IPS officer resigns to join IRS
It is strange but true. A 2007 batch Madhya Pradesh cadre IPS officer
Ms Ruchika Jain has resigned to join 2011 batch IRS. The Madhya Pradesh
Government has forwarded the acceptance of her request to the centre.
Her husband Akash Jindal is also an IPS officer in the state.

Need to review implementation of 73rd and 74th Constitutional Amendments
There is a need to review implementation of 73rd and 74th Constitutional
Amendments. Panchayat is a state subject and states have no political
will to decentralization of powers to Panchayats. Central Government
has been issuing directives to the states the manner Panchayat are to
be strengthened and funds are also being made available from the consolidated
fund of India under Plan schemes but seem to be utilized for purposes
other than the Panchayats. There is need to create political and bureaucratic
will to run Panchayats as per constitutional mandate within a definite
time-frame. Creation of the institution of Ombudsman, as recommended
by the Administrative Reforms Commission, would go a long way to root
out corruption in Panchayats. Someone like Mani Shankar Aiyyar should
come forward to guide future course of action.

Notoriety of Police In INDIA in the words of Justice Avadh Narayan Mullah
of Allahabad High Court "Criminal cases which are placed before
the courts are in a large measure frame-ups, and they are supported
by fabricating evidence and extorting confessions through third degree
method and by disregarding the prohibitions contained in the Constitution
of India to safeguard the rights of the citizens. There is not a single
lawless group in the whole of the county whose record of crime comes
anywhere near the record of that organized unit which is known as the
Indian Police"
All DGPs/IGPs/DIGPs/SSPs/SPs have absolute control over frontline police
officers with a rigid chain of command and stringent disciplinary measures
and with all these powers when their subordinates kill/maim/rape the
citizens of country from whose hard earned money they draw fat pay cheques
and stay in palatial houses, they need to be made accountable for their
culpability into all these crimes.
