Advanced mid career training programmes are being held for the IRS officers

three weeks' module at the campus of Indian Institute of Management,
Bangalore from February 13 to March 2, 2012 while second from March
5 to March 9, 2012 for one week at the place of posting and third programme
is of two weeks' international module at University of Maryland, college
Park, USA between March 12 and 23, 2012.

Detainees produced by ISI before apex court in pathetic condition
After twice defying on 9th and 10th February the supreme court's directive
to produce the 'missing persons' allegedly in ISI custody seven of the
11 detainees allegedly picked up from Adiala jail in May 2010 were finally
produced before a three judge bench of the apex court headed by CJ Iftekhar
Chowdhary on 13th February. The remaining four had died under mysterious
circumstances between August 2011 and January this year. The last one
to lose his life in January was found dead soon after the habeas corpus
petition presently being heard was filed but had not yet been taken
up for hearing. All the detainees produced were in such a bad shape
that they could neither walk nor talk. Though picked up by ISI in May
2010 these men were handed over to the provincial government of Khyber
Pakhtunkhwaha (KP) on January 26 this year after the apex court took
up their habeas corpus petition. Appalled at the apparent inhuman treatment
they were subjected to while in custody the bench has directed a medical
board to be constituted for their thorough check up and treatment. The
ISI has been asked to submit by March 1 details of the law under which
they have been kept in detention, the treatment meted out to them leading
to their present physical condition and the legal proceeding having
been taken from time to time. Chief Secretary of KP province has been
made responsible for the safe custody of the detainees during the pendency
of the petition.
Jewel thief strikes Indian Trade Expo, Lahore
Two swindlers a male and a female vanished with a diamond necklace worth
Rs 700000 from a stall in the first Trade India Exhibition presently
on in Lahore's Johar Town. The heist took place in real bollywood style.
The female feigned to have fallen unconscious right in front of the
stall of ND Diamonds and her male companion quietly picked up the necklace
even as the entire staff of the stall busied itself in helping the damsel
in distress. By the time the missing necklace came to notice it was
too late as both the swindlers had already vanished. Nawab Town Additional
SP Jehanzeb Khan said a case under section 379 of PPC has been registered
but responsibility for security within the exhibition grounds lies with
the organisers and not the city police. CCTV cameras at the stall have
failed to record the visitors.
Entire transport sector to be opened for private
sector
In a major policy shift the federal government is considering a proposal
formulated by the planning commission to open the entire transport sector
to the private sector. A detailed National Transport Policy (NTP) paper
prepared finalised recently at a meeting chaired by the deputy chairman
of the planning commission Dr Nadeem-ul-Haq in consultation with secretaries
of the concerned ministries is to be discussed at the forthcoming cabinet
meeting. The NTP paper includes details of policy formulation and guidance
for planning, implementation, operations and monitoring of the transport
system in the areas of rail, road, aviation, shipping, pipelines and
waterways and focuses on the role of the government as well as the private
sector in each.
Deputationist's loyalty for the parent cadre
results in salary delay for government employees housing foundation
Nearly 250 employees of the federal government employees housing foundation
(FGEHF) are yet to get their salary for January 2012 as the bank account
of the foundation has been frozen under orders of the federal board
of revenue (FBR). Zafar haider Jappa an officer of the income tax service
of Pakistan has who recently came on deputation as DD (finance) in the
EGEHF tipped his parent cadre about tax evasion by the foundation to
the tune of Rs 1.3 billion on the income derived by it by way of fee
on transfer of plots in certain areas of Islamabad. The FBR in turn
directed the foundation's bankers (Askari Bank) to freeze its accounts
and the bank refused to allow withdrawl of the money required for salary
of the employees which was due on 31st January. FGEHF's Director General,
Talat Rashid has obtained sixty days stay on the freeze order and is
hopeful of clearing the employees' dues shortly. Income tax department
has meanwhile rewarded its officer by promoting him to BPS 18 for the
good work done even as the FGEHF employees are cursing him for the treacherous
sneak.
PM told to enter the court on foot leaving
his car in the parking lot; threat perception not withstanding
When Pakistan's Prime Minister YR Gilani appeared in the supreme court
to face indictment in the contempt case against him he was not permitted
to enter the court premises in his car and was advised to enter the
building on foot leaving his car in the parking lot. This was in spite
of the unprecedented security arrangements put in place by the police
in view of threat perception for the PM. Apart from helicopter borne
surveillance and stricter checks at all the entry points the inner security
ring thrown around the PM included three SPs eight Dy. SPs, 5 inspectors,
23 SIs, 20 head constables and 400 constables. These were in addition
to 150 personnel in plain clothes and 110 rangers deployed for the purpose.

REDD plus to help forest communities for economic,
social benefit: Dr. Bahuguna (UPDATED)
Dr. V K Bahuguna, Director General, Indian Council of Forestry Research
and Education (ICFRE)), has stressed on the implementation of reducing
emissions from deforestation and forest degradation (REDD) plus programmes
in order to improve the livelihood of forest fringe communities. He
was speaking during inaugural session of a two days training workshop
organized by ICFRE on REDD plus for the officers of Indian Forest Service
at ICFRE Dehradun on February 13 and 14, 2012. He said that the local
communities which have been traditionally conserving their forests are
to be benefited with REDD plus projects in terms of Payment for Environmental
Services, a term which is quite new to India. Dr. Bahuguna further asked
forest officers to account and document carbon benefits to the nation
flowing from forests and how to develop a system of payments to communities.
Sandeep Tripathi in while welcoming the participants gave a brief of
development of REDD plus in international negotiations and stressed
for a need of REDD Plus readiness pilot projects in India. Dr. Renu
Singh, Head, Climate Change Division ICFRE gave an overview of REDD/
REDD concepts and REDD Plus scope for India's forests. The objectives
of this training workshop is to provide basic information on technical
aspects related to measurement of forest carbon stocks for developing
inventories of forest ecosystems and to enable the officers of India
Forest Service to better understand technical options of REDD plus stated
Dr. Renu Singh. The workshop is sponsored by Ministry of Environment
and Forests. V R S Rawat, Scientist at the climate change division of
ICFRE informed that about 25 participants from various state forest
department are participating in the training workshop. Dr. Anita Srivastava
conducted the opening ceremony.

How come all of them have raised their voice now ? Where were these
bureaucrats when Anna Hazare was on hunger strike. What else he was
saying ? When secretary level is held responsible and accountable, they
are saying " Minister " should be held responsible. Entire
cabinet should be held responsible for wrong reporting to Parliament.

Apropos disclosure of file noting, there is an apprehension in certain
quarters that if notings were to be disclosed, officers would not reveal
their minds on the note sheet. This is a fallacious argument. The simple
reason is that note sheets are meant to record the views of the officers/
Ministers. This record is kept for subsequent scrutiny. Had that not
been the case, why record views on the note sheets at all? And why preserve
the record? So, something meant for subsequent scrutiny in the first
place might as well be liable to disclosure. What is wrong with that?
There may be a thirty year rule to such disclosure for sensitive(/ secret)
matters of state. But the other notings can be disclosed. Norms need
to be evolved for the purpose and restrictions on requests for information
must be in place, but disclosure must be the norm.

more educated. They must have conviction and boldness in taking stand.

Army Chiefs age - Arithmetic is very simple
Army Chiefs age the arithmetic is very simple. If 1951, he couldn't
have appeared for June 1966 exam. Hence it is 1950. Further, there is
a condition in UPSC that furnishing of false information will render
disqualification. By this VK Singh's entire service is irregular. This
is the law of the country. Also, why did Supreme Court entertain his
petition. Is he not supposed to go through AF Tribunal. These are questions
that beg for answers.

This is about HRD. I think Pranabdada would be best man for HRD. Earlier
also No 2 in cabinet used to head HRD. So let Pranabdada go to HRD and
some eminent economist can head Finance. A seasoned statesman like Pranabdada
will add to the stature of HRD.

Reasons for continuation of a person on sensitive post beyond policy
The appellant referred to the Railways policy for the tenure of four
years for the sensitive posts for officials. He sought information about
the continuation of two employees on the sensitive post beyond the policy
prescription. The Commission directed to provide the reasons in the
form of file noting or orders for not transferring the two employees
as available on record.
Comments
The transparency ushered by the RTI Act is likely to lead to more such
applications in the times to come as transfer / posting remains an area
of contention in the service. It is noteworthy that section 4 of the
RTI Act mandates a public authority to provide reasons for its actions
to the affected persons.
