Is PM's advisory council once again talking up growth?
PM Economic Advisory Council's prediction of lower inflation, higher fiscal consolidation and higher GDP growth have one thing missing higher subsidy bill due to rising oil prices and a rise in taxes to fund the Food Security Bill. Somewhere the projections do not add up high taxes and high oil prices do not add up to high growth. Is the advisory council talking up growth?

It is heard that there was a weak will on part of NCP to win the Mumbai mayoral seat in the recent civic polls. None of the prominent leaders of the party were campaigning for the elections.

Ensure economic viability of airports to attract private investments: ASSOCHAM (UPDATED)
With aviation sector facing turbulent times, industry body Associated Chambers of Commerce and Industry of India (ASSOCHAM) has called for fair valuation and viability of all stakeholders while fixing airport tariffs and creating an environment for attracting infrastructure investments.Operating viability is paramount to ensure healthy inflow of private funds in future public private partnerships (PPPs), it said in representation to the Airports Economic Regulatory Authority of India (AERA). The number of new routes added by domestic carriers in the past three years has been substantially lower than the cumulative routes added in the past ten years, said secretary general D.S. Rawat. Due to various efficiency issues, utilisation of aircraft has been low and airlines are expected to focus on this aspect before entering the next phase of fleet expansion. "Low yields and relatively lower load factors are indicator of over-supply and cut-throat competition," he said adding passenger traffic will grow at close to ten per cent compared to 17 per cent assumed by the AERA. More significantly, AERA's assumption of future passenger traffic growth at 15 per cent and aircraft traffic movement at 12 per cent seems very aggressive and should be re-visited. High growth witnessed in the past 10 years due to entry of low-cost carriers has now been tamed.

BHEL bags major contract for supply of Onshore Drilling Rigs from ONGC (UPDATED)
Bharat Heavy Electricals Limited (BHEL) has secured a major contract for supply of onshore drilling rigs from India's premier upstream oil company, Oil and Natural Gas Corporation Limited (ONGC). Valued at over Rs.774 Crore, the order is a testimony to the customer's confidence in BHEL's capabilities and technological excellence. The order envisages manufacture and supply of 6 numbers state-of-the-art 2000 HP onshore drilling rigs with AC drives. Significantly, ONGC has gone in for acquisition of new rigs after a gap of over 18 years and has opted for rigs with high efficiency AC drives in line with the latest trends worldwide. Hitherto, ONGC has procured rigs with AC SCR technology where the draw works and mud pumps, etc. are powered with DC drives. Rig operation with AC drives is more efficient than DC drives due to the high power factor of AC motors. For the above contract, the mechanical equipment will be manufactured by BHEL's Hyderabad plant while the electrics will be manufactured by the company's Bhopal plant.

Lok Sabha Speaker Meira Kumar is in Pakistan leading a delegation of Indian parliamentarians. She visited Minar e Pakistan and paid her tributes at Maharaja Ranjit Singh's Samadhi and the Shrine of Lahore's Patron Saint at Data Darbar on Friday. The Speaker of the Punjab Provincial Assembly Rana Iqbal hosted a luncheon in honour of the visiting Indian delegation. Meira Kumar expressed the hope that visits by Parliamentarians from both the countries to each other will foster better relations between them.

Shuja Pasha to go next month?
One year extension given to DG ISI Shuja Pasha last year is coming to an end on March 13, 2012 and the federal government has reportedly decided not to grant any further extension to him in view of his reported clandestine visits to some Arab countries in May last year to engineer a coup against the elected civilian government and thereafter in October 2011 to London to meet (or tutor?) Mansoor Ijaaz for the memo case. Denial of extension to Pasha may be the first major assertion by the civilian government (after perhaps the sacking of the former defence secretary) against the COAS Gen Kayani's wishes. To strike a balance however Shuja Pasha may be made the DG of Strategic Plans Division (SPD) in place of Lt Gen (rtd) Khalid Kidwai who has been holding the post for nearly 12 years.

Who will be Shuja Pasha's successor?
If DG ISI Shuja Pasha retires in March those in the zone of consideration to succeed him are Lt Gens Rashid and Zahirul Islam corps commanders of Lahore and Karachi respectively. Two others in the reckoning are Maj Gens Afsandyar Pataudi (a cousin brother of the Late Tiger Pataudi) who is presently DDG ISI and Naushad Kayani presently the DG MI. However if reports appearing in Pakistani print media are to be believed the government may spring a bigger surprise by bringing in a retired general to head the spy agency.

Troops demolish OBL house in Abbottabad
The house in which Osama Bin laden was killed in Abbottabad in a midnight raid by US Navy SEALS in May last year has been demolished by Pakistan's security forces. The operation started on Saturday night when all access points to the house were blocked by the civil police
and the troops started the demolition. According to local residents the army decided to pull down the structure as being less than a mile
from the prestigious military training academy it was a constant reminder of the humiliation for the entire security establishment of the country.

Ex Servicemen's call for fine tuning army act
Pakistan Ex Servicemen Society an umbrella organisation of over 40000 retired army officers and jawans has called for removal of certain clauses as their misuse is 'damaging the army's reputation'. The society is primarily concerned with clause 3 of Article 199 of the constitution that bars courts of law from entertaining any appeal against an order passed under the army act in the case of any individual including civilians to whom the act may be applicable. With this 'ouster clause' against the judiciary the powers available to the ISI to arrest even civilians under section 2 (1) d) of the army act, section 16 giving summary powers of removal of an officer or a jawan from service and section 133 (B) (2) (f) empowering an appellate authority within the military hierarchy not just to reduce but also to enhance the punishment awarded by the trial court (martial) to a uniformed man or even to a civilian have become susceptible to extreme misuse by men in the uniform. The society has called for appointment of a committee comprising of legal experts, retired army men and law makers to review these draconian clauses and suitably amend the law.

Minor setback for PPP in by elections
By elections for ten National and Provincial Assembly seats held recently in Pakistan have resulted in minor setback for the ruling PPP in that it has lost the National Assembly seats from Kasur and Attuck held earlier by it. While Attuck has gone to Nawaz Sharif's PML (N), Kasur seems to be heading for a repoll. The remaining eight seats have been retained by the parties who held them earlier. A notable entarant to the national Assembly is Prime Minister Syed Yusuf Raza Gilani's son Syed Ali Musa Gilani who has been elected from the PM's home town Multan.

Forget the missing persons; Government's worry is about who is leaking information on them
Islamabad police on Friday arrested six private security guards-four employed by the Canadian High Commission and two by the Australian High Commission-for collecting information about missing persons from their relatives protesting in front of the parliament House and passing on the information to their employers. The police got suspicious on observing the guards talking to the protestors and immediately thereafter making calls from their cell phones. Upon closer monitoring it transpired that the calls were being made to foreign diplomats for conveying whatever information was being gathered by talking to the missing persons' relatives. All the six were arrested and cases registered against them for criminal conspiracy (120 B of PPC) and sedition (124 A of PPC).

Yes only bureucrats be held responsbile. It is they who look their interest more than the nation's interest. Their eyes only on promotions, tours abroad and getting their children study abroad visit them on Govt expenses by making official tour, minting money in every project they approve.

Policy decisions are taken either by the ministers or by the cabinet.Secretary of the department or chief secretary advise them in taking such decisions.Advice may or may not be agreed to.However if given by the officer is against rules he should be held responsible but minister/cabinet who have actually taken the decision can not evade responsibility.

Military for Maoists & NCTC for Terrorists?

Maoism will die its natural death in due course. Naxalism is bound to end one day. But terrorism will ever be there. It being state policy of Pakistan, this low cost war will keep bleeding India so long as Pakistan remains on the world map. NCTC is no answer to such challenges. Our strategy lacks decisive and effective measures.We have a misplaced notion of offending some sensibilities. Vote bank politics colours our strategic view. Hence the need to first draw up a sturdy plan to face the terror challenge on a sustained long term basis. Political, social, religious and national leadership needs to develop consensus in this regard. NCTC is no substitute for that kind of resoluteness and political will. Let the strategy document be first prepared and discussed. Only then the next appropriate step need be taken. Even if the right legislative measure requires wait till the next Lok Sabha is constituted, it is worthwhile.

The order issued to field units go slow in processing refunds is not in good practice. It is submitted that refunds to small tax payers (income less than 10 lakhs)be processed as early as possible by IT department for AY 2011-12 as it is already delayed.It builds confidence to small tax payers for fair deal. There is no reason for delay of refunds to individuals. For companies CBDT may take proposed line of action to cover deficit in collection. Chairman may like to modify guidelines to field units for speedy disposal of refunds to small tax payers.

Its very frustating that officers are even not concerned of maintaining the minimum level of dignity also. They are tarnishing the image of a lady officer who is nice, honest to her duty and one of the most efficient officer of DoT. As far as absorption and surplus issues are concerned, we should have faith in govt and try to help the govt so that issue can be resolved.if u think that IP&TAFS is so strong which can save u or through u out of the department, then personally I am so happy but at the same time feeling pity on u...its my humble suggestion that maintain the dignity and atleast dont drag hon'ble ministers in yr petty and nonsence 'war'. Hope, ITS officers will take some positive stand.finally,come out of yr saddistic approach and move ahead with positivity, if u really want to save yr cadre. May god bless u.

"Rightful"aspirations of a cadre is alright--but not pushing oneself by instigating motivated whispers and casting aspersions on gentlemen like Mr A.K Antony and accusing the PMO for not issuing her orders of appointment ---does not show any aspiration of a Service but only her unbridled ambition and arrogance.WIC should not publish any more about Sadhna Dixit and should shun motivated whispers.

I agree with the views presented on IIT system and how MHRD is trying to interfere. Under the name of reforms MHRD is trying to hijack a fair examination system from the very honest people who have run the system for past 40 years. This move will also mean more chances of manipulation in the exam.

Reasons for not granting an appointment with the Commissioner of Police (CP)

The appellant sought to know the reasons why an appointment with the Commissioner of Police was denied to him despite his written request for appointment. He also sought to know whether he was busy; how many persons sought appointment with the CP in writing and how many were given appointment; and how many refused during the period 17.2.2011 to 8.3.2011. The PIO informed that any person can meet the Commissioner of Police, Delhi with a complaint on any working days between 12.00 noon to 1.30 p.m. for which no appointment is required. The CIC held that the respondent can only provide that information to the appellant which is held by them in material form and are not expected to create information simply to answer the request of the RTI petitioners. The CIC directed the PIO to provide the information about the action taken on the appellant's request for an appointment with the CP, Delhi; and information of persons whom the CP met in his office regarding public grievances.

Comments

With the increase in the use of RTI, every letter coming to a government office has the potential of being followed by a RTI application even on matters such as seeking an appointment. Therefore, there is a need for re-drawing the norms of working in the offices.
