Why delay in appointment of Deepa Krishnan
?
Mystery shroud in the delay of the appointment of Deepa Krishnan for
the post of DG, Central Economic Intelligence Bureau. Post has been
lying vacant since July but the appointment of 1977 batch IRS (IT) officer
has not een made.
Krishna to join CBI ?
A Y V Krishna, DIG (NR), Assam, Tezpur, is likely to be inducted as
DIG in Central Bureau of Investigation (CBI). He is an IPS Officer of
1995 Batch who belongs to the Assam Meghalaya cadre.
Deputation tenure of S Narayanan extended
The Appointment Committee of Cabinet has approved the extension of deputation
tenure of S. Narayanan for one more year in his present post of Regional
Deputy Director of Wildlife Crime Control Bureau, Southern Region, Chennai.
He is an IFS Officer of 1997 batch belonging to Haryana Cadre.
Karnataka is short of 80 IAS officers
As against the authorized strength of 299 IAS officers in Karnataka,
only 219 IAS officers are presently serving the state.
Praveen Kumar applies for ED
Praveen Kumar, SP (Naxal), Jharkhand Police has reportedly applied for
the post of Deputy Director- Enforcement. He is an IPS officer of 1998

Director, Finance (Stores), Railway Board and B Singaiah, IRAS/SAG,
on return from deputation, was appointed to SCR and posted as ADRM/Secunderabad.
Similarly, V Chandrasekhar Rao, IRAS/SAG/SCR, has been transferred and
posted as ADRM/Guntur/SCR; R D Tripathi, SAG/IRTS/CC, as COM/CHOD on
Central Railway Itself; Ravinder Kumar Tandon, SAG/IRTS/WR, as COM/CHOD,
on Western Railway; C P Sharma, SAG/IRTS/CR, transferred to Western
Railway and posted as CCM/CHOD.
7 posts in Madras High Court vacant
As many as seven posts of Judges have been lying vacant in Madras HighcCourt
against approved strength of 60. The vacant posts include one post of
Permanent Judge against approved strength of 43 and six of Additional
Judges against approved strength of 17.

Staffing pattern in govt offices defies logic
The present staffing pattern in Government offices defies logic. The
top has become heavy-an inverted pyramid !!The senior officers keep
more numbers of support staff than what they are entitled to. This has
created pressure on the junior officers and the section. The existing
practice of "outsourcing" the clerical services should be
stopped immediately. Similarly taking officers on 'Secondment"
from other deparments/PSU/Banks (resorted to by many dept.including
CVC) should also be stopped.If there is a shortage of staff,Govt. should
make fresh recruitment.

Why are government decisions under UPA-II ,sought to be justified politically
at Media conferences by the ubiquitous Congress spokespersons? Are politicians,
one wonders, privy to decision making ? As per GoI Office Manual , officers
of the level of Joint Secretary and above, are authorized to brief the
Media and defend government's actions on merit. In some cases, the Information
Officers attached to ministries used to brief the Media. Not , any longer!.
Why have departures been made from the normal practice? This raises
suspicion in public mind about the credibility of decision making process
in GOI. Are decisions being taken on political considerations rather
than merit? At least, so it seems ? Has the political Executive lost
faith in the permanent Executive?

A blessing for WB bureaucracy
The west Bengal Government should not have asked the return of Rajiv
Sinha, IAS who is working well with UNICEF. However, the return of Sinha,
my esteemed colleague will be a blessing for the West Bengal bureaucracy.
He is an upright, hard working, intelligent and down to earth officer
who has delivered excellently wherever he has worked. I wish him all
the success.
