of international relations and terrorism studies at King's College London
argued that those who term Pakistan a 'failed state' are far from truth.
Giving a sketch of his forthcoming book 'Pakistan A Hard Country' Prof
Leiven felt it unfair to compare Pakistan with Afghanistan, Chechenya
or Somalia as Pakistan has a resilience which no failed or failing state
can ever have. You can't compare Pakistan with Iran either as unlike
Iran Pakistan has a vibrant cultural diversity and is not a cultural
monolith. 'Pakistan's strength' Lieven feels, 'lies in its resilience
and the roots of its resilience are in its diversity'. It is this diversity
and an underlying popular will to preserve it which keeps Pakistan from
collapsing as a state.
Army demolishes Jinnah's heritage literally
this time
Engineers from Pakistan Army's Corps V have demolished portion of a
wall of the Jinnah House Museum in Karachi despite the building being
a national monument protected under the heritage conservation and protection
of antiquities laws. Originally built in the second half of 19th century
by a Parsi family of Karachi the building was purchased by 'Mohammad
Ali Jinnah, Barrister at law, Bombay' from Sorab Kavasji and Binu Katrak
in 1944. When partition took place the Qaid's belongings were shifted
here from his houses in Bombay and Delhi and following his death his
sister Fatima lived here right upto 1964. In 1985 the government of
Pakistan acquired the building, restored and declared it a national
monument protected under law. Director of the Jinnah House Museum Naheed
Zehra has in her report to the department of culture confirmed that
the army engineers have willfully damaged the structure for which they
are liable to imprisonment up to three years and fine up to Rs 100000/-.
Apex Court heat on law makers, Election Commission
Pakistan's supreme court on Monday suspended the membership of 28 law
makers as the government has failed to bring about a constitutional
amendment 'within the given time frame' to validate their election which
according to the apex court has been held on the basis of 'unverified
and bogus voter lists'. The law makers affected include 9 MNAs, 3 senators
and 8 members of the Punjab provincial assembly, 4 from Khyber Pakhtunkhwaha,
2 from Sindh and 1 from the Balochistan provincial assembly. Significantly
two federal ministers, Finance minister Abdul Hafeez Sheikh and Petroleum
minister Dr Asim Hussain are among the three senators suspended by the
court.
Confrontation building up between SC, ECP
The Election commission of Pakistan (ECP) and the apex court seem to
be heading for direct confrontation. Disregarding a directive of the
apex court given on 19th January that no by-elections should be held
until the voters' lists are duly verified and corrected the ECP has
issued notification for 6 seats in the National Assembly and 4 in the
provincial assemblies on 25th February. ECP has also published the schedule
for holding elections for the upper house of the Parliament (Senate)
on 2nd march as half of the members of Senate are retiring on 12th March
and the seats can't be left vacant as per law. Meanwhile cricketer turned
politician Imran Khan and a TV anchor Mubashir Lucman have filed two
separate petitions before the supreme court praying for staying the
proposed election schedule of the ECP.
Pakistan to export sugar
Pakistan who had to import 1.2 million tonnes of sugar because of fall
in domestic production is all set to export at least 100000 tonnes during
the current crop year. The domestic production of sugar is expected
to be around 5 million tonnes against the likely domestic consumption
of little over 4 million tonnes. Confirming the news Khizr hayat an
officer of the Trade Corporation of Pakistan has said that the modalities
for export whether to be through the trading corporation or through
private channels are being worked out.
Punjab government's MoU with Google
Pakistan's Punjab government has signed an MoU with the search engine
giant Google 'to promote archaeological sites of the province using
Google maps'. After the signing ceremony Chief Minister Shahbaz Sharif
expressed the hope that the MoU will boost tourism in the province and
also 'remove misconceptions about the country'. Financial implications
of the MoU have not been made public so far.
PR for expansion of PPP model
Enthused by the success of Lahore -Karachi business express Pakistan
railways are considering outsourcing commercial management of more trains
to private sectors. The trains under consideration for the joint venture
are; Lahore - Rawalpindi Subuk Rafter train, Shaheen Express between
Sialkot and Karachi, Super Express between Malakwal and Karachi and
Fareed Express from Lahore to Karachi via Kasur. In addition, a new
express train Shalimar Express between Lahore and Karachi is to start
under private commercial arrangements in the third week of this month.
Imprudent investment in stock market haunt
CDA
Some imprudent investment decisions taken by Islamabad's capital development
authority way back in 2007 continue to haunt the civic authority. Flushed
with huge surpluses the CDA top brass had invested Rs 1.108 billion
in purchasing shares the market value of which has now reduced to just
Rs 409 million, i.e. nearly 30% of the invested amount. Financial and
legal experts including Senator SM Zafar who recently raised the issue
in the upper house of Pakistan's parliament are of the view that in
taking the decision for such huge investment of its reserves in the
Karachi stock exchange the CDA top brass had violated guide lines issued
by the federal finance ministry on the subject. Pakistan's Auditor general
has already criticised the decision and asked for a NAB or FIA probe
to fix responsibility.

NIESBUD & IFC roll out Innovative TOT
programme for MSME Sector (UPDATED)
The National Institute for Entrepreneurship & Small Business Development
(NIESBUD), an autonomous institution under the Ministry of Micro, Small
& Medium Enterprises, Govt. of India has, in the presence of the
Union Minister of MSME Virbhadra Singh, signed a Memorandum of Understanding
(MoU) with the International Finance Corporation, a member of the World
Bank Group, for jointly undertaking different Projects relating to entrepreneurship
development in India.
Accordingly, NIESBUD will collaborate with the IFC in conducting Training
of Trainers (TOT) programme for strengthening the training skills of
MSME Trainers so that they are in a better position to impart training
and thus facilitate sustenance of this vital sector of the Indian Economy.
The ultimate objective is to create a cadre of Master Trainers who would,
in turn, replicate the model to impart training for MSME Sector in a
much bigger way. Speaking on the occasion, Singh elucidated the crucial
role of the MSME Sector in achieving different socio-economic objectives.
The Hon'ble Minister also elaborated the necessity of equipping the
workforce of the country with the required skills for enabling the country
to reap the demographic dividend. The officials present on the occasion
expressed the hope that the programme(s) will go a long way in improving
business skills and knowledge transfer, measuring outcomes through ensuring
application of the acquired skills and building a professional community
among MSME trainers. They included R K Mathur, Secretary (MSME); Amarendra
Sinha, AS & DC (MSME); Arun Kumar Jha, Director General, NIESBUD

It is quite common place for elected people to address their seniors
in age in the civil service as 'Sir'. Akhilesh Yadav, MP and young ministers
have done so, out of respect for age. I think it adds to the stature
of the political leader if he does so.

CEC brought laurels to EC and democracy
This is with reference to MG Devshayanam's post in forum (WIC - Feb
6, 2012) taking umbrage at the whisper of Feb 2 regarding CEC Qureshi's
perceived political leanings towards the Congress party led by Mrs.
Sonia Gandhi. Devshayanam has every right to shower praise on Qureshi
out of his love and affection for his once upon a time junior
colleague in the Haryana cadre of the IAS but that need not make him
oblivious of the fact that there is a wide spread popular perception
about Qureshi's leanings towards the Congress party as some of his orders
particularly in the context of Assembly Elections in UP are seen to
be less than fair towards congress's main opponent the BSP. If Devshayanam
can call the whisper under question 'foolhardy' he should pause and
think whether the EC's directive to cover all statues of elephants could
be called by any other name. EC's objection to a certain political leader
canvassing in a particular type of vehicle because it is called a 'rath'
which term has religious overtones too doesn't do good to the EC's reputation
even if the objection was withdrawn subsequently. One only hopes Devshayanam
doesn't consider these as examples of the CEC having brought "laurels
to the Election Commission and to democracy itself".

have gone through the predictions made on your site about U P elections
but my reading as a para-psychologist and astrologer is different as
I am giving you the seats as under:
1. SP- Around 145
2. Congress + allies- Around 70

5. Others/independents- around 8-13.
Congress Govt in Punjab but possibility of Congress in Uttarakhand
I have already twitted about 2-3 weeks ago to known journalist like
Barkha Dutt and others about my reading about the elections for UP,
Punjab and Uttarakhand.
Let's see how the results finally come this time but since more than
one and a half decade whatever I predicted about elections has came
true. I am the person who had predicted Congress Government at Centre
with Manmohan Singh as PM and Mrs. Sonia Gandhi not as PM and this was
published in The Hindu Daily in Delhi on Feb 5, 2004 much before the
election.

PMO's blunders are multi-ministerial
Recently PMO colluded with Ministry of Railways (MoR) in misinforming
PM. In Nov.2011, the PMO wrongly aligned with MoR's unconstitutional
proposal for promotion to the posts of General Managers in Railways.
While DOPT, ACC & Cabinet Secretary had not agreed with MoR's illegal
proposal; PMO was hoodwinked by MoR. The well established systems of
checks and balances, inherent in the constitution, are repeatedly mis-used/
abused by top bureaucrats & politicians alike, that too at the apex
levels in the Government of India. It's shameful.

Number of viewers may not be equated with number of hits that WIC scores.
Perhaps, correction by a factor of 10 to hits scored will provide an
indication of true size of actual viewers!
Be that as it may, viewers are appalled at wrong attribution and blatant
mix up of name, photograph and sex of persons, which occurs frequently
in these columns.
Also, photographs of persons, who are no longer in the Board of organizations
that feature in these columns, continue to be displayed, which is misleading,
especially when incumbency status has been reported in same columns!

People need clean water, food, administration
Lot of dust is kicked up in polity. The times are changing in the world
and most of the people realising their rights need clean water/food/administration.
The government has ministries spread over but nothing concrete has come
up even after 63 years of independence the role of corrupt is the order
of the day and they rule people with open eyes and never had shame.
It is time. Say time is very short. Act now.

Fix deadline for disposing Court cases
When the number of cases pending in various Courts are increasing day
by day, the Courts are setting time limit for various Government duties/procedures
but there is no time limit set for the court cases to be finished. It
must be clearly fixed and strictly followed. Regarding reasons for the
common man rushing to the Courts, main reason is that there is no proper
public grievance redressal mechanism. Each department and each public
office should have this mechanism which may greatly reduce the public
discontent over Government functioning. People don't even know, how
their problems could be resolved mainly due to cumbersome procedures
and hundreds of statutory forms to be filled up and so many agencies
involved. Single Window clearance is followed only for the rich and
powerful and not for the common man. Hence this has to be addressed
seriously. Then only the Government will enjoy the credibility of transparent
and
corrupt free admn.

On "IAS in AP up in arms"
This is apropos to whispers news item "IAS in AP up in arms".
Whispers is more liberal in reporting this news that IAS in AP demanded
Ministers and politicians should also be responsible for policy decisions.
In a face saving exercise following arrest of three senior IAS officers
including Principal Secretary (Home) and inclusion of three serving
IAS in a chargesheet filed by the CBI, AP IAS officers President Mohapatra
tongue slipped at a Press Conference two days ago while vehemently venting
his comrades' emotions that "CBI catching only small fishes (IAS
officers) and not big fishes (political
bosses)" and added further that Ministers and politicians should
also be responsible for policy decisions. He himself admitted that the
arrested accused stalwarts are small fishes who were instrumental in
financial mismanagement in APIIC. Their agony is not understandable
why APIIC's stake reduced to 6.5% from 26% overnight without approval
of even APIIC Board. The silver line for arrested Ex-Principal Secretary
(Home) B P Acharya is, APIIC's PPP partner, EMMAR named a road after
him (Acharya Marg) in the township for his act of benevolance.

PCS officers not getting benefits
Poor PCS officers are not getting any benefits in this country. Though
they are recruited directly by the Provincial Public Service Commissions
as senior Class II officers and are eligible to get the IAS in 8 years,
it takes more than 24 years to do so and many are retiring without becoming
Divisional Commissioners. In comparison, recruits selected as Class
III Inspectors by Staff Selection Commission are far better off, the
Inspectors of Customs and Income tax retire at the level of DIG/ Divisional
Commissioners.

Serious discussion needed
Has anyone given a thought how such indiscriminate disclosure is going
to affect the working of the government? No senior bureaucrat wants
to write about an issue on the file for the fear that it may be misinterpreted
late. Disclosure of file notings is adversely going to affect the morale
of the officers who are writing such notes. It needs serious discussion
whether uncontrolled disclosure should be allowed.

New rules of the game
We are being handed over new rules of the game." Office is responsible
but not its head". "Loss to the public exchequer is not a
criminal act per se. '"One may be a party to any wrong decision
but one is innocent for that wrong decision'. One is really confused.
These judgements are clearly going to throw out whatever little remnant
of the term 'moral responsibility' is left. Minister is not responsible
for the wrong decision because he was not advised correctly. Who advises
him ? The
Secretary who in turns get advice from his Joint Secretary. Director
is the one advising the joint secretary who can pass on the buck to
the under secretary. To protect the Undersecretary there is Section
officer. But then the section officer went by the note of the assistant.
So catch the poor assistant. He appears to be all powerful in the decision-making
process. Funny. No quite a dangerous proposition. God save Indian Administrative
system !

Both have been dealt with so differently
Madhavan Nair and Chidambaram both had been found guilty of compromising
national security and frittering away of national resources of the same
type in the Antrix Dewas deal and the 2G deal respectively. Both have
not been any ulterior motive yet. All the same, both have been dealt
with so differently. As the two are identically placed should they not
have been given similar treatment?

Process of appointment of Ambassadors to be disclosed
The applicant sought various information from the Ministry of External
Affairs (MEA) like the budget allocated to various divisions; salary
and allowances being paid to the staff in Indian embassies; appointment
process of Secretary/ Joint Secretaries/ Ambassadors; minutes of meeting
of the Committees in MEA dealing with the above appointments etc. The
PIO suggested the applicant to refer to some information available on
the website of the MEA. The PIO further
informed that the appointment is as per the procedure laid down by the
Government of India and as it involves examination of the ACR records
of the officers, it cannot be provided under Section 8(1)(j) of the
RTI Act. The minutes of meeting of the Committees in MEA dealing with
the above appointments was denied under section 8(1)(a) of the RTI Act.
The Commission accepted that it would not be in the national interest
to disclose the quantum of allowances paid to the staff exemption under
Section 8(1)(a) was upheld. The Commission, however, directed to provide
the process of appointment. The PIO states that there are three boards
for dealing with personnel and postings. The Commission directed to
provide the information on these and minutes of the last three meetings
of these board.
Comments
The process of appointment /posting at the senior level has been talked
out in whispers in the power corridors. Officers from other services
are also likely to use this order to remove the wall of secrecy surrounding
such appointments.
