Army Chief Acknowledges Defence Ministry's Role in Policy Matters

Lordships Can't Ask me to Act as Prosecutor Against My Prime Minister: Says Attorney General

In compliance of the supreme court's directive to act as Prosecutor against Prime Minister Syed Yusuf raja Gilani in the ongoing contempt case Pakistan's attorney general Maulvi Anwar ul Haq has submitted documentary evidence comprising 469 pages in four volumes to the court. The AG also said that on the next date of hearing he is going to move an application before the court that its order directing him to act as prosecutor against the PM 'is not applicable' though in the end he will be bound by whatever decision the court gives.

Peshawar CJ's Advice to Army : Hire Professional Psychiatrists If You Can't Deradicalise Militants

Chief justice of Pershawar High Court Justice Dost mohammad Khan has advised the Pakistani army involved in fighting Islamic militants in the Af-Pak region that it should enlist services of some competent professional psychiatrists to 'deradicalise' the militants in case the army personnel have failed to do so. The CJ was responding to a statement made by Col Noor Ahmad of the JAG branch during the course of hearing of a habeas corpus petition that the army was spending its money and resources on debriefing and deradicalising the captured militants and even giving them money to start life afresh but they were rejoining the militant outfits after their release from custody. 'How come youngsters can be brainwashed by ignorant clerics but can't be deradicalised by competent psychiatrists' the CJ wondered.

MOU signed between AAI and Govt of Jharkhand
Soon the cities like Jamshedpur and Bokaro will have their airports. An MOU in this regard was signed between Govenment of Jharkhand and Airports Authority of India (AAI) on February 16,2012 in the presence of Chief Minister of Jharkhand, Arjun Munda. President of Jharkhand Mukti Morcha(JMM) and ex Chief Minister Shibu Soren was also present in this MOU signing function which was attended by other senior officers of Jharkhand Government & AAI. Speaking on the occasion, Chief Minister of Jharkhand, Arjun Munda said that work for survey of land for the airport has already started. This airport will promote air connectivity and will help in promoting economy of the state.Shibu Soren said that in addition to development of two these airports, there are plans to develop 11 other air strips in the coming year in Jharkhand. In his address V.P.Agrawal, Chairman, AAI, mentioned that state Government will provide land to AAI on priority so that after developing these airports, chartered and regular flight could start at the earliest. The operation will start with ATR-72 aircraft initially & later on once the traffic increased, operation of bigger aircraft will also start from these airports, he said.

The newspapers have reported some observations on the issue of sexually deviant behaviour- it is a sign of the changing times and indulgence therein is more widespread than thought and hence the same be legalised. By that logic, corruption too is a sign of the changing times and indulgence therein is all pervasive. Should it be legalized too?

Atrocities against kids: A matter of serious concern

We were outraged and rightly so when we learnt about the Norwegian authorities taking away two small kids from their parents and put them in foster care as they thought parents were not looking after them well. Anger poured out and our Government had to intervene to get the kids back to their parents (it seems the matter is hanging still). But
We are, as a country, so indifferent to the plight of our children. What with battered baby Falak fighting a losing battle in AIIMS and the horror stories of abuse of kids in an orphanage in Delhi are we not ashamed as a nation for the plight of millions of our kids. Every day hundreds of children go missing around the country never to be
found again. They land up in the hands of gangs who traffic them for sexual abuse or begging several studies suggest that we have the largest number of malnourished children in our country. Even countries like Bangladesh and Nepal are better than us on this score. We have a plethora of institutions looking after the welfare of the children.
There is a department of Women and Child development. There is a Commission for protection of rights of children. There are Child welfare committees overseen by courts. What have they done to improve the lot of children in this country? There are some NGOS like Bachpan Bachao Andolan who have made some difference but even their efforts are miniscule as the problem is very serious and requires attention from the top. Will someone wake up to save the future of this country?

CEC's dignity V/S political arrogance!

The standard of quality of election speeches by Indian politicians has gone down abysmally low, of late. The leaders habitually make unrealistic promises to woo the gullible voters. Such pre-election promises for providing jobs, supplying TV sets, refrigerators, cycles, bikes, Lap tops etc under their governance tantamounts to making public commitment without examining their impact on other priorities and scarce public resources. Enhanced reservations for a religious minority is another unsavoury controversy created by Salman Khurshid. This was set at rest by the CEC after former's apology. Feeling slighted, the Congress in its typical obstinacy, has launched Beni Prasad Verma, to kick up a row once again by daring the CEC on same issue. Rahul Baba took pride in tearing the manifesto of another party to pieces during a poll speech. How much intolerant, insensitive and despotic, the Congress has grown since the Nehruvian era? A double jeopardy of sort for the CEC. The Aam aadmi seeks answers to questions like : (a)Could the EC take the Congress at its face value in the context of such blatant Ethical deficit ?(b) What example in Good governance is set by the Congress through its political mis-adventurism?(c) Why has the bureaucracy turned a blind eye to the on-going tamasha ? (d) What stops the Constitutional experts and the Media from making pro-active intervention into such wrong-doings? Tall promises are made in violation of the Constitution. The Congress justifies enhanced reservation for a religious minority as part of its sacrosanct manifesto. The CEC dubs it as un-Constitutional. The moot point is: Is the Constitution of India subservient to political manifestos? General elections will be held after two years. It is high time the Election Commission prescribed broad guidelines for political parties for drafting manifestos and curbs against making un-Constitutional utterances. Their violations must attract stringent
penalties.

Reasons for continuation of a person on sensitive post beyond policy

The appellant referred to the Railways policy for the tenure of four years for the sensitive posts for officials. He sought information about the continuation of two employees on the sensitive post beyond the policy prescription. The Commission directed to provide the reasons in the form of file noting or orders for not transferring the two employees as available on record.

Comments

The transparency ushered by the RTI Act is likely to lead to more such applications in the times to come as transfer / posting remains an area of contention in the service. It is noteworthy that section 4 of the RTI Act mandates a public authority to provide reasons for its actions to the affected persons.
