The recent CITs orders issued by the Board, if it is any indication, proves this point. The Board has set about and succeeded in bringing to a nullity the majority of redundant CIT ( OSDs) previously posted in Delhi. By doing so, the Board has sent a clear message that the officers will be utilised in the filed formations and not be left to hang around as OSDs. Pakistan : Danish Ambassador, wife taken in custody by Abbottabad Police

"Only the corrupt fear Lokpal Bill "

The Anna effect has created a fear psychosis among the corrupt bureaucrats by enhancing their accountability. That is not all. The "corrupt" Ministers, public sector executives handling projects are also feeling immensely threatened by the impending Lokpal Bill. As per common perception, the middle-level bureaucracy is unanimous about bringing the Prime Minister, Ministers and the entire bureaucracy including the lower echelons, under the ambit of the Lokpal. And, why exempt Ministers' level functionaries, serving as Chairpersons of Commissions,Committees ,Authorities and the Councils like the NAC, who enjoy considerable clout and discretionary powers but without an iota of accountability?The nexus between the corrupt political Executives and bureaucrats is an open secret. No Minister can indulge in corruption without the collusion of corrupt bureaucrats and vice versa.

The editorial preface to the motion expresses concerns about the adverse impact of the Lokpal bill on "mega projects". The fears are not unfounded. In the absence of 'speed money", the projects could slow down temporarily due to fear in taking rational decisions. The institution of Lokpal will check ,if not stamp out, inflow of black money into the realty sector and social sector schemes that is being misused as a corpus for bribery.

Though, the Realtors, as private players, will not come under the ambit of Lokpal bill, their nexus with corrupt government functionaries will get exposed. The WIC had recently revealed the clout enjoyed by a Realtor/Developer on Mayavati-led UP government in policy matters and bureaucratic placements at key positions.

A section of disgruntled pseudo intellectuals have sought to attribute the decline in GDP growth rate to Anna effect. This is absurd. Let the performance of bureaucrats/executives be assessed in relation to physical and financial progress of government projects. Greater transparency in tender evaluation is required. The bureaucrats and PSU executives must also refuse to knuckle under to political pressures.

Epitome of integrity

In Manmohan Singh, we have the very epitome of integrity. No one can deny that A K Antony, Jairam Ramesh and other Ministers are models of rectitude. The leaders of the Government are men of intellect and virtue, certainly Pranab Mukherjee, P Chidambaram, Kapil Sibal are outstanding men and would have been deemed so in any era. The Government has always been with the Aam Admi. The policies followed by the Government have always been progressive and pro poor. The RTI, NREGA, Right to Education are all the achievements of the Government. Are all these contributions going to be forgotten due to the alleged acts of omission and commission of the allies in the coalition? Why is the Government being perceived in the wrong light? It has more to do with the media exploding in titillating stories and the middle class getting unnecessarily cynical. The Lokpal bill and other steps will be taken by the Government which will take a balanced view. If things are left only to the media and self appointed activists, how is to be ensured that they do not further their own agendas and ambitions? One good IAS officer is better than a hundred activists and one good politician is better than a hundred IAS officers. Can everything be left to the judiciary (who do not have any experience of administration, no matter how well intentioned they may be) or the Police officers (who unfortunately have a limited world view since they deal only with the shadowy world of crime and thus cannot take a fair view of anything)?

Sonia's absence exposed Congmen

Sonia Gandhi was away for a month and the true character of these Congresswalas has come out. The way in which things were handled in her absence was atrocious. It is clear that Sonia is the factor which is providing stability and reigning in infighting. As regards Man Mohan being controlled by a remote control by Sonia has also been exposed because her absence has proved that Man Mohan just cannot take decisions. He exists and is provided legitimacy because of Sonia's backing. He has no standing of his own. Poor Sonia she has an intelligent daughter who is the natural heir to the throne but who is not ready to enter politics as of now because of her family responsibilities. She is a daughter one can be proud of. Sonia has a Son who cannot take decisions and appears confused. He cant decide whether to remain a bachelor or get married and take on responsibility, he also lacks vision and political acumen and gives impression of being saddled with his present position but reluctantly. Therefore please do not blame Sonia. She is the only one who is following path of honesty and has succeeded in reining these scheming Congresswalas. It is correct if Sonia was not there there would be mayhem. We saw it last month.

How long we the common people of India will bleed for the ghastly act of terrorists and afterwards get the soothing words from the VIPs, when these VIPs themselves are surrounded by Z category security personnel feeling safe under this cover, with the money of common people who are bleeding.

Police, Executive or the Parliament?

Who must take the decision to declare the war against terrorists in India-the police or the Executive or the parliament? What has been done to the worst terrorists apprehended so far? Has the police not completed the investigation and chargesheeted them and the courts awarded them the death penalty? Has the process been completed? It doesn't come to mind easily if any terrorist has been executed. What should be the Indian response to regular "bleeding" by terrorist attacks, under the directions of the foreign agencies out to harm India? Just issue the customary "condemnation" or maximum calling it a dastardly/cowardly act? Do the terrorists or their handlers even bother to take note of it? It can never be stopped by the police, because nobody knows what exactly the Executive want them to do. The Executive has not spelt out any decisive deterrent policy to fight terrorism. In these circumstances no Home Minister can take any firm decision at his own level, because he would never know what the PM wants or what the Cabinet wants. Similarly the PM would be in no position unless the party makes its policy clear and announces it publicly. It gets further complicated in a poor form of democratic & parliamentary form of government called coalition government, where consensus simply eludes government decisions. On the other hand, in matters like action against terrorists, each partner tries to outdo the other for political gains or losses. In such a peculiar situation the government can never approach the parliament with any effective legislation. There is no unanimous decision of the parliament also on the measures to fight terrorism effectively. These are no isolated incidents, but part of a well contrived design to bleed India to death. Under attack are not the people alone but the nation called India-a sovereign democratic republic that practices secularism. It is the civilization of India that is under attack. Fundamentalism has only contempt for secularism. Unless the people, the parliament and the Executive speak in one strong voice to finish terrorism, there seems to be no end to these terror activities. Either we take on the war against terror to the finish or allow it to finish us by this low cost long drawn war. Expecting police or intelligence agencies to take the political decision for us is like declaring ourselves mere ostrich!

No column is provided in the application form for getting a IDcard under Aadhar UID scheme to declare the citizenship of the applicant. In this way the privileges available to Indian citizens are being extended to foreigners. Whether this is a deliberate move or inadvertent, is not clear but certainly the ID cards issued under the scheme are NIRADHAR so far as their basis is concerned.

DPS is a Public Authority

Information related to admission made by the Delhi Public School (DPS), Rohini under the policy framework specified by the Department of Education (DoE) for the academic year 2010-2011 was denied claiming that since it is an Unaided Private Institution, the RTI Act is not applicable to the school. The CIC noted that 10,000 sq. mtrs. of land was allotted to the School by the DDA at a nominal rent of Rs. 10/- per annum while another 6000 sq. mtrs. have been allotted at concessional rate of Rs. 65 lacs per acre. The CIC observed that the terms and conditions of service of employees of DPS are as per the norms of DoE and the School enjoyed exemption from Income Tax on its earnings. The presence of two nominees from the DoE in the Managing Committee indicated the Government control in the running and administration of the DPS. The CIC held that the DPS, Rohini fulfills the essential elements of being called a 'Public Authority'.

Getting a child admitted in a good school has been very difficult for the residents of Delhi. Hopefully, this order would usher in transparency in the working of the educational institutes in the country who shall now be bound to designate PIOs.
