Scindia is choice of PM ?
Nobody is going to believe that Jyotiradiya Scindia is the choice of

S M Krishna revamped MEA
Former External Affairs Minister S M Krishna will be remembered for
injecting transparency in the Ministry of External Affairs (MEA) while

Shashi Tharoor, MOS HRD, to take charge on
1st November (UPDATED)
Monday, 29th November, is marked by several newly appointed ministers
taking charge of their offices but Shashi Tharoor, Lok Sabha MP from
Thiruanantpuram and the newly appointed MoS, HRD would take charge by
1st November only. At present Tharoor is hosting President Pranab Mukherjee
who is in Kerala for a two-day visit in the state.The source placed
with Dr. Tharoor indicated that he would take charge of his office 1st
November.

Who will be new DG, SSB ?
Ministry of Home Affairs, Government of India, has finally prepared
the panel for Director General, Sashastra Seema Bal (SSB). The names
in panel are: Subhash Goswami, IPS 1977 batch, Assam-Meghalaya cadre
, Arun Choudhary, IPS 1977 batch, Bihar cadre and Arvind Ranjan, IPS
1977 batch, Kerala cadre.
Ashok Mohapatra to be Acting Chairman, AIFR
Ashok Mohapatra is likely to be appointed Acting Chairman of the AIFR.
He is retired 1971 batch IAS officer of Himachal Pradesh cadre.

Alok Kumar Misra soon to be new Member, SEBI
As the grapevine has it, decks have been cleared for Alok Kumar Misra,
former Chairman and Managing Director (CMD) Bank of India (BOI), to
be a Member of the Securities and Exchange Board of India(SEBI).He had
retired in September 2012. He was one of nine candidates to have been
interviewed for two posts of Member in the SEBI on May 8, 2012.

This time Union Home Minister Sushil Kumar Shinde is going to lead the

was always led by Director (CBI).
Rahul Bhandari to move to Rail Bhawan
PS to Pawan Bansal, Rahul Bhandari is moving to the Rail Bhawan from
the Shram Shakti Bhawan. A1997 batch Punjab cadre IAS officer Rahul
Bhandari will now be PS to new Railway Minister Pawan Bansal. Bhandari
is considered to be an outstanding IAS officer.
Empanelment of 1993 batch IPS delayed
The empanelment meeting of IPS officer 1993 batch for empanelment to
the rank of IG in the Government of India has been delayed. The scheduled
meeting on October 22 did not take place.
Gopal Reddy is also Nodal Officer for AP

Alok Singh is PS to MEA Minister Salman Khursheed
Alok Singh will be serving as Private Secretary (PS) to Union Minister
for External Affairs (MEA) Salman Khursheed. He is a 1995 batch IPS
officer of Uttar Pradesh cadre, armed with a background in Marketing
Management and Physics. He had been trained at Centre of Excellence
at Vicenza, Italy, for handling International Police Interventions in
disturbed societies, Singh had successfully commanded 10 districts of
diverse socio economic status. He ensured public peace and communal
harmony in Kanpur and Meerut, promoted a safe atmosphere for business
and enterprise to thrive, led teams of special troops and diverse human
talents and also led operations against Naxalites and was awarded with
Presidents Medal for conspicuous gallantry.
Reshuffle in CRPF soon?
After the arrival of new DG, reshuffle at IG, DIG and ADG level in the
CRPF is expected to take place soon.
Bhaskarachar likely to join as CMD, EPL on

M A Bhaskarachar, Deputy Chairman, KPT, who was selected for the post
of CMD, Ennore Port Limited (EPL), is expected to don the mantle on
December 1, 2012 as present incumbent S Velumani is due to retire on

a year back. His appointment was delayed since ACC had raised certain

DGP not allowed to transfer Inspector in Maharashtra
Maharashtra Administrative Tribunal has held that it was beyond the
powers of the DGP to transfer a police Inspector.
Uttarakhand CM to open "International
Poplar Commission on Poplars and Willows" on Tuesday
Elaborate arrangements have been made to host the three day 24th Session
and 46th Executive Committee Meeting of "International Poplar Commission
on Poplars and Willows" to be inaugurated by the Chief Minister
of Uttarakhand, Vijay Bahuguna, at Forest Research Institute (FRI),
Dehradun. To facilitate the coordination amongst the host institution
and Food & Agriculture Organisation of the United Nations (FAO),
an IPC-FAO Secretariat has also been established at Indian Council of
Forestry Research and Education (ICFRE). The session, that will continue
from October 30 to November 2, 2012, is being attended by experts from
India and abroad, including about 100 foreign delegates from 25 countries
which are engaged in poplar and willow growing. Leading international
experts on poplar-based industry viz. Dr Ian McIvor, New Zealand and
Prof. Joris Van Acker, Belgium will be present, besides experts from
host country, informed Dr. V.K. Bahuguna, Director General. ICFRE adding
that the officials from FAO have also reached to deliberate on the issues.
It is expected that various scientists and experts from Sweden, Canada,
China, New Zealand, Belgium, Russia, Argentina, Uzbekistan, Germany,
United Kingdom shall be attending and mutually get benefitted from the
session being held, he said. The 23rd Session of the IPC was held in
Beijing, China in 2008. He further told that 24th Session of "International
Poplar Commission" (Food & Agriculture Organisation of the
United Nations) on poplars and willows shall be inaugurated by Sh. Vijay
Bahuguna, Chief Minister of Uttarakhand on 30th October, 2012. The Theme
of this session being held is "Improving Lives with Poplars and
Willows".

India - a land of bribes
Nobody can disagree that India is a land of bribes. Actually what is
happening in India can be called system failure. God is running this
country. Almost every one who gets the opportunity is grabbing money
by any means. In Delhi, policemen are taking bribe even before Parliament
house openly. No one believes that CP, DPC is not aware. Politicians
of all shades lead the plunder. Besides many other factors, weak and
minority Government at the Centre which cannot take any decision is
one reason. Congress - the elder brother which has ruled the country
for most of the period after Independence has divided the country in
every way and is itself responsible for this. BJP is copying the Congress.
Can any BJP leader tell how its policies are different from those of
Congress? Parliamentary democracy system has failed or has been failed.
Presidential form in which role of professional politicians is not much
could be alternative. Judiciary should be independent. Retirement age
of judges of High Courts and The Supreme Court should be enhanced and
no retired judge should be given any assignment for very obvious reasons.
Members of Parliament and State Legislatures should not be given any
benefit in kind like free electricity, water, telephone, travel and
so on. They are getting free plenty of these and therefore do not know
the pinch. Their noise is crocodile tears. They know well that public
knows this, but is helpless. Their salary should be increased to maximum
and that should be taxable. Daily allowance should not be given to the
MPs, MLAs if they get the houses adjourned like they are doing as a
regular habit now.

Sir, I fully agree that crime investigation should not be done by loose-minded
police SI or ASIs, who have extremely low level of IQ. Their sole intention
is to squeeze money and then transport a part of their money to local
neta who can get them posted in a lucrative thana, preferably market
and industrial areas. They infact support and promote criminals who
later become netas with their help, who inturn help these SI/ASIs. Iit
is a vicious circle. They are the root cause of increasing criminality
and corruption.
On the other hand, we have lot many excess 'newsreader police officers'.
The public does not pay for their fat salary and perks just for reading
the newspapers in AC offices, as they do not have any field work to
go in scorching summer or chilling winter. The minimum level of IO and
Head of police station/thana should be a Gazetted Officer from IPS/PPS,
not the neta-ka-sevak Inspectors. It is an irony that gazetted officers
feel shame to head a police station and investigate the crime, although
they dont hesitate to become partners in corruption through the same
police station and their occupants.
Similarly, our laws framed by Supreme Court and Parliament are implemented
in the field by a 12th or 10th class-pass constable. What a shame? Does
a constable have the IQ to implement the laws on public? instead he
is more fit to act as 'collection agent' of senior policemen and netas.
The minimum level of field officers should be Law graduates at the level
of ASI or SI or inspectors. Mostly they work as peons of senior offficers/
netas like the latest case of Punjab officer. Constabulary should be
disbanded, as was recommended by one of the Government commissions.
Moreover, the corruption prone areas like market and industrial areas
should not be guarded by these money-minded policemen. Instead, such
areas be handed over to a newly created private police. Let the public
choose whether they should be guarded by present government police or
the new private police.
Further, the present state police is out of purview of CVC and CBI.
Since the police is the source of corruption and subsequent criminality,
hence state police must be brought under the eyes of CVC and CBI.

Why IRS is it not first choice ?
I am amused by the fact that if IRS is the best platform to offer intellectual
satisfaction, why is it not the first choice of the civil service aspirants
and, moreover, why these 'intellectual' IRS officers keep on cribbing
about their promotion prospects, their job conditions? IRS is one of
the GOI over- staffed civil services. The officers, themselves, need
not do anything to hunt for cases. People of India, perforce, are required
to file income tax returns. If they don't, Income tax department shall
be after them. Thereafter, nobody can question the Income Tax officers
about the disposal of personal cases. Any outsider should think twice
before making any mistake, but in case any Income tax official makes
any mistake , that can be corrected next time, if caught; with no penalty
on the official.
