IMAGINARY INTERVIEW WITH THE PM

I'm seated in the cattle class area of AI One.... I accompanied Mohna to US as a part of the Journo Troops accompanying him and we are now on our way back!! I try to go to sleep but am not able to..... really envy all those around me in deep slumber..... snores of various types emanate from this zone in the Aircraft! Suddenly someone passes my seat.... I can swear its Mohna.... impossible.....why should he.......I think to myself unknown to us did Mohna take his duplicate (you get to see him off and on) with him on the trip????? Again he passes me and I can swear its Mohna ....he passes me and I hear him repeating 'All is well'!!!!! He returns again and I follow him and he reaches the rear end of the plane and plonks himself in an empty seat.

Me: Sir..... something wrong?????

Mohna: (startled) You scared me!!!

Me: Sir why are you pacing the aircraft repeating 'all is well'????
Mohna: Can't get sleep......so I'm trying to wear myself down!!

Me: But why are you repeating 'all is well'....... are you that scared of flying???
Mohna: No... no..... nowadays this is worry erasing a mantra for me... Swami Agnivesh Maharaj had given this worry erasing Mantra to Kapil Sibal and he passed it on to me when he saw me worried!!

Me: Sir if you don't mind can I interview you????? For me it would be something very great and for you it could be 'time pass'!!
Mohna: (contemplates and talks to himself).... not getting sleep.... Gursharan's snoring .......worried..... need something to take my mind off as 'all is well' is not working....(addressing me)... okay .... but first let us get some coffee!!! (I offer to get the coffee and literally run to the galley looking back all the time worried Mohna might slink away..... sorry his reputation now is pretty bad)!!

Me: (handing him the coffee)…..Okay Sir.... what is your reaction to the 2 G note .... the one they say you ordered for and it literally says that PC did not do enough as FM, who is supposed to be the protector of the Exchequer !!

Mohna: Hai o Rabba...... I've not seen this note.... maybe someone from the PMO asked MOF to send this note....see if you write a letter to me , it'll be seen by my staff and answered if required!! This is how the system works.... now tomorrow I cannot be personally blamed if the answer to your letter causes you any harm!!

Me: Media says you are saving your own skin because after PC BJP's going to gun for you.......but now that you know what's in the note what is your response?????
Mohna: I've not seen the note and I cannot respond on hearsay.... when I met Pranab in NY I asked him for a copy of the letter and he promised to send it to me when he returns to India.... maybe by now the letter would be reaching PMO!! And on BJP gunning for me...... I'll cross that bridge when it comes!!!!

Me: More like burning the bridge when it comes .....BJP says that PC's place is in Tihar with Raja!!!!

Mohna: It is the job of Opposition to oppose and depose!!!

Me: And Government's job is to trash the Opposition to save its skin....because Diggy says by this yardstick quite a few BJP Leaders should be in jail!! The Public perception is if this is true then so be it..... file cases against BJP Leaders and if they are found guilty jail them... but their misdoings do not wash away the misdoings of PC!!! The Note clearly shows that PC is also responsible for the loss.....and the general perception is our Netas do not believe in giving free lunches.... and then very tactfully PC wrote that 'closed chapter letter'... like saying overlook what has taken place this time.... next time we'll be careful!!

Mohna: Well the matter is sub judice!!

Me: Seems this is now Congress's standard 'slip way'..... by the way why did you pen the note that says 'informally all in PMO be told to keep an arm's length from 2 G'?????
Mohna: See I run a coalition Government and so I did not want PMO to be seen as infringing on coalition dharma!!!

Me: So that means ..........Ministries were distributed with the premise .... you do what you want in your Ministry and we will not ask questions and vice versa.... so that means if PC's made moolah in 2 G it is PC's ingenuity !!!! By the way Karuna is pressing that Kani gets bail!!!

Mohna: I have confidence in our Judiciary ..... justice will be given!!

Me: You've echoed Maya and Laloo's sentiments!! Okay let's move to another issue.... how did Planning Commission work out ludicrous figures Of Rs. 32 and Rs. 25 for defining BPL???

Mohna: We have a set system for this..... Officials from Planning Commission got to Artiyas, PD Centres, Retailers and collect data on the subject!!!

Me: But shouldn't they meet people to collect data????

Mohna: How foolish..... how can they collect data from people who are the beneficiaries!!! Data will be subjective... we are looking for objective data!!! Anyway I'll talk to Montek when I get back on this subject!!

Me: That'll take time because he's always out of India..... you know he spends more time overseas than in India!!! Does his job require him to travel overseas so much????
Mohna: Well he travels overseas.... as you will note his trips are to USA , Canada, UK or you can say to the Civilised World....... he goes there to get inspiration so as to improve the living standards of Indians back home.... what a well meaning fellow!!

Me: What a joke...... but then now we Indians are used to such replies from Indian polity!!

Mohna: You have to take my word as Gospel.... ask anyone I'm honesty personified!!!

Me: Sir you are living in a foo.... sorry....... you are wrong....... when you said ' PC enjoys my trust'....... the general Public response is ' but PM no longer enjoys our trust'!!

Mohna: Wrong.... Madam says I'm the most honest and trustworthy person she's ever come across!!!

Me: Do you know nowadays Indians have changed the poem ' Machchli jall ki Rani hai' to 'Sonia choro ki Rani hai' (meaning she heads a pack of thieves)!!!
Mohna: Hai o Rabba..... I should have gone deaf before I heard this....... enough..... get up (he's in the window seat and I'm in the aisle seat) ..... let me go!!!! Sonia Ji humaari Rani hai.... Rahul Baba humaara Yuvraj hai....... Priyanaka Ji humaari Yuvrani hai!!

Me: You forgot Robert!!!
Mohna: Oye..... tehri aisi kumm taisi.... I will deny I gave you this interview.... and wait when you reach back the Customs will be there to greet you!!

Me: Sir that I'll leave to Public's perception...... and on Customs greeting me..... seems now you guys only have this avenue open to try to browbeat those opposing you!!

Mohna walks away in a huff!!! And again starts pacing the plane...... I strain my ears to hear what he is repeating.... sometimes I feel he's saying 'all is well' and sometimes it feels he's saying 'alls in the well'!!!

Pakistan : Keyani calls emergency meeting of top commanders
Pakistan's army chief Keyani chaired an emergency meeting of his top commanders called at short notice just hours before he was to leave for the UK on an official engagement to 'review the security situation in the country'. A statement issued by ISPR after the meeting gave no details of the discussions. Analysts in Pakistan seemed divided as to the real purpose of the extra ordinary meeting. While some relate it to the US allegations that the ISI had supported the militant outfit (Haqqanis) in the recent attack on the US embassy in Kabul others see the reference to Pak - US spat only as red herring and suggest that the real purpose of the meeting is to review the country's internal political situation which could be a precursor to military takeover once again.

20.46% from Rs.116.50 (previous year) to Rs.140.34 Crore against a Total Income of Rs.3231.45 Crore. The Corporation during the year, earned a
gross margin of Rs.217.16 Crore while its Net Worth rose up to Rs.654.14 Crore from the previous year's Rs.546.53. Fifth time in a row, the Company
also declared a dividend of Rs.28.07 Crore @ 20% on profit after tax which shall be paid to the Government of India for the year 2010-11. Speaking
to the shareholders on the occasion, Shri Das, dwelt at length on the Company's performance and stated that the Corporation intended to focus
on quality and timely project execution in segments of PMC services, Civil infrastructure for Power Sector and Real Estate development & construction

They should not only feel accountable, but rather fearful. The corrupt clerk, cop, electricity bill in-charge, customs official...etc...should be fearful and afraid of even asking for a bribe. Only then will corruption reduce. Hunger strikes will not have the requisite effect as fear would.

Long live this government for some elite persons

It has no relevance as in 80 percent of cases bureaucrats/scientist are appointed as advisors or consultants or they manipulate to get appointed in the academic institutions - even for administrative positions with the age limit of 65 years or so. There are cases where the persons are working even at the age of 68 years in the central government. If they are, so called, indispensable professionals then why not make them damads of the government till they leave this world. India is great nation with more than 60 percent people below the real poverty line. Long live this government for some elite persons.

Better late than never!

But what is the use when half of the 1977 batch still waits. It is ironical that Government is first very liberal, empanelling people who have never been in GoI or those who had poor record and got empanelled as Additional Secretary only during Review and then not able to find positions to post all of them. The 1977 batch is a very frustrated lot and I know it because I work with one of them. Some people in both 1977 & 1978 batch will retire before they can become Secretary, even though empanelled!

It is true that some department like UPSC and Power Ministry do not cooperate in implementing the RTP and are keeping officers from 1980 onwards in the same office. In UPSC many are sitting at the same place for more than two decades. In power cadre one assistant who is in MNRE has support of certain ministers and does not likes to move to any other department. They are the people who do no work and spoil the Anna movement. These corrupt officers be moved out immediately and without any further delays.

DoPT is unnecessarily blaming other departments for non implementation of RTP. Why are they asking for the list of 16 yrs when orders are for 5 years. As a cadre controlling authority, why they don't have the information. CS division has in fact become totally ineffective and incompetent cadre controlling authority.

Dangers of administrative pollution

Each day brings some new revelation about the 2-G scam, impacting otherwise good reputations. People of extraordinary intelligence, knowledge and integrity come under some cloud on each occasion. How does it happen? So many people can't be dishonest at the same time, particularly when they belong to rival political camps. The 2 G is a perfect case study for students of public administration and management of public affairs. It happens due to the overwhelming influence of the parallel government over the "government as by law established". There are no records of decisions or processes of decision making in the parallel government. So the official file contains one thing but the decision is just another, and the surprising element is that there is no inkling of how and why such a decision was taken. It is violation of rules that lay down that each order shall be recorded in writing on the file. Oral orders have to be followed by written orders by the secretary or the minister or the prime minister, as the case may be. In the parallel government each authority avoids recording the orders in writing and putting his/her signatures on the file. So we have unacceptable situations like "non paper"; routine note; keep the PM at arms length; I have not seen it or seen by the minister/prime minister kind of fishy noting. The officer attending the inter-ministerial meeting is chosen with care and sounded not to "speak" but just "hear" them and simply brief the secy/min/PM. No need to even record the gist of the discussions--the minutes will take care of them, which will be sent to the officer dealing with the subject. How else is a minister under any obligation to "consult" his colleagues when he is equal to them and not their subordinate? Why should he avoid adhering to the rules and make an inter-ministerial reference for consulting concerned ministries? Why should he just inform the PM and why should the PM(O) simply "vet"? Is the PM supposed to simply vet notes from his colleagues or discharge his official duty as laid down in the Transaction of Business Rules? Admittedly, such simple facts are known even to all these authorities. Obviously it is the "parallel government" that is directing decision making. This parallel government is both visible and invisible (depending on the beneficiaries and enemies) as it is both sagun as well as nirgun, sthool as also shukshma and can only be felt but not proved like a ghost( Hamlet saw one).However, there is no need to jump to conclusion. Like the apparition which supposedly exists between the "here" & "there", this parallel government too lives similarly. It designs, plans, implements, executes, monitors, reports, evaluates and decides on behalf and in the name of(this can be anybody according to the needs and the occasion).It is this parallel government that ruins reputations otherwise perfectly venerable and sends to jail only the loyal party workers and their loyal bureaucrats, who have no qualms in crossing the Laxaman Rekha or Maryada in serving such illegitimate interests to get suitably rewarded in return. It is no wonder that today's bureaucrats get derisive looks even from the lowliest employees because their character is known to everyone in the ministry/department/office/organization. There used to be times when they earned respect from their subordinates, now only contempt even though they may display all marks of religiosity! They were not recruited or trained to spend time in jails, but that is becoming common each passing day! A good subject to pursue research in Pub Ad.

In all government departments, even if a subordinate commits a mistake, the immediate higher level officials get punished under the pretext of "collective responsibility", but how is that in 2G only Raja gets the boot.

Committee should go step by step

They should enforce the Planning Commission to make allocations in 12th Plan. Please ensure that the public sector undertakings and already starved railway kitty are not put pressure. Further, there should also not be a game of giving order to party which will give kick backs for the kitty of any party. The job in Railways is somewhat technical. Different cadre look after different type of work for which they are trained. Till date IAS has not encroached into Railways because of this. Some old retired officer of the Railways (IRTS), who is well aware of the nuances, should also be made a member of the Committee.

Impossible, Yashwant Sinhaji !

Yashwant Sinha said the other day that Chidambaram should be sharing the same cell as A Raja in Tihar jail. Now this is impossible as Chidambaram is nearly 7 feet tall and Raja is only 5 feet tall. The two cots will not fit into the same cell and there will be hardly any room for the two ministers to move about , leave alone have elbow room. Besides Tihar jail is meant for scapegoats alone like Amar Singh etc etc and so mutton curry made from goats meat is the most sought after item in the daily menu of Tihar jail. If both Chidambaram and Raja share the same cell they will have to have 2 plates of mutton curry at every meal in the same cell and this may create administrative problems apart from being against the principles of natural justice as only one plate of mutton curry is served per cell in Tihar jail.

What about the common man's security ?

Given the large scale of politicians, present and former, a large percentage of police, commandos, etc. are posted as guard for them. What about the common persons? Forget civilians, why don't you all get information as to the guards provided as security post retirement for top police, paramilitary officers; say number of guards posted to provide security to say ex-Director General of Police (post retirement) and/or equivalent for paramilitary, intelligence officers ; most being Indian Police Service officials (retd.)?

It would make for interesting report, more so, when compared to politicians serving jail terms whether in power or not!!!

Copy of agreement

The appellant sought detailed information about the installation of a cellular tower in the building of which he is a resident. The CPIO informed that the consent of the Secretary and Treasurer of the Association was taken before installation of the cellular tower in question but refused to provide information about (i) the rent being paid to the apartment owner on whose apartment the cellular tower has been set up and (ii) copy of the agreement between BSNL and the said apartment owner. The CIC rejected the arguement that the disclosure of this information would adversely affect the competitive position of BSNL. The CIC observed that the appellant has stakes in the building and its environment and the electro magnetic radiations emitted by the tower may affect him and directed to disclose the information.

This case opens up the numerous possibilities of the use of the RTI Act in the environmental protection. The PSUs are left in a position of disadvantage vis-à-vis their private sector counterparts.
