Planning Commission wants funds diverted from Roads to Energy Sector
Pakistan's Planning Commission has in a recent report on public sector
development projects (PSDP) has suggested diversion of funds from road
construction projects to projects in the energy sector. Returns on investment
in the road sector and the impact on GDP growth according to planning
commission are not as high as in the case of energy sector. Commission
has also conceded in the report that majority of the road sector projects
are approved under political pressure.
Consensus on 20th Constitution Amendment Bill
As a result of consensus having been reached between the PPP led ruling
coalition and the opposition parties the 20th Constitution amendment
bill is all set to be through in the Parliament. The bill provides for
reinstatement of the 29 national assembly and rovincial
assemblies members suspended by the supreme court in a writ petition
challenging their election and a five year tenure for the four election
commissioners as is presently the case with the chief election commissioner.
Most important aspect of the amendment is the power given to the election
commission to put in place a 'pre election setup of government' in case
of difference of opinion between the PM and the opposition leader and
also lack of consensus in a bipartisan committee of the parliament constituted
for the purpose.

The inquiry commission probing circumstances under which Osama Bin laden
(OBL) was living in Abbottabad and was killed in a raid by US Navy Seals
on 2 May 2011 held an interactive session with the IG Police of Islamabad
bani Amin and the chairman of capital development authority (CDA) on
February 14th. The CDA Chairman was quizzed about details of houses
rented by foreigners in Islamabad and on being asked by the CDA boss
as to why the commission was interested in the information the commission
answered, 'because we believe that some members of OBL's family were
living in Islamabad'.
Finalisation of Negative List for Trade with
India Deferred
Decision on a negative list of 636 items from the industries who want
full protection against imports from India submitted for approval by
the federal cabinet has been deferred on the ground that 'all stake
holders have not been consulted'. According to sources in the PMO instructions
were issued by the PM not to rush up with any change in the existing
trade regime as 'the commerce ministry has not done home work fully'.
Mother of ISI detainee dies after seeing Son's
condition
Rohaifa the mother who had filed the habeas corpus petition for her
three sons who were picked up by the ISI from Adiala jail in May 2010
died of shock after seeing her two sons who were produced before the
three judge bench of the apex court headed by chief justice Iftekhar
Mohammad Chowdhary on February 13, 2012. Dead body of the third son
who too was picked up by the ISI was found in Peshawar on the information
given by a 'mysterious caller' on phone to the family members soon after
the mother filed the petition in the supreme court. The lady's three
sons Abdul Basit, Abdul Mazid and Abdul Saboor were acquitted by Rawalpindi's
anti terrorist court in April 2008 but the District authorities issued
a fresh detention order under the maintenance of public order ordinance.
In May 2010 the High court set aside the detention order and ordered
their release but Adiala's jail superintendent instead of releasing
them allowed the ISI to take them to an undisclosed destination. While
the two brothers continued in the ISI custody till their production
before the Supreme Court bench on February 13th the third one died before
the petition filed by their distraught mother was taken up for hearing.

Construction of over 7,000 KM national highways
set in next one year: Upadhyay (UPDATED)
The Centre Government is constructing national highways with setting
target of over 7,000 kilometers in next one year, said A K Upadhyay,
Secretary, Road Transport and Highways. 150 kilometres of roads are
being constructed per day in rural areas. Upadhyay was addressing delegates
at an international summit organised by The Associated Chambers of Commerce
and Industry of India (ASSOCHAM). In 2009-10, the target length of highway
construction was 3,165 kilometres but the actual construction was 2,693
kilometres due to delays in land acquisition, procurement of material
and construction by developers or contractors.Upadhyay said the proposed
investment requirement will be about 146 billion dollars in the 12th
Five Year Plan (2012-17) and a 40 per cent private sector involvement
will mean a whopping 58 billion dollar investment in roads and highways
under the public private partnership (PPP). Meanwhile, Planning Commission
member B K Chaturvedi said the government will improve dispute resolution
mechanisms to avoid delays which lead to cost over-runs. The bidding
processes will be transparent and conducted in a competitive manner,
and arbitration authorities will strive to dispose disputes speedily
and effectively. Manish Agarwal, executive director at PWC, said the
contract structures and risk-reward mechanisms need to be suitably amended
to ensure win-win situation for all stakeholders. "While the pace
of development is expected to increase in future, effective mechanism
to monitor and ensuring quality service delivery will be a challenge."
K K Jajodia, chairman of ASSOCHAM national council on industrial and
freight corridor, said existing capacity constraints can be addressed
by PPP model for accelerated infrastructure development. ASSOCHAM secretary
general D S Rawat said in his message that PPP projects take much lesser
time to complete and the government does not have to bear cost over-runs.

Blast on Israel Diplomat in Delhi
I write these comments in frustration. A diplomat of foreign country
is attacked in VIP Area of New Delhi in broad day light. Instead of
taking morale responsibility of failure in providing adequate security,
our so called efficient Delhi Police, immediately issue a
statement of Iran's hand in this incident. Bloody shame. If Iran outfits
can do anything on our land, what we are doing there ? Home Minister
of country could only make a statement after 24 hours of incident that
this seems a terror attack. How can Delhi Police can make a claim within
few minutes of incident of Iran outfit "Hizbulla" for which
the investigation is just to start. How can they save their skin by
making false/ misleading statements ? If they were aware of outfit,
why can't they prevent incident ? They can immediately challan a person
who does not wear a seat belt or helmet, but there is none to prevent
terrorist attacks. Shame on blind-eyed supervisory officers in National
Capital. If any source gives them information, they can claim their
achievement without which they always prove to be a BIG ZERO. A bitter
truth but a reality, all Dears.

Are the IAS officers being made scapegoats by CBI?
Are the poor IAS officers of Andhra cadre being made scapegoats by
the CBI? Well, the CBI may perhaps be wrong in their cases and the final
determination of guilt or therwise will be in Courts of law, as is the
case in all other cases investigated by the CBI. However, assuming that
investigations by the CBI are fair (and there is no reason to
believe they are particularly unfair in these particular cases and no
reason to believe that the CBI is selectively targetting IAS officers)
there is no reason for the IAS Andhra cadre to cry foul in their case.
The CBI and the judicial system may possibly be beset with some systemic
ills but then that is so for everybody and every case. Specific instances
of the same may be brought to light in case the IAS lobby feels so.

Reasons for continuation of a person on sensitive post beyond policy
The appellant referred to the Railways policy for the tenure of four
years for the sensitive posts for officials. He sought information about
the continuation of two employees on the sensitive post beyond the policy
prescription. The Commission directed to provide the reasons in the
form of file noting or orders for not transferring the two employees
as available on record.

of contention in the service. It is noteworthy that section 4 of the
RTI Act mandates a public authority to provide reasons for its actions
to the affected persons.
