President Pranab Mukherjee felicitates NSIC (UPDATED)

National Small Industries Corporation Limited (NSIC) has been always been conscious of its responsibilities and duties towards the society. HUDCO reduces lending rates by 25 basis points (UPDATED)
Housing and Urban Development Corporation Ltd. (HUDCO), the Public Sector major, has effected a reduction in its lending rate by 25 basis points in its floating rate, on most of its lending portfolios of Housing and Urban Infrastructure development projects. With this reduction, the floating interest rates for EWS and LIG categories of Housing would range from 8.25% to 8.75%. For other Government and Public Sector agency housing projects and infrastructure projects such as water supply, sewerage, solid waste management, roads and transport, etc. the floating rate of interest would henceforth range between 11% for State Government direct borrowing to 11.25% for all other Public Sector Agencies. In respect of HUDCO Niwas, the individual lending scheme of HUDCO for housing, the floating interest rates would henceforth be 10% for loans upto Rs. 25 lac.

Finance Minister is striving that the tax department becomes friendly, helpful and interactive. At present Income Tax department lacks these objectives. Friendly and helpful environment is missing. They are interactive as investigation officer. The result is that approx. only 3 per cent pay tax as from unconfirmed sources it should be more than 10 per cent This clearly shows that there is something missing why the people not coming forward to pay income tax. Asstt. Commissioner rank officers are just doing only tax calculation and not finding innovative methods to widen tax net. When online filing has been adopted, the refund should immediately be processed based on ITR filed. There may be mismatch in tax deposited and 26AS due to deductor fault. Tax payer liability is over as soon as TDS is deducted by employer/bank etc. Now it is TDS deductor who should interact with IT department to get the issue resolved. How tax payer is responsible for mismatch of entries. IT department should be friendly and helpful is finalizing the assessment based on return filed and may ask for tax certificate from tax payers for any mismatch. Can CBDT do something to move forward is finalizing the assessment for AY 2012-13 based on ITRs filed? This will enhance the image of tax department and step forward in meeting FM's objectives. This can be done for small tax payers and Senior citizens. Corporate tax can be handled in normal way as the tax involvement is high and there is no tax leakage. Individual tax payers are small in numbers and can be managed easily.

Can CAT direct All India Radio to grant a promotion to the RTI appellant?

The appellant filed an application under the Right to Information (RTI) Act with the Central Administrative Tribunal (CAT). He wanted to know if CAT could direct the All India Radio (AIR) to give him promotion under some statutory amendment of a certain recruitment rule. The Public Information Officer (PIO) informed the appellant that he could make an application to the CAT under its rules for the redressal of his grievance if the matter fell within its jurisdiction. The First Appellate Authority (FAA) also denied the information observing that it was not the duty of the PIO to respond to hypothetical questions nor could he offer any interpretation. During the hearing before the Central Information Commission (CIC), the appellant argued that that he was entitled to get the advice of the PIO since the definition of information given in section 2(f) of the Right to Information (RTI) Act included opinion and advice. The Commission held that under the RTI Act, the citizen cannot seek the opinion or advice of the PIO on any matter unless such opinion or advice already exists with the public authority. The Commission rejected the appeal stating that the PIO had very rightly referred the appellant to the relevant rules under which he could always approach the CAT for redressing his grievance.

Comments


The term 'opinion and advice' appearing in section 2(f) refer to any such opinion or advice which the public authority might have obtained and which form part of the records. It does not refer to any opinion or advices which are not in existence. The Section 2(f) of RTI act does not permit seeking 'opinion and advice' of PIO as a consultant of the applicant.
