Railways Minister visits SAIL's Bhilai Steel Plant (UPDATED)
Dinesh Trivedi Minister for Railways, visited Bhilai Steel Plant of Steel Authority of India Limited (SAIL) on February 8,2012. He was accompanied by Minister of State for Railways K.H. Muniyappa, Railway Board Chairman Vinay Mittal, Member (Engg.) A.P. Mishra, and other senior officials from the Indian Railways. In his address to Bhilai employees, Trivedi appreciated the success of the long business relationship between the Indian Railways and SAIL and acknowledged that it was being strengthened further through the continuous initiatives being taken by SAIL & Indian Railways to meet the growing requirements of the Railways, both technical and volume-wise. "SAIL plants like in Bhilai occupy pride of place in India's industrial firmament and SAIL and Indian Railways together are strengthening the foundations of the country," he remarked. Muniyappa complimented Bhilai employees for their achievements and observed that SAIL and Indian Railways have to grow and progress together. SAIL Chairman C.S.Verma stated that SAIL is proud to contribute about 7% of the total freight business of the Indian Railways in India, in both volume and monetary terms. Describing Indian Railways as SAIL's "most important customer", he added that "SAIL is already the sole supplier
of rails to the Indian Railways including long rails of 260 metres. SAIL till date has supplied more than 16 million tonnes of rails to the Railways, with a total rail length of around 4 lakh kilometres, enough to encircle the earth 9.5 times, Verma addeded. The bond has been further strengthened with collaborative efforts with IR, such as -a JV with RITES to set up a wagon manufacturing unit at Kulti in West Bengal to annually manufacture 1,200 wagons and undertake rehabilitation of 300 wagons; and an MoU signed with BSCL and feasibility study completed for setting up a wagon components manufacturing factory at Jellingham, West Bengal on a JV basis.SAIL is investing Rs. 1,600 crore in a new state-of-the-art Universal Rail Mill of 1.2 million tonne capacity being set up at Bhilai. The mill, which is likely to be operational by next year, shall produce single 130-metre rails, with a provision for welding them up to 520-metre lengths. Moreover, the mill
has been designed to produce heavier rail sections up to 75 kg/m and head-hardened rails for the first time in India.

Will CBDT issue directives for early assessment of AY 2011-12

New Chairman CBDT has taken over on 1.2.12 and pace of the work still to be seen. May I request for necessary directives to IT department for finalisation of assessment for the AY 2011-12 before closing of FY 11-12 in order to reduce the arrears of work.

Government is supposed to be a model employer

The Government was supposed to be model employer. Many ITS have joined this cadre by leaving very lucrative jobs of MNCs and very healthy PSUs of GoI. But in the middle of their career now great GoI is asking them to quit ITS and join PSUs which are making losses and facing unequal and biased competition from rogue private telecom operators
(it is proved from latest SC judgement). If ITS are not joining ailing PSUs voluntarily then they will be coerced to do so otherwise will be repatriated to DoT and will be kept idling and later on will be declared surplus. What a wastage of highly skilled and dedicated Human Resources.

It would not be a surprise

It would not be a surprise if Shekhar Gupta does get the Rajya Sabha nomination. Afterall he has been working for this now for quite sometime. His articles arguing for no scam in Commonwealth games, his criticism of CAG for the 2G spectrum report and generally his defence of establishment and blocking publication of what could show the
Government in poor light are all done with a purpose. In UPA1 he managed to get Padamshri for his efforts to oblige the powers that be by doing this. It was he who blocked the, I learn from authentic sources, the publication of actual papers which revealed how the then Minister Culture and now I&B minister covered up her own omission in cohoot with senior officers by telling lies and punishing an innocent officer in the Sethu Samundram Affidavit case-again on a petition
filed by the indefatigable Subramaniam Swamy. Knowing that his articles are not objective many of us have stopped reading him.

Process of appointment of Ambassadors to be disclosed

The applicant sought various information from the Ministry of External Affairs (MEA) like the budget allocated to various divisions; salary and allowances being paid to the staff in Indian embassies; appointment process of Secretary/ Joint Secretaries/ Ambassadors; minutes of meeting of the Committees in MEA dealing with the above appointments etc. The PIO suggested the applicant to refer to some information available on the website of the MEA. The PIO further
informed that the appointment is as per the procedure laid down by the Government of India and as it involves examination of the ACR records of the officers, it cannot be provided under Section 8(1)(j) of the RTI Act. The minutes of meeting of the Committees in MEA dealing with the above appointments was denied under section 8(1)(a) of the RTI Act. The Commission accepted that it would not be in the national interest to disclose the quantum of allowances paid to the staff exemption under Section 8(1)(a) was upheld. The Commission, however, directed to provide the process of appointment. The PIO states that there are three boards for dealing with personnel and postings. The Commission directed to provide the information on these and minutes of the last three meetings of these board.

Comments

The process of appointment /posting at the senior level has been talked out in whispers in the power corridors. Officers from other services are also likely to use this order to remove the wall of secrecy surrounding such appointments.
