When PM himself undervalued his assets then what to say about the gross undervaluation of their assets done by his Ministers!!! The house that he owns in Chandigarh is worth Rs. 10-12 crores..... the collector rate is Rs. 2.5 crores and Mohna has grossly undervalued this house... why....... either he wanted to keep his assets below in and around the 5 crore mark or he sent a signal to his Mantirs 'undervalue at will'!!! Indians are indeed shocked that Pawar is worth just 12 crores!!!! And Praful Patel's commercial building at Worli ,CJ House, is worth more than what he's valued himself at!!This asset declaration exercise is a joke..... a cruel joke on India's Democracy!!

Congress says Kejriwal's NGO has taken crores in donation....hinting he's misused crores!!!! Kejriwal has challenged Congress to file an FIR on this allegation!! Why should work in Governments stop ?

This is regarding your new topic of debate. Why should work in state and central Government stop because of Anna's agitation. Actually the civil servants should work with new vigour. Anna has not only sounded a bugle against corruption but has also stirred one's conscience to be truthful, honest and serve the public with humility. They have all seen how Anna's 'austerity and simplicity has turned him into an icon of the present generation. This should be incentive enough for all those in Government to shun corrupt practices and give their best to their job. In any case who has come out with this information that all development work is at a standstill since Anna's campaign over Lokpal bill. Must be a product of some mischievous mind out to discredit Anna and his cause.

Reminiscent of Hindi movies

Can this country become the dictatorship of a few people who hold democracy to ransom and substitute their will for the will of Parliament? The instant prescriptions given by these people are reminiscent of hindi movies and their instant justice dispensed by some hero. On the other hand, the problems of this country cannot be stamped out, they have to be understood and weeded out. What is the understanding of these people? Do they possess sufficient experience, knowledge, analytical skills? Or are they given to over simplification and puerile analyses? Is it not true that there is no magic wand to sort out matters of this kind? However, it is also a fact that in the national interest, the issue raised by them cannot and should not be ignored. So what is the solution? Solid and measured changes are required which can only be done by Parliament taking all views, including those of the dictatorial few, into consideration. Good laws should be drafted, not laws which are capable of being abused. Most important of all, any law on Lokpal should have built in safeguards that will prevent misuse of the great power to be vested in Lokpal. Safeguards to ensure that the Inspector raj does not return in the form of Lokpal. Safeguards to ensure that the CBI does not turn into a monster punch drunk on its own power to harass and extort from the innocent. Safeguards that ensure that the Lokpal does not turn India into a Police state run by the CBI/ Lokpal and its Inspectors who are as likely to be corrupt and venal as any other institution. Safeguards that ensure that the media, the judiciary, the bureaucracy, the NGOs, the state governments, the political class and the corporate sector are all covered under anti corruption laws which uniformly address corruption in all its manifestations in all sections of society. Safeguards that ensure that the givers and takers of bribes are both caught and punished, be they errant bureaucrats, errant police officers, errant judges, errant media barons, errant journalists, errant politicians, errant NGOs, fake activists, all of them. Also, let us not assume like these few "activists" that all politicians, all bureaucrats, all police officers, all judges, all media personnel, all corporates, all NGOs and all activists are corrupt. And let us not fall into the trap of a few ambitious "activists" who may have their own agendas to further though they may have chosen a simple, naive, determined Gandhian to whom they are selling utopian ideas which the poor Gandhian is taking at face value.

Many Ministers, bureaucrats too have faulted

What to talk about loans, I have obtained ump teens of information under the RTI Act-200 wherein a number of Ministers and Senior Officers have not returned back the Computers/Laptops at the time of their relinquishing of office. When Kejriwal had given in clear writing that that adjustment of my computer loan against may be made against my PF dues, then why the hue and cry and that to after 4 years. The Ministers and Senior Officers are squeezing the tax payers money in the form of having excess personal staff, consuming excess petrol and telephone bills. They also do not return back the ACs and other stationery once they relinquish office. They take the aforesaid facilities from the PSUs and other offices against all rules. God will give sin to these people once they go up there. I am a retired senior bureaucrat I know how circuit houses and guest houses are booked for the entertainment of the women friend of the Ministers and Senior Bureaucrats.

It's easy to blame govt servants

This Singapur Lok Pal sms ( mentioned today ) is going around for quite some time and its very surprising that even Educated people are buying the Zero tax comment which is very easy to cross check. It has become a fashion these days to attribute everything wrong to Government servants and Congress party and all solution to Lok Pal bill. Just for the record 1. the Singapore Income tax rate is among the highest ones in the region @ 25% plus. 2. The property taxes are much higher than most cities in India. 3. The country has progressed because of the fear of law --even spitting/urinating on road attracts 100 dollar fine and Not because of Lok pal 4. The common man--- the builder, the businessman, the jeweller, Doctor, Lawyer, Trader etc. etc doesn't evade taxes and duties, all due to fear of law; thats why its White economy. And 5. the Public takes pride in avoiding corrupt practices (e.g they won't sell anything without a Bill ). Unfortunately the Jan Lok Pal Bill doesn't cover the Jan's; the public, otherwise half the Country would be inside the jails in no time. Lets stop criticising Politicians and Govt servants ( 45 lacs in a population of 120 crs ) for all the ills and start from our own families and friends first to bring the desired change.

Rules are applied subjectively

This is known to everybody that the rules are applied subjectively in the government. "You show me the face and I will show you the rule." This is popular refrain. But Kejriwal is now deprecating the same system which sent him on study leave abroad. He was benefited by the same policies which he is criticizing now. He was fortunate enough to use the public funds and opportunities which are available to a very selected few even in the government. He should be gracious enough to thank the system, through which he benefited, and return the entire demand money raised by the government against him. This would improve his credibility. What after retirement ?

Once I had gone to a garment shop to purchase some cloths for my family. I saw a Chief Secretary in the same shop with his family. There was no support staff with him. I just told him sir you are carrying all purchased items yourself without using support any staff, the reply was what after retirement. We should learn to do our work ourselves as much as possible. This is the simplicity of an IAS officers who is holding the dignified post of Chief Secretary. It's really great.

State of Income Tax dept

This is to invite the attention of the FM to state in the Income Tax dept. In the past few months many officers of the rank of Commissioners have been trapped by the CBI. This is unthinkable in any other dept that an officer of the rank of JS be trapped. It has brought shame and calumny to the dept. The Board of the IT dept which does the postings of Commissioners cannot escape the taint of corruption . How is it that such officers find good posting? Only because the honest officers never get good postings, as informed to me by me colleagues in the IT dept.In every city and especially in Delhi and Mumbai postings are being decided on demerits of extraneous considerations. An ANNA type revolution is needed in the Income tax dept to bring accountable governance. Arvind Kejriwal has also said that he was forced to resign from the dept due to corruption. In these very columns my friends from the IT dept have been claiming themselves a premier service, what reply have they to give after the CBI actions? First they must clean up their house before they claim themselves to be kings.

Ombudsman in CBEC is essential

Their role is akin to bringing in addressing public concerns in tax administration. GST whenever it is introduced will continue to avail of the services of the Ombudsman. Ombudsman in CBDT are doing a fantastic job. There cannot be any comparison between salaries of Chairman and Members in CBEC with the pay of Ombudsman. Ombudsman are supposed to be beyond the control of the regular administration. Officers of HAG are eligible to be appointed. It will bring in transparency in indirect tax administration.

NSIC's Contribution to Govt.Revenue:

NSIC has contributed Rs.8000/- crores dividend to Government only by achieving its targets by virtue of Central Government's policies and commitments towards liberalisation and inviting FDIs and growth of Public Sectors and especially feeding MNC's production capacities thru ancillary products by Medium and Small entrepreneurs. The fact remains that general public and media agencies do not boost such an activities and policies of the government. On the contrary, medium of communication i.e. media especially, must realise and create atmosphere in the country in such a way so that general masses have enthusiasm in making their kith and kins as medium and small entrepreneurs instead of becoming simply agitator or slogan shouting slaves in the hands of unscrupulous people or politicians, who wish to keep the masses under the poverty line and not allowing them to pick up their career by adventures.

This is only an advice to all concerns, who desire to see India as one of the top economic country in the world and achieve its targets in such a speed that it surpassess other developed countries of the world.

RTI

DPS is a Public Authority

Information related to admission made by the Delhi Public School (DPS), Rohini under the policy framework specified by the Department of Education (DoE) for the academic year 2010-2011 was denied claiming that since it is an Unaided Private Institution, the RTI Act is not applicable to the school. The CIC noted that 10,000 sq. mtrs. of land was allotted to the School by the DDA at a nominal rent of Rs. 10/- per annum while another 6000 sq. mtrs. have been allotted at concessional rate of Rs. 65 lacs per acre. The CIC observed that the terms and conditions of service of employees of DPS are as per the norms of DoE and the School enjoyed exemption from Income Tax on its earnings. The presence of two nominees from the DoE in the Managing Committee indicated the Government control in the running and administration of the DPS. The CIC held that the DPS, Rohini fulfills the essential elements of being called a 'Public Authority'.

Comments

Getting a child admitted in a good school has been very difficult for the residents of Delhi. Hopefully, this order would usher in transparency in the working of the educational institutes in the country who shall now be bound to designate PIOs.
