Aaj Ki Aawaz

In case you want to laugh just go through the asset declarations of Mohna's Cabinet Mantris!!! Pawar's assets are just 12 crores.... and knowledgeable sources say that he's the second richest Indian Neta .... they say the first two richest Indian Netas can wipe out India's deficit!!!! Chiddy says his assets are just 12 crores..... what a joke.....those in the know say this is just his 'pocket money'!!! The entire exercise is just a sham!! And Mohna has accepted their declarations.... what else can Sardar Majboor Singh do????? He could have at least sent the declarations back with noting.... please recheck there seems to be an numerical errors...shown some guts diplomatically!

Pawar's daughter had declared she has no car!!

In the recent imported car scam her name appears as purchaser of 3 top end models...lies do not go far!!

Sarkaar is now cornering Anna's inner circle!!! Kiran Bedi, Kejriwal and the Bhushan father and son duo are on the receiving end!! The message going out is 'there is a price to pay for fighting Sarkaar'!! And what's tragic is at the same time 'breather' are in the works for the 2 G lot accused!!!! Very soon the 2 G lot behind bars will be released on bail..... and Congress would have fulfilled its promise to Karuna!! You have Tharoor saying that Anna should first get elected before taking on the Government.... why does he not tell this to Mohna who has the ignominy of being an unelected PM to go and get elected !! And then Tharoor goes on to say that Father of the Nation had left matters to the elected Leaders..... well had the Mahatma seen the rot that prevails today he would have done what Anna's done!!! And then you have Montek questioning Anna's movement...... by the way Montek has still not responded on the news of his overseas gallivanting at our expense!!!

Those who looted the Nation get breathers and the corruption fighters get 'privileged' (privilege notices)!!!

After all the looters are privileged!!

Wikileaks have started trickling out...however if you are waiting for Wikileaks on Swiss Accounts you will be disappointed!! One Wikileak says that Naraynan the then NSA had said India was not serious about extraditing Headley and that he did not see eye to eye with Mohna..... if I'm not mistaken Aawaz was one of the first to demand Naraynan's exit!! Wilkileaks about Rahul Baba advising the US Israel and Afghanistan were revealed...... now we've got the answer to why Rahul has been silent on domestic issues .... he was busy trying advise US on its woes and also trying to export NREGA...... and maybe in future a Wikileak will reveal why Rahul did not attend Parliament the next day after making his 'game changer' sermon during zero hour..... as per sources he was very much in India and left for US a day after Anna broke his fast...... seems after his game changer sermon did not even get a thumbs up from Congress MPs he went into a sulk!! Once again it is amply clear that during UPA's rule US has been running the show and our Netas have been keeping US informed on issue big and small!!

Uncle Sam is the Big Boss,

UPA's sent our Independence for a toss!!

In UP Maya's still going strong........ this is the info coming out of UP!!! Yes, BJP's stock has risen!!!! SP and Congress are neck and neck and what is working for Maya is her 'autocratic administration'.... when she wants something to be one it is done.... even it means changing the route of a river!!! She has a tacit understanding with Sonia!!! I feel in the upcoming UP elections as Rahul's reputation will be at stake Maya could work tacitly with Congress..... like I said Congress improving its standing from fourth to a podium finish third would be touted as a win for Rahul for turning around Congress's fortunes in UP!!! To woo the majority minority Congress will do its utmost to give Modi pain!!

Maya and Sonia ki hai jodhi ajeeb!!!

Maya's DA problems and Rahul's future bring Maya and Sonia kareeb!!

PS..... Laloo hates Anna....... so much so that they say he goes into a fit when Anna's name is taken!!! Many wonder with Laloo now a spent force and with no political future why is he so anti Anna..... Laloo's not going to get another chance to 'rake it in'!!!! But then like there are no permanent friends or enemies in politics so is 'no permanent oblivion'!

Now it will be between Civil Society and Uncivil Society ?
November 29 will mark the beginning of new kind of war in the country and it will be between Civil Society and Uncivil Society. Ramlila Ground of Delhi will witness more people collected during the fast of Anna Hazare. A committee of two dozen people consisting of SC, ST and Backward class has already been set up to mobilize people from all parts of the country to participate in Ramlila Ground rally. The Committee feels that when the Government can succumb to the pressure of Anna Hazare supporters, why not more people of this Uncivil Society can pressurize the Government to fulfill its demand. Interestingly, this "Uncivil Society" is non-political body consisting of different Unions. There are only two politicians in the organizing committee and one is former Madhya Pradesh Home Minister and former Member of the National SC Commission Mahendra Bodh.

LOKPAL BILL AND BUREAUCRACY
The debate on Lokpal Bill and the subsequent anger and protests across the country led by veteran Gandhian Anna Hazare has instilled a fear of accountability among the bureaucracy. CBEC doesn't requires ombudsman

CBEC does not require ombudsman till GST is implemented. Moreover how could Chairman and Members of CBEC become Ombudsman- a post lower in rank than the present assignment.

Rahul

Baseless argument

Some comments whether it is premature to appoint Ombudsman in CBEC because Lokpal is coming. This argument is not based on facts, as CBEC Ombudsman is a grievance redressal mechanism on indirect tax administration. It will be a good idea to place all Ombudsmans and Regulators in government of India and all state governments under the proposed Lokpal.

Rules under CCS Leave Rules

Apropos Government's twitching of feet on Arvind Kejriwal's return of bond money subsequent to his not returning back on duty after study leave, this is what the rules under CCS Leave Rules say :

" 63.Resignation or retirement after study leave or non-completion of the course of study.

(1) If a Government servant resigns or retires from service or otherwise quits service without returning to duty after a period of study leave or within a period of three years after such return to duty or fails to complete the course of study and is thus unable to furnish the certificates as required under sub-rule (5) of Rule 53 he shall be required to refund-

(i)the actual amount of leave salary, Study Allowance, cost of fees, traveling and other expenses, if any, incurred by the Government of India; and

(ii)the actual amount, if any, of the cost incurred by other agencies such as foreign Government, Foundations and Trusts in connection with the

course of study,

together with interest thereon at rates for the time being in force on Government loans from the date of demand, before his resignation is accepted or permission to retire is granted or his quitting service otherwise:

Provided that except in the case of employees who fail to complete the course of study nothing in this rule shall apply-

(a)to a Government servant who, after return to duty from study leave, is permitted to retire from service on medical grounds; or

(b)to a Government servant who, after return to duty from study leave,

is deputed to serve in any Statutory or Autonomous Body or Institution under the control of the Government and is subsequently permitted to resign from service under the Government with a view to his permanent absorption in the said Statutory or Autonomous body or Institution in the public interest.

(2)(a) The study leave availed of by such Government servant shall be converted into regular leave standing at his credit on the date on which the study leave commenced, any regular leave taken in continuation of study leave being suitably adjusted for the purpose and the balance of the period of study leave,if any, which cannot be so converted, treated as extraordinary leave.

(b) In addition to the amount to be refunded by the Government servant under sub-rule (1), he shall be required to refund any excess of leave salary actually drawn over the leave salary admissible on conversion of the study leave.

(3)Notwithstanding anything contained in this rule, the President may, if it is necessary or expedient to do so, either in public interest or having regard to the peculiar circumstances of the case or class of cases, by order, waive or reduce the amount required to be refunded under sub-rule (1) by the Government servant concerned or class of Government servant. "

65.Power to relax

" Where any Ministry or Department of Government of India is satisfied that the operation of any of these rules causes undue hardship in any particular case, that Ministry or Department, as the case may be, may be order, for reasons to be recorded in writing, dispense with or relax the requirements of that rule to such extent and subject to such exceptions and conditions as it may consider necessary for dealing with the case in a just and equitable manner:

Provided that no such order shall be made except with the concurrence of the Ministry of Personnel, Public Grievances and Pensions."

It is not as if insistence of bond requirements is mandatory. CBDT has the power to recommend relaxation of the bond conditions. Provided it is satisfied that what Kejriwal has done is in public interest. Is CBDT Chairman bold enough to bite the bullet? Time will tell.

People are supreme

In my opinion in a democracy people are supreme and not the elected representatives. Please correct me if I am wrong.

Unfortunate

It is unfortunate that Makan's Sports bill was not appreciated by Cabinet and that our PM did not use his good office to bring it before the 'Sadan'. On one side they say that Lok Pal is not sufficient and many provisions/statute are required to curb corruption, on other hand they are reluctant to bring forth such good moves. Anyway we should respect and thank Makan for his sincere intentions.

RTI

DPS is a Public Authority

Information related to admission made by the Delhi Public School (DPS), Rohini under the policy framework specified by the Department of Education (DoE) for the academic year 2010-2011 was denied claiming that since it is an Unaided Private Institution, the RTI Act is not applicable to the school. The CIC noted that 10,000 sq. mtrs. of land was allotted to the School by the DDA at a nominal rent of Rs. 10/- per annum while another 6000 sq. mtrs. have been allotted at concessional rate of Rs. 65 lacs per acre. The CIC observed that the terms and conditions of service of employees of DPS are as per the norms of DoE and the School enjoyed exemption from Income Tax on its earnings. The presence of two nominees from the DoE in the Managing Committee indicated the Government control in the running and administration of the DPS. The CIC held that the DPS, Rohini fulfills the essential elements of being called a 'Public Authority'.

Comments

Getting a child admitted in a good school has been very difficult for the residents of Delhi. Hopefully, this order would usher in transparency in the working of the educational institutes in the country who shall now be bound to designate PIOs.
