And a Wikileak says Rahul is of the opinion that SP and BSP will self destruct in 10 years.... so he's like a boxer waiting for his opponent to pop it and give him a walkover.... and BSP and SP are going to be very much there in the upcoming UP election.... and this election is a 'make or break election for Rahul'!!!!

What a fate of 1977 batch of IAS ?
The posting of 1977 IAS batch as Secretary is being delayed while some of the unfortunate ones continue to retire. Ostensibly, it is due to lack of posts. But the facts say otherwise. At least four posts of Secretary or equivalent are lying vacant, in some cases for more than six months. If you account for retirements taking place in September (5)and in subsequent months, the entire 77 batch can be accommodated.

Spl allowance for All-India services officers of northeast cadres
The government has introduced a special allowance for the All-India services officers belonging to northeast cadres to improve their performance. The special allowance, payable to these officers while they are actually working in the region, will be at the rate of 25 percent of their basic pay in addition to other allowances at present payable to them. Hundreds of all-India services officials - including of the Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFS), besides the Indian Revenue Service (IRS) - have been working in the eight northeastern states under the Assam-Meghalaya, Manipur-Tripura, Nagaland, Sikkim and Arunachal Pradesh-Mizoram cadres.

UPSC asked to carry out emergency recruitment in IPS
Union Public Service Commission (UPSC) has been asked by the government to carry out "emergency" recruitment of two batches of 70 each to the Indian Police Service (IPS) from within the officers of central paramilitary forces from next year. This will be an addition to the 100-150 IPS officers who are recruited through the normal civil services route.

IPS officer Prabhat Singh to continue in service
President Pratibha Devisingh Patil has issued an order approving continuation in service of SSP Prabhat Singh from January 31, 2011 onwards allotting him 2007 batch of IPS. Singh, who had been posted as SSP Doda, had retired on January 31 this year at the State Government's age of retirement of 58 years. He, however, challenged the retirement on the ground that he had already been inducted into IPS and his age of retirement should be treated as 60. The State Government has now revoked its previous order on his retirement. Since the President of India has issued the order allotting IPS induction year of Singh as 2007, he would now have the service up to January 31, 2013.

Pakistan : Chinese language to be compulsory in Sindh schools
The government of Sindh in Pakistan has decided that teaching Chinese language in all schools from Grade VI onwards shall be compulsory from 2013 onwards. Good performance in the subject shall also get students extra marks, scholarships and foreign visits as well. Because of heavy influx of Mohajirs in the province's urban centres at the time of partition and subsequently of a large number of Baluch and Pushtun population Sindh already has its more than fair share of language problem and the rationale for this decision is yet to be fully understood by Pakistan's academia who have in past witnessed dismemberment of the country's eastern part largely due to faulty language policies pursued by the government.

As the grapevine has it the CVC's office has not given clearance to two claimants for the slot of Chairman Coal India Ltd(CIL). T.K.Lahiri chief of Bharat Coking Coal Ltd (BCCL) and D.C. Why fear Lokpal?

The campaign against the Jan Lokpal Bill is unfounded. Only the corrupt must fear accountability. It has reportedly been advised to the PM that the Lokpal will "trigger fear among the bureaucracy". Which bureaucracy? Looks it connotes only a particular bureaucracy. With the last segment to the highest in public service committing suicide or resigning in disgust, there seems to be terrible disgruntlement among public servants: all because of corruption. From allotment of a government house to taking lawful decisions for awarding contracts, nothing has been spared by corruption. The bureaucracy is capable of giving admirable account of itself, only if allowed to function according to the rules. It was the same Delhi police, which gave an admirable account of its capabilities and attitude during the 12 days of Anna's fast, but collected brickbats for earlier movements. Why? Because this time it was not used to create "fear" of police. Administration has been ruined by using it to create fear or rather "khauf" in the hearts of the people. The British resorted to it for strengthening colonial rule. The governments since black Emergency have used it to frighten ordinary people into subjugation. Exactly as Anna's team is being hounded! Break them and their resistance, as the powers that may be are "resolved to ruin or rule the state (J.Dryden).why is it that bureaucracy was different pre-emergency? CVC was adequate then. Now even 3 member CVC is inadequate, if the demand for Lokpal is taken as any indication. The bureaucracy can restore order in no time-only if they are allowed to do so. But it is the biggest "if". When morality fails, the law steps in. Children were expected to respectfully look after their aged parents. When they found no compulsion to do so, they not only started neglecting their parents but also treating them most inhumanly, just like the citizen by the government today. So the law stepped in. It now stands for the aged parents and compels the delinquent children to look after their parents or face legal action. Now they are bound to do their "duty". Only thing is the moral duty has become legal duty now. That magic the Jan Lokpal is expected to do to the wayward governments, who have come to believe in misplaced ideas of their "superiority" or sovereignty. The services are capable of delivering quality services. They are seething with anger for not being allowed to do their lawful duties and being misused. The Lokpal will energise them to give their best without fear or favour, as is expected of them and for which they are paid salaries and allowances by the citizens.

While the order declaring the DPS was really good, asking about the mercy petition is taking the RTI Act too far. It is misuse of the Act.

CBRC Chairman and Members are in the grade of Special Secretary. Ombudsman's grade is HAG+, which is lower than Special Secretary's scale. So Chairman and Members are not eligible for a post retirement job at lower rank.

Very hilarious

I found the incident described by Pratap very hilarious. The retired Chief Secretary was carrying his own shopping bags. This was really very great and another example of great sacrifice the IAS officers have been making for their country. When they eat food it is a favour, when they go for a morning walk it is a favour, in fact every activity of theirs which we common man do all the time is actually a great favour on this country.

CBI should step in

Why look further in the Income Tax Department than its own Investigation Wing, manned to toe by sychophants and the corrupt. The erstwhile acting Chairman made it his personal fiefdom ,posting from an ITO to the DG. The present Chairman would be hard put to rock the boat. For the brotherhood of the corrupt is more dense than the brotherhood of the honest. But time has come to pick up a broom stick and sweep the dirt away ,be it on the basis of perception only. If Department does not do the cleaning on its own, the CBI would step in, for sure. It is a shame that a premier Government Department should be having so little control over its own senior officers. And pray tell us, what was its Vigilance Wing doing all the while ? Waiting for CBI's request for sanction and copying CBI's report for its own departmental actions. What rot .

Does it makes them totally corrupt ?

While it is true that some black sheep from the IRS have been caught recently, it is equally true IAS officers are currently being prosecuted for the 2G scam, the CWG scam and Adarsh scam to name a few scams. IAS officers in the Home Ministry have been caught recently, Indian Postal Service Officers have been caught by the CBI, even CBI officers have been caught by the CBI. Does that make the IAS, Indian Postal Service or the CBI totally corrupt? Lady IPS officers have been found tainted (remember Chandigarh), many DGP rank IPS officers have been found guilty of misdemeanours of various kinds, IG rank officers are in jail, does that mean all IPS officers are corrupt? A few Judges have been found corrupt, does that mean all judges are corrupt? Not at all. Most certainly not. Unfortunately, it is a fact that there are black sheep amongst judges, politicians, all Civil Services, armed forces etc, even corporate world and media and even NGOs. Let us not indulge in one upmanship and bad mouth any particular service. Let the jurisdiction of the CBI be extended to all Services, irrespective of whether they are serving in states or centre and let the rotten apples come out everywhere.

CGEWHO debars new govt employees

CGEWHO, an autonomous body formed to provide welfare housing scheme for the central government employees has debarred new government employees covered under New Pension Scheme (Contributory Pension Scheme) from the housing schemes on the ground that since their pension charged and voted is not debitable to the consolidated fund of India, they cannot be defined as a Central Government employee. Breach of Privilege and moral chasm

It is plain commonsense that generalised statements, more so while playing to the gallery, may not be construed as constituting breach of privilege. In this regard, it is instructive to refer to http://rajyasabha.nic.in/rsnew/rsat_work/chapter-8.pdf, which provides various real life examples of what in effect constitutes such offence. It contains explicit reference to a question of privilege raised against an MP who alleged that four other members had been bribed into voting against the Constitution (Twenty-fourth Amendment) Bill, 1970! However, Chairman (of the Committee on Privileges) observed that allegations did not relate to any particular member of either House and further the MP did not refer personally to any member of either House! Even so, decadence in public life was chillingly documented in the N.N. Vohra Committee report(1993), which while providing an eye opening account of the nexus between politicians, bureaucrats and criminals, made a scathing indictment of the prevalent system by conceding that a mafia network is virtually running a parallel Government, pushing the State apparatus into irrelevance!!!

Why only defence personnel should be given chance why not the other people working in police organisation be given chance to get promoted to the posts manned by IPS. The organisation is headed by IPS but these are run by non IPS officials of CPOs

RTI

DPS is a Public Authority

Information related to admission made by the Delhi Public School (DPS), Rohini under the policy framework specified by the Department of Education (DoE) for the academic year 2010-2011 was denied claiming that since it is an Unaided Private Institution, the RTI Act is not applicable to the school. The CIC noted that 10,000 sq. mtrs. of land was allotted to the School by the DDA at a nominal rent of Rs. 10/- per annum while another 6000 sq. mtrs. have been allotted at concessional rate of Rs. 65 lacs per acre. The CIC observed that the terms and conditions of service of employees of DPS are as per the norms of DoE and the School enjoyed exemption from Income Tax on its earnings. The presence of two nominees from the DoE in the Managing Committee indicated the Government control in the running and administration of the DPS. The CIC held that the DPS, Rohini fulfills the essential elements of being called a 'Public Authority'.

Comments

Getting a child admitted in a good school has been very difficult for the residents of Delhi. Hopefully, this order would usher in transparency in the working of the educational institutes in the country who shall now be bound to designate PIOs.
