on either side are not to be blamed for the delays. It is whispered
that Delhi Press Club is unable to decide on the composition of its
delegation, because some of its Executive Committee want to take spouses
along and even those who are not in the EC are lobbying to be on the

As many as six officers of Indian Administrative Service (IAS) have
been transferred and posted at different places in Haryana. Accordingly,
Ashok Khemka (1991) has been posted as MD, Haryana Seeds Development
Corporation while Anil Malik (1991) was assigned an additional charge
of DG, Sports and Youth Affairs, Haryana and Arun Kumar Gupta (1992)
is DG, Secondary Education, Haryana and Special Secretary of the same.
Similarly, Subhash Chandra has been posted as Secretary, State Human
Rights Commission, Haryana; Brijendra Singh as MD, Haryana Warehousing
Corporation and Vikas Yadav has been appointed as Joint Secretary, Revenue
& Disaster Management and Health Departments as well as Director,
Consolidation of Holdings, Director, Land Records, Haryana, Special
Collector (HQ) and Special LAO, Haryana.
Orders of R N Sinha as ED (Mktg), CCI issued
Orders of Ramendra Nath Sinha for the appointment to the post of Executive
Director (Marketing), Cement Corporation of India Limited have been
issued. Sinha brings with him his 27 years experience of cement industry.CCI
is expected to make a turnaround.

Press Council of India Chairman, Justice Markandey Katju has warned
all the newspapers in the country of violations of the norms of journalistic
ethics and legal action if they continue damaging any person with malice
aforethought. The Chairman has instructed the newspapers after taking
cognizance of a false news item published in a local newspaper in West
Bengal about an IAS officer of Karnataka cadre.

I do not know whether FDI in retail will benefit the farmers or not,
it will harm the small grocers or not. But I fully support FDI in retail
because I am a government servant. On the name of improvement in services
being offered by various government department people supported the
corporatisation of government departments and thereafter privatisation
without thinking for livelihood of government employees. Now it is my
turn to get world class services in the field of retail business then
why should I worry for livelihood of grocers? FDI in retail is welcome.

"Misuse of Discretionary Powers"
GoI ministries/deptts are misusing their discretionary powers in appointment
of Consultants on contract basis by reemploying favourite retired employees.
The contractual appointees are deployed on regular work rather than
time-bound assignments. They receive handsome remunerations along with
full pension. In some ministries, they have been serving for as long
as 5 to 7 years.

Very Good step of the Government to appoint an excellent, honest and
benign Officer - S S Rana to the post of DG (Vig.), CBEC. His caliber
will be really useful for the government at this juncture. I, personally,
extend my warm greetings to Mr. S.S. Rana and wish him all round success
in his challenging new assignment. May God bless Rana with courage,
enthusiasm and zeal to meet the challenging jobs, ahead in his life,
with bold and sincere actions resulting thereby to gain appreciation
