HAL signs MTA follow on contract with Russian Partners (UPDATED)
Hindustan Aeronautics Ltd (HAL), the aerospace major, signed the Preliminary Design Phase (PDP) Contract with the United Aircraft Corporation - Transport Aircraft (UAC-TA), the Russian partner and their JV-Multirole Transport Aircraft Ltd (MTAL) for the Multirole Transport Aircraft (MTA) project as a follow on contract of the General Contract signed between the three parties in May 2012. "With this HAL and UAC-TA will start the preliminary design work immediately at Moscow. HAL design team consisting of 30 designers will be positioned at UAC-TA", says R K Tyagi, Chairman, HAL who was present on the occasion. The primary objective of the project is to achieve self-reliance in design, development and production of aircraft of this size and also to manage the programme with international collaboration and large number of global suppliers, he adds. The contract was signed by T Suvarnaraju, Director HAL (Design and Development) and SVelmozhkin, General Director, UAC-TA. An Inter Governmental Agreement was signed on November 12, 2007 to design, develop and produce the multi-role transport aircraft in the 15-20 tonne class, jointly by the Indian and Russian agencies (HAL and UAC-TAS) to meet the requirements of 100 aircraft for the Russian Air Force, 45 aircraft for the IAF and 60 for other countries. The total requirement for the present is 205. On completion of the agreed work share of the PDP Contract in 10 months, Detail Design Phase (DDP) Contract will be signed to complete the design and development of MTA. The aircraft will be designed for cargo / troop transportation, paradrop/air drop of supplies including 'low altitude parachute extraction system' and is to be co-developed by HAL, UAC, and Rosoboronexport of Russia, through MTAL.

FDI is befitted Policy of Government

FDI is befitted Policy of Government, especially, prospective decision of the Cabinet as a whole and PM in particular. People and Political parties must come out very sincerely to voice for in favour of FDI in India at this phase Indian Polity and progress. Had it been back in 1991, India would have been much far in prosperity than China. Opposing IBM and Coca Cola 40 years back, they got their establishments in China and hence China has gone 20 years ahead of India. Atleast this time, all parties must back Govt. and let the FDI play its role of prosperity in Indian people and bring the country on the top of globe. When mobiles were launched in India, the action was opposed also, but now it is a life's instrument which make our relatives and friends very closed to each one. I am a strong supporter of FDI.

Policy and decision making paralysed

Kanakasabapathy , policy and decision making has been paralysed every where in the country especially after the recent spate of scams. The rules/regulations are meant for babus but these days decision makers are trying to carve themselves around rules/regulations. No body wants to take responsibility, even if it meant good for the general public and within their statutory powers. Every body is afraid that his one word or a sentence on a file today can be read negatively at a later date by the investigative agency. The best part of it is that the members of the Government constituted Committees are also afraid
these days in the background of the Coalgate scam.

The statement of PM in the gathering of Police Officers from CBI and State-level Anti-corruption Bureaus on Wednesday that the Government is examining the prevention of corruption act to protect honest public servants more effectively; and we need to ensure that even while the corrupt are relentlessly pursued and brought to book, the innocent are not harassed, is made with honesty and determination of a honest and steadfast Bureaucrat turned Politician, in actual the bureaucrats in Government and his team of politicians behave differently. In the MOSPI action has been taken against an honest whistleblower.

Sad state of Affairs ?

Here, you write about files regarding promotions and transfers of GM and HAG level in Railway Ministry. Certainly, this took time in Chairman or Minister's Office. These are senior level promotions/transfers But you see, in some Ministries and Departments, transfer of LDC, UDC, PA/PS, or even Peon/MTS (outsource persons) are transferred by Joint Secretary or by Secretary. I would say that these are petty matters in GOI. These should be done at the level of Under Secretary or Deputy Secretary. JS and above level officers are here in GoI for taking Policy decisions or making GOI Policies. Is it not true?
