Is 'Difa e Pakistan Committee' Yet Another Hardliner Proxy for the Army

Security analysts in Pakistan suspect that the powerful army and security establishment's support is responsible for the sudden emergence of an ultra hard line group the 'difa e Pakistan council ' (defence of Pakistan council or DPC for short). The group comprising of 26/11 Mumbai militant attack accused Hafiz Saeed, Maulana Sami ul Haq head of a madarsa having sent numerous student fighters to Afghanistan, former DG ISI Hamid Gul and fundamentalist outfits like the Sipahe sahaba held a huge rally in Karachi recently and is scheduled to hold another rally in Islamabad next week. Speeches delivered by the leaders at the rally were mirror images of the army's age old policy of accusing India of posing an existential threat to Pakistan and the need to patronise jihadi elements. A Pakistan based security analyst Ejaz Haider has said that 'the security establishment needs to be checked up for a serious dementia. It is using the DPC for its own purposes given that many of its members are linked to terrorism that is taking a deadly toll inside Pakistan'.

Interior Ministry Invites Abbottabad Commission in Response to Commission's Summons to Minister Malik

Pakistan's minister for the interior Rahman malik has declined to appear before the commission headed by retired supreme court judge javed Iqbal inquiring into the circumstances under which Osama Bin laden was living in Abbottabad and was killed in a raid by US navy Seals in may last year. The commission has asked for the minister's appearance for a briefing on the US operation on May 2, 2011 and security situation in the country in general. 'We have invited the commission to the ministry', Malik told media persons in Islamabad, 'for the presentation'.


Senate Functional Committee on Human Rights Has No Faith In Provincial Home Secretary's Report

Presiding over a meeting of the senate functional committee on human rights in Quetta Mr Afrasiab khattak stated that the committee has no faith in a report submitted by the provincial home secretary Naseebullah Bazai about the 'missing persons' in Baluchistan. Khattak lamented that 'people were kidnapped, their dead bodies dumped and there was no rule of law in Baluchistan'. He appealed to the judiciary to fix responsibility for 'disappearance' of Baluch nationalists and dumping of their bullet ridden bodies. The committee felt that there should be legislation to punish the government agencies as well as the militants involved in these activities. The meeting was attended by the provincial home secretary, IG Prisons Noor Ahmed Pirkani, Regional Director in the federal human rights ministry Saeed Ahmed Khan and a large number of senators, representatives of NGOs and lawyers.

Food Shortages Among Flood Victims Well Above Emergency Threshold

Pakistan Humanitarian Forum (PHF) a network of over 41 international charities working for relief to last rainy season's flood victims in Sindh and Baluchistan has expressed concern over worsening condition of the victims due to paucity of funds. At least 2.5 million people are still without food, water, shelter, sanitation and health care putting them at serious risk of malnutrition, disease and deepening poverty according to PHF. 'At least 43% of the affected people are severely short of food and malnutrition levels were already well above the emergency threshold in the provinces of Sindh and baluchistan' warns an SOS by the network.

Ministers, cabinet should be held responsible


It is only the ministers and the cabinet who should be held responsible for policy decisions of the government, because the bureaucrats are not in the loop of decision-making at the policy-level. The very essence of democracy is that the elected
representative wields all power and hence should take the responsibility also instead of wantonly shifting it and blaming it on the officials. The rules of business of the government clearly and unambiguously state that it is the minister who holds the portfolio who is responsible for the disposal of business in the departments assigned to him.

EC should take action against 'Goondas' in UP

UP police has really reached rock bottom. It was recently observed, that UP police personnel on poll duty have usurped (illegally), all reserved II Sleeper coaches in the Banaras-Lucknow route on all trains. Behaving like armed goondas, they threatened to shoot at any passengers who demanded that they be given the seats that they have paid for. Is this what we have a police force for? So that they can behave like a uniformed force of thugs? Let EC take strongest action against them. Does the citizen have no rights against such goons, who under colour of their office, think that they can rule the roost? We are lucky our army isn't like this, and is a professional, disciplined force, despite the rubbish which certain disgruntled quarters keep spouting. Imagine where our country would be then? Will EC take some action? Will the UP Police officers take some action?

Reasons for continuation of a person on sensitive post beyond policy

The appellant referred to the Railways policy for the tenure of four years for the sensitive posts for officials. He sought information about the continuation of two employees on the sensitive post beyond the policy prescription. The Commission directed to provide the reasons in the form of file noting or orders for not transferring the two employees as available on record.

Comments

The transparency ushered by the RTI Act is likely to lead to more such applications in the times to come as transfer / posting remains an area of contention in the service. It is noteworthy that section 4 of the RTI Act mandates a public authority to provide reasons for its actions to the affected persons.
