One of the towering personalities in the Indian Bureaucracy Ashok Chawla
will inaugurate the Mid Career Training Programme Phase V 2012 for the
IAS officers in LBSNAA Mussorie on Monday. Ashok Chawla who is presently,
Chairman of the Competition Commission of India has held many important
positions including Finance Secretary and Civil Aviation Secretary in
the Government of India. Chawla is a 1973 batch IAS officer of Gujarat

Kumawat is now Vice Chancellor
Former DG BSF M L Kumawat has been appointed as the Founding Vice Chancellor
of the Sardar Patel Police, Security Justice University ,Jodhpur by
the Governor of Rajasthan. This is the first University of its kind
not only in India but South Asia devoted to study of Security, Police
and Criminal Justice related issues and research in this most turbulent
part of the world. Earlier in 2008, the Union Cabinet also approved
the establishment of the National Police University which continues
to be one of the major projects of The Union Home Ministry and a part
of Prime Minister's Police Mission. The proposal incidentally was mooted
by Kumawat . He is former 1972 batch IPS officer of Andhra Pradesh cadre.
Pandey to be JS, Commerce ?
Sudhanshu Pandey is likely to join the Government of India as Joint
Secretary Commerce. He is a 1987 batch IAS officer of J & K cadre.

Press Council of India Chairman, Justice Markandey Katju has warned
all the newspapers in the country of violations of the norms of journalistic
ethics and legal action if they continue damaging any person with malice
aforethought. The Chairman has instructed the newspapers after taking
cognizance of a false news item published in a local newspaper in West
Bengal about an IAS officer of West Bengal cadre.

Results of Geologists Exam-2011 declared (UPDATED)
Union Public Service Commission (UPSC) has declared final results of
Geologists Exam-2011. As many as 260 candidates have been recommended
for the appointments in category-I while 65 in category-II.

Alert: CBDT
Congratulations for first step about TDS filing by the deductor.
Income tax Department has published big advertisement for filing TDS
statement in time and imposing levy of Rs. 200/per day for delay in
filing TDS statements. But again CBDT is missing fine prints of mismatch
in 26AS. Unless correct TDS statements are filed, it should invite levy
of Rs. 200/per day. It is just like appearing in exam is not sufficient
unless you pass the examination. Similarly, unless the TDS statement
is filed correctly by the deductor it should continue to invite the
proposed levy. Tax payers can only be sure if his TDS account is properly
credited in his 26AS statements. IT department looks for matched entries
only. All the best for right approach making TDS deductor responsible
for filing correct TDS statements.

Who is lucky guy ?
Who is the "lucky guy "on which the so called corporate house
(again a mystery) has bid 100 Cr.? Pl publish the ongoing rates for
other posts as well. I feel relieved as till now only State Govts. Were
being blamed for 'Transfer mafia' or scam. It appears that those state
level politicians & bureaucrats have graduated to Center and have
started the business. I recently heard that a Joint Secretary level
officer, recently to central deputation from a state, has started his
game in the ministry. With such officers at the helm of affairs, do
we need FDI to be blamed for our woes.

Shortage of staff in govt jobs
Do you know that for the past quite some time recruitment at all levels
down under in the Government of India has reduced a lot and almost stopped.
There is a shortage of staff down below. The pyramid has become top
heavy. You should give credit to the Section/Branch level officers who
are somehow or the other performing their duties. They are doing duties
like despatching letters, doing typing work, making photo copies washing
their utensils etc. in office, in addition to the long notes which they
have to record on files.
The people at the top level continue to remain feudalistic and try
avoiding to look into the problems down below. They somehow want to
get their tenure completed, get their promotions on time and then retire
smoothly along with their retiral dues. They are preaching the culture
of sub-contracting of government work. The Data Entry Operators have
no loyalty as every year the contractors providing manpower gets changed.
What is the alternative you suggest?. In India we have 1% of government
servants to population. In China it is 4%, USA 5% and Canada 7%. The
World Bank tells us that we are overstaffed.
