Is this Diwali a washout ?
Is this Diwali a washout is the question now being asked by the corporate
India and markets? When will this situation of slowing growth and rising
inflation reverse? The RBI is not being positive on either growth stabilising
or inflation stabilizing and markets will be wondering if growth and
inflation will stabilize at all. The apex bank has been consistently
revising growth estimates down over the last one year and has consistently
been behind inflation over the same period. The RBI looks to be sitting
on a fence and not taking a decisive call on which way it should go.
Markets can now only look forward to next festive season, with Diwali
being a washout.
India Inc gets confusing signals from polity
The recent announcement for formation of National Investment Board is
set to fly with the industry because there will now be a single window
time bound clearance for all the projects something that the industry
wanted for a while. However the dampener comes for the industry in the
land acquisition bill which is set to be passed in the parliament. The
GOM has decided that there needs to be atleast 80 percent nod from the
stake holders against 60 percent which the industry proposed. This 80
percent nod will mean that the price of acquisition will sky rocket
and putting up any project will mean coughing big bucks. It will also
mean that there could be trouble in the hinterland as muscle power could
be used to get a nod from those who resist something that will be unpopular
with the Congress which banks on rural votes.

It is heard that Himachal elections are heading for a cliffhanger between
Congress and the BJP.
Is Congress funding Vasundhara?
It is heard that Congress is funding the Vasundhara Raje faction of
the BJP by fuelling her ambition to start a new political outfit. Sources
in the Congress say that this way the stranglehold of the BJP will loosen
in Rajasthan and Raje can be manipulated to join the party with her
new outfit. Will the BJP let her go?

Kamal Nath has emerged much stronger now
Union Minister for Urban Development Kamal Nath has emerged much stronger
after the Cabinet reshuffle that Prime Minister Dr Man Mohan Singh affected
on October 28, 2012. While, additional portfolios of all Ministers were
withdrawn, the Prime Minister assigned additional portfolio of Parliamentary
Affairs to Kamal Nath.
Nath is the senior most Congress MP in Parliament with 32 years in
Lok Sabha and the insiders in the PMO say that Dr Man Mohan Singh wanted
a very senior person with stature to ensure floor management in
Parliament.
The government will have to do tightrope walking with TMC having withdrawn
support and a possible No Confidence Motion and a stormy winter session.
Nath was the only senior person who enjoys the trust of Sonia Gandhi
as well and was chosen for this crucial position.

President Hamid Ali Ansari will be done from new panel of bureaucrats.

As the grapevine has it, Himanshu Lal is poised to join the Government
of India (GoI) on deputation. He is an IPS officer of 2003 batch who

New Delhi Municipal Corporation (NDMC). She is a 2002 batch IPS officer
of Orissa cadre.
HAL Chairman R K Tyagi pays Rs. 814 cr to
Govt as dividend
Hindustan Aeronautics Ltd (HAL) paid Rs. 66.30 crores to the Government
of India as a final dividend for the year 2011-12. HAL Chairman R K
Tyagi handed over the dividend cheque to Defence Minister, A K Antony
in New Delhi on October 30, 2012. With this, total dividend paid by
HAL to the Government for the said financial year works out to Rs. 814
crores. This is 675.52% of paid-up share capital of Rs. 120.50 crores.
"The total outflow as dividend on the equity shares of the Company
excluding the dividend tax (Rs.132 crores) for the year 2011-12 translates
to 32 percent of the profit after tax (PAT)", says Tyagi. HAL recorded
PAT of Rs. 2,539 for the year 2011-12 as against Rs. 2,114.26 crores
for 2010-11. The Company's turnover was 14,204 crores for 2011-12 compared
to Rs. 13,116 crores for 2010-11.

(MSME). Dhanavel is a 1996 batch IAS officer of Tamil Nadu cadre. He

No Sectoral concessions under CDR: RBI (UPDATED)
Reserve Bank of India (RBI) has no plans to introduce sectoral packages
for extending relaxations in Corporate Debts Restructuring (CDR) as
demanded by the industry in view of the current and global economic
conditions, said Chief General Manager, Deepak Singhal at an ASSOCHAM
event held here in New Delhi on October 31, 2012. While addressing a
'Seminar on Restructuring of Corporate Debts' organised by The Associated
Chambers of Commerce and Industry of India (ASSOCHAM), Singhal, chief
general manager, DBOD-CO, RBI, informed that RBI has constituted a high
power committee of two Dy Governors, Dr K C Chakrabarty and Anand Sinha
to speak to the CMDs of all the banks to know the problems faced by
SMEs and suggest to arrest the rising sickness in the SME sector. The
committee is likely to submit its report by end of the November. Sectoral
packages for extending relaxations in restructuring of corporate debts
are under stress. He clarifies that such a piece-meal approach to macroeconomic
problems may have its own adverse impacts and it may lead to adverse
incentives, untrue or unrealistic balance sheets of banks leading to
misreading of their financial positions and also lack of confidence
in Indian banks by the global banks or international credit rating agencies,
added Singhal. He further added that RBI extended one time measure of
being fully secured in cases of Micro Finance Institutions (MFIs) facing
unprecedented problems in recovery and liquidity due to environmental
factors. Banks can restructure any account, whether standard, sub-standard
or doubtful as also more than once, provided the financial viability
is established and there is a reasonable certainty of repayment as per
the terms of restructuring package. Other who also spoke during the

Has the joint press conference by Gandhivadi leader Anna Hajare and
V K Singh , Retired Army Chief of India ,has caused ripples in the Corrupt
and infamous democratic system of India especially among the Top leaders
of the country, who are sitting comfortably in the seat of power, forgotton
their responsibility as people's representatives and acting and behaving
as Monarchs in their respective areas whether in the Government or Opposition.
The entry of a Retired Army Chief, first time in the history of Independent
India ,is a cause of concern as it,s beginning of top ranking intelligence
group from Armed forces may inspire other honest Civil Servants, Officers
from other Services, with spirit of self respect but have been made
to suffer due to the evil nexus of Corrupt and shady people both in
the fields of bureaucracy and politics, shall start thinking and join
mentally the honest, brave and selfless forces, to throw or crush, who
have sold the country's wealth to the unscrupulous business tycoons
and made poor and ignorant citizens of the country, who even had to
suffer badly and not able to meet their both ends despite of tall and
fake
claims of their representatives, who enjoy the best of both the worlds,
once get elected for Five Years to the seat of power and become self
style kings, worse than even the British, who ruled the country before
independence.
History is evidence of revolutions. When the poor, downtrodden and
people with empty stomachs do get honest, selfless and brave leaders
and then no body can control them, even the guns and mortars. So, it's
the time for public representatives to rethink and review their actions
and style of functioning, before it's too late and common man start
coming on roads and dethrone the self styled monarchs from the seat
of power and bring Ram Raj by crushing the most corrupt and scandalous
democracy, which our country earned with the sacrifices of hundreds
of patriots of India.

been verified before expressing opinion by a site, the opinion of which
is widely considered as 'authentic'.

Surendra Mohan's analysis in today's WIC Forum ( Oct 30,2012) is revealing.
The NSSO merits appreciation for its 66nd round of survey and collecting
credible empirical data to substantiate GoI's decision on subsidized
LPG cylinders. Had the analysis been carried out timely by MOSPI, it
would have saved considerable embarrassment to GoI at the hands of its
detractors. One possible reason could be that the post of DG, NSSO has
been lying vacant for the past three months. It is unfortunate that
the MOSPI has not been able to locate a competent successor with unblemished
track record.
Now, consider GoI's double standard. I find that when it comes to the
cap on consumption of subsidised domestic LPG cylinders, the Cabinet
Committee on Economic Affairs (CCEA) has two sets of rules - one for
the Aam Aadmi , and other for the VIPs.The Parl. Standing Committee
attached to Petroleum ministry had suggested that those holding Constitutional
posts and public representatives like MPs and MLAs, should not get subsidised
cooking fuel and that all their supplies should be provided at the market
rate. Why was this recommendation ignored, particularly when the consumption
pattern of VIPs is alarming : ranging from 30 to 40 cylinders per year.

IRS is also answerable /liable for penalty
It is told that nobody can question the Income Tax officers about the
disposal of personal cases. Any outsider should think twice before making
any mistake, but in case any Income tax official makes any mistake ,
that can be corrected next time, if caught; with no penalty on the official.
In what sense it is mentioned like this. Every officer is equally responsible
for his mistake. If he does mistake he is also answerable /liable for
penalty or whatever is applicable. It is not that since he is IRS, he
can do whatever he wants. Please change these sentences
