Stand of an IRS officer vindicated
The phrase 'forensic accounting' has become a part of the lexicon today.
The pioneer of this India, an officer of IRS posted in Ministry of Finance
in late 1990's stands vindicated since the Govtin 2000-2001 sent him
on leave saying "what is this nonsense'' This after a number of
industrial groups were caught skimming of money in the garb of sundry
debtors and loans and advances, so much so that RBI was compelled to
issue directions to banks not to permit loans at a rate of interest

We will take up dual regulation issue with
concerned ministries' (UPDATED)
Consumer Affairs Secretary, Pankaj Agarwala has said that the Department
will soon take up the critical issue of dual regulation vis-à-vis
packaging norms with the concerned ministries to iron out the element
of dualism in its legislation. He was speaking during an ASSOCHAM event
held in New Delhi. "I propose to take up the issue of dual regulation
with my colleagues in other ministries to resolve the issue of dual
regulation as we do not intend to have overlapping jurisdictions,"
said Agarwala while inaugurating the 'Packaging Summit' organized by
The Associated Chambers of Commerce and Industry of India (ASSOCHAM).
"When we look at the packaging as an industry, we intend to follow
a flexible approach rather than a rigid regulatory environment that
has been created unintentionally," said he. "I do concede
that if we balance and harmonise the interest of the consumer with the
producer's ability to innovate and compete in the market place then
we would probably touch upon the ideal situation." J K Dadoo, joint
secretary, Department of Commerce, said "the annual turnover of
packaging industry which contributes to over five per cent of India's
gross domestic product (GDP) is likely to reach from the current level
of about $14 billion to about $50 billion by 2020." ""The
small and medium sector accounts for about 85 per cent of the total
22000 packaging industries in India," said the joint secretary.
N C Saha, Director, Indian Institute of Packaging (IIP), said "IIP
has taken a lead to study and review the existing system of distribution
of mid-day meal scheme, for packing in hygienic conditions for the school
children. Developing alternative packaging material, using natural fabrics
like jute and coir." Amid others who spoke during the ASSOCHAM
summit included: S K Jindal, Chairman, ASSOCHAM Investment and Investors'
Protection Committee and D S Rawat, Secretary General.

union cabinet reshuffle are ruled out till 'Dushehra pooja'. Meetings

Persistent problem
Subjectivity in APARs seems to be a persistent problem to do away with
the careers of some outstanding officers. In a recent case, an officer
was serially getting outstanding/ very good. But suddenly the officer
was given good in the previous year, which is considered unacceptable
for promotions to HAG etc. This happened mainly due to earlier shoulder
rubbing in official matters with the reporting as well as accepting
officials. I will appreciate if some knowledgeable senior officer throws
light as to how such cases are dealt in DPC? What are the options with
the officer to challenge this situation, including bringing the matter
into notice of DOPT, CabSec etc. ?

Reduce number of IAS officers
Frequently you are giving news about the shortage of IAS officers in
the states. Cadre strength has been unnecessarily inflated for the officers
to get promotion. Many IAS officers are enjoying life without doing
substantial work "Zombies". Country is already burdened by
the existing IAS officers. There should be an independent assessment
by a professional agency to ascertain the real number of IAS officers
needed and cost to Government in maintaining an IAS officer (Not salary
alone). There should be drastic reduction in the number of IAS officers
to increase the efficiency of the system and reduce corruption. Pl.
don't spread the wrong impression about shortage of IAS officers.

Switch over to officer pattern
One way to increase efficiency of output is to switch over to officer
pattern of functioning. Each Officer be provided specific items of work
following SIU norms, complete monthly assignment in addition to the
sudden work that springs up. Services of a Stenographer, a clerk and
1/2 Peon and 1/2 Daftry be provided so that record management does not
suffer. Provision of leave reserve would be a must.
