Latest rumour mill says that Cabinet expansion-cum reshuffle of the Manmohan Singh Government is going to take place on October 29. A couple of Ministers may go and there will be few new faces.

This is heard- Great success of PR Departments of at least four BJP ruled states-Gujarat, Madhya Pradesh, Chhattisgarh and Jharkhand where adverse publicity of the Chief Ministers and the Government is not visible in any media across the country. And look at the mighty Press Information Bureau of the Government of India.

As many as 17 IPS officers belonging to 1979 batch are believed to have been short-listed for the empanelment to the rank of DG in the Government of India. Empanelment is expected to take place in a month or two. They are Mssrs:- Krishna Choudhary (BH),Ashok Prasad (AP), Suresh Chowdhary (RJ), Anil Kumar Sinha (BH), AM Patnaik (MH), Raj Deep Singh (UP), Dineshwar Sharma (KL), Satyendra Kumar (HY), Arun Chandra Verma (BH), , Divya Prakash Sinha (MT), Ms Aruna M. Bahuguna (AP) , B Prasada Rao (AP), Alok Kumar Verma (AGMU), Devendra Kumar Pathak (AM), Sharad Kumar (HY), P J P Hanaman (AM) and Kelhousithie Kire (NL).A couple of other officers of this batch are expected to get Equivalent rank.


Is Patnaik going to make it to CBI ?

It is heard that former Mumbai Police Commissioner Arup Patnaik is trying hard to get a posting in the CBI, but it is reliably learnt that too many people are working against Patnaik. He is a 1979 batch IPS officer.

Murmers in CBEC !
The publication of extracts from a TOP SECRET file have annoyed of FM. The extracts were published in openmagazine and reprinted in other publications. Since Mr Chidambaram's note was only sent to Members, the leak stokes the presumption that one of the Member's leaked the note. The file was of Budget section ie TRU in CBEC. FM is deeply upset and disturbed by the leak. Consequently he asked the matter to be investigated by the DG Vigilance, CBEC, Mr SS Rana, to ascertain the leak. He is also asked how and why persons who were on the ODI list have been appointed to sensitive posts in CBEC. How the vigilance clearance was given for their appointment is also the brief for Vigilance Chief. The Finance Minister has now made clearance by CVC a mandatory condition for appointments to any post in Finance Ministry. The latter was triggered by a file submitted by CBEC for appointments as DS/ Director. FM found that some of the persons suggested for appointment were facing proceedings from Vigilance angle. Sources attribute internal dissensions within CBEC to the leak of FM's note. Meanwhile CVC has summoned the DG Vigilance Of CBEC in regard to the appointment of a Commissioner to a sensitive post when prosecution was sanctioned and the concerned officer was on the agreed list.

Ms Lipika Majumdar Roy Choudhary is joining as Member in CBEC on Monday. She was on an UN assignment. She belongs to the 1977 batch and will have nearly 2 years stint as Member. She may get the charge of either Systems or Service tax, since FM will have wider changes in CBEC post December 2012 .

Solution to Top heavy set up in Police

The Solution to Top heavy set up in Police organisation is- The DIG should be in the pay scale of JS, it will give 4 more years to IPS officers in field. The GP of 8900 is not prevalent in any other service.

2. The Pay scale of IG should be Of Addl Secy so that he is available to the field officers as IG Zone. Addl DG should be of Special Secretary rank and Only DGP in the rank of Secy.

3. The Direct intake at IPS level should be 40%, 60% should be promoted to the IPS cadre from SPS.

4. The District police chief be Re Designated as District Police chief & it can be of any Rank.

5. To Control the Police we can have a District Redressal Committee for police issues, it will remove the necessity of need of IAS control, even DM can be member of this committee.

What is the need of Manmohan Singh even of 1991 ?

Reforms should suit Indian socio-economic conditions Why the hell do you need a Manmohan Singh even of 1991? This is with reference to the caption 'We need a Manmohan Singh of 1991' (WIC Forum 20 Oct 2012). If the wish has something to do with the credit the present PM is given for 'initiating the reforms process' in 1991 my advice is to give it a second thought. For an erudite economist as Dr Manmohan Singh is claimed to be the so called reforms can hardly be something to feel proud of. These 'reforms' owe their origin to the precarious balance of payment position and nearly extinct forex reserves prevailing at that time. A shylockian IMF lost no time in asking for a whopping 67 tonnes of the national gold to be pledged to Banks of its choice and some structural and fiscal 'reforms' aimed at blackmailing the country to a series of 'Washington consensus' measures.

Dr Manmohan Singh's job as Finance Minister should have been to lay down the policy but in practice the policy had already been laid down by the IMF with the Finance Minister's role confined to simply executing the IMF's commands with robotic precision and with hardly any room for application of an expert economist's mind. Though called a Minister, Dr Singh in effect continued to be the bureaucrat that he was. To begin with, in their blind obedience to the IMF's dictats the then finance managers of the country made no efforts to assess the impact of the collapse of the Soviet economy and the gulf war on precipitating the crisis of the 1990s as the Soviet Union was our largest trading partner and the gulf region a significant source of remittances by Indians from abroad.

As professional economists they should have assessed these factors to see if some of the measures dictated by the IMF for perpetuity could be negotiated away or agreed to only for short terms. PR managers and protagonists of Dr Manmohan Singh are never tired of narrating the 'success story' of the reforms. What they don't tell is the adverse effects the process has had on the agriculture sector affecting livelihood of the rural poor and the eye popping inequalities in income levels.

As per NCAER report the share of the top 20% of the population in the national income which was 36.7% in the pre reforms phase rose up to 50% in 2009-2010. Likewise the share of the bottom 60% of the population went down from 38.6% in the pre reform era to 27.9% in 2009-2010. It is nobody's case that there should have been no reforms. Point is that the reforms should have been based on an Indian model to suit Indian socio-economic conditions and not on some coercive dictates of the IMF executed unquestioningly by a distressed government with bureaucratic frigidity. For evolving an Indian model and working thereon we needed a scholar and a statesman. What we had (and continue to have) is unfortunately just a bureaucrat transplanted in the body politic.

Chorus of Rahul Gandhi joining the cabinet or not, uncalled for

I fail to understand the reason you also jump into the chorus of Rahul Gandhi joining the cabinet or not and his polite decline of the offer. I am sure it is not for better readability. Here is a much touted half Italian dynasty scion whose qualifications are unknown, his whereabouts most of the year are unknown, his ideology is unknown, his political strategy and outlook are unknown, his much publicized election campaign in his own state gone for a six and he has never dared to face a single press conference. Periodically he comes for a much advertised 'home stay' in a SC basti followed by a doting paid media. He was exposed in the UP elections. I understand and appreciate if your intention is to use this enlightened web to warn the readers about such a man's arrival as our ruler.
