Kamal Nath has emerged much stronger now
Union Minister for Urban Development Kamal Nath has emerged much stronger after the Cabinet reshuffle that Prime Minister Dr Man Mohan Singh affected on October 28, 2012. While, additional portfolios of all Ministers were withdrawn, the Prime Minister assigned additional portfolio of Parliamentary Affairs to Kamal Nath.

Nath is the senior most Congress MP in Parliament with 32 years in Lok Sabha and the insiders in the PMO say that Dr Man Mohan Singh wanted a very senior person with stature to ensure floor management in Parliament.

The government will have to do tightrope walking with TMC having withdrawn support and a possible No Confidence Motion and a stormy winter session. Nath was the only senior person who enjoys the trust of Sonia Gandhi as well and was chosen for this crucial position.

HAL Chairman R K Tyagi pays Rs. 814 cr to Govt as dividend (UPDATED)

Hindustan Aeronautics Ltd (HAL) paid Rs. 66.30 crores to the Government of India as a final dividend for the year 2011-12. HAL Chairman R K Tyagi handed over the dividend cheque to Defence Minister, A K Antony in New Delhi on October 30, 2012. With this, total dividend paid by HAL to the Government for the said financial year works out to Rs. 814 crores. This is 675.52% of paid-up share capital of Rs. 120.50 crores. "The total outflow as dividend on the equity shares of the Company excluding the dividend tax (Rs.132 crores) for the year 2011-12 translates to 32 percent of the profit after tax (PAT)", says Tyagi. HAL recorded PAT of Rs. 2,539 for the year 2011-12 as against Rs. 2,114.26 crores for 2010-11. The Company's turnover was 14,204 crores for 2011-12 compared to Rs. 13,116 crores for 2010-11.

Uttarakhand CM inaugurates session of IPC-2012 at FRI, Dehradun (UPDATED)
Uttarakhand Chief Minister, Vijay Bahuguna inaugurated 24th Session of International Poplar Commission (IPC) 2012 at FRI, Dehradun on October 30, 2012. The theme of the present session being held is "Improving lives with Poplars and Willows". Vijay Bahuguna appreciated the outstanding research work being done by ICFRE in the field of forestry. Poplar is very popular in the state of Uttarakhand and is supporting the livelihood of rural populace. As the state is having about 65% of its area under forest, its conservation is paramount as it is also the catchment of many rivers and glaciers. Poplar has helped increase the livelihood of farmers getting returns at the rate of about 2 lakhs rupees per hectare per year and also has helped to a great extent to bridge the gap between demand and supply and also to conserve forest. He emphasized that in the state of Uttarakhand there is a conducive environment for promoting more plywood based industry given the current literacy rate at 80% and growth rate at 12%. He was of the opinion that research should be carried out to plant poplars in the hills upto an altitude of 2000m to support the livelihood of hill people which in turn will help check migration from the state. He assured every support for poplar and willow plantations as mandated by the International Poplar Commission. Bahuguna also released Envis Forestry Bulletin Titled "Poplars in India" commemorating 24th session of International Poplar Commission. The bulletin provides comprehensive details on indigenous species of poplars their taxonomic details, distribution, introduction of exotic species, its breeding, diseases and insect pests and other aspects of the poplars. Earlier speaking on the occasion Dr V K Bahuguna, Director General, ICFRE-cum-Chancellor FRI, Deemed University and Leader of Indian Delegation in the International Poplar Commission, while welcoming the delegates, thanked FAO for strengthening the livelihood opportunities for the cause of farmers through the activities being undertaken by IPC.

Many trying to run down IRS

Funny thing is, many can be found trying to run down the IRS. The fact, however remains that, in the India of today, as the largest contributor to the Government kitty, it is the most important service in India (along with the IAS and the IPS).

Laud good work also

We have been bombarding Government for corrupt practices. But we should also laud the good work done by it so as to be balanced. Recent decisions on liberalization taken by the Government have been
appreciated by the Industrialists, Stock Market and Intellectuals but not by many of the media houses. Similarly reduction of LPG Cylinders on subsidized rates has been criticised by all being an anti-poor step of Government. But the fact speaks something else as revealed from Government's Own Survey data. Will it be possible to use the following item, as such, without pruning in your esteemed web site whispetrs.......? This is based upon the results of 66th Round of NSS as recently released by NSSO, M/o Statistics and Programme Implementation.

Reduction of Number of Subsidized Gas Cylinders

Recent noises created by Opposition Parties, and withdrawal of support by the Mamata Bannerjee to UPA Government on the reduction in number of subsidized LPG cylinders to households, was only to malign the Government to get political gains and not for the concern for common man.

If we look at the detailed results of 60th Round data of National sample Survey conducted during July 2009-June 2010 on "Energy Sources of Indian Households for Cooking and Lighting", which have become
available now, it is revealed that:

Only 15% of households in Rural Areas use LPG for cooking purposes while the figure is 66% in urban areas;

Major source of energy for cooking used in Rural Areas is Firewood (76%) followed by LPG (11%) and Dung Cakes(6%);

In Urban Areas, the major source of energy used for cooking purposes is LPG (64%), followed by Firewood (17%) and Kerosene (6%);

On an average, a Rural Household consumes about 1.5 Kg of LPG in a month while the consumption in urban areas is 9 Kg of LPG per month;

Thus, total consumption of LPG in a year is 1½ LPG Cylinders (14 Kg Cylinder) in Rural Areas, and 7½ Cylinders in Urban Areas.

Thus the Government's decision to restrict the number of subsidized LPG Cylinders to households in a year is not going to make any adverse impact on the budget of rural or poor households, and only a marginal impact in urban areas. In fact the survey further reveals that only about 7-8 % of the household budget in a month is spent on Fuel for cooking purposes, making the total impact just negligible.

It is mystery as to how and why the MOSPI opted to keep quite on these findings when the Government was getting a bashing form Opposition and Media !

IOs should be Gazetted officers

I agree that investigations should be done by Gazetted officers. It is ridiculous that an ASI (who is Upper Division Clerk level employee) is IO. I cite a case. In Punjab, a local politician slapped a lady in full public view in front of the C.M.. Later on hue and cry in media, CM said that "Banti karvai kiti javegi" against the politician. The karvai done was that an ASI filed case against that politician in minor sections and he himself granted bail as those sections were for bailable offences. All that happened on Bonnet of Gypsy. Local politician was not required to go to even Police Station. This is the situation where ASI can frame charges and release any offender on bail. In most of cases these HC/ASI/SI investigate the cases and senior officers merely approve depending on various considerations. One of main point of focus of police reforms should be that IOs should be at least Gazetted officers.

IO should not be below the level of ACP

He could be a senior officer depending on the nature of the case.Similor power to arrest should be with ACP or senior officer and they should give in writing the reasons for arrest. I agree that state police also be under CVC/CBI purview. Further all Police organizations should have an outsider as CVO with 50% of his staff on deputation.This will ensure objectivity to some extent.
