector counterparts.
