Forceful repatriation of ITS officers from PSUs
Forced repatriation of many ITS Group A officers from MTNL/BSNL is causing
huge loss to the Exchequer. The absorption process of Group B, C, D
officers/officials initiated between 2002 and 2004 has led to a huge
cost incurred towards settlement of arrears for pay hikes etc. to the
tune of 40-60% in various cadres. Following this, DoT has so far made
three attempts in 2005, 2008 and 2011 to absorb ITS-Group 'A' officers
in these PSUs but in vain as the offer at any point of time has not
taken into account or addressed the contentious issues relating to service
conditions and career aspirations of the officers.
AG, Maharashtra transferred
Dhiren Mathur, Accountant General (LBA&A), Maharashtra has been
transferred and posted as Principal Director, Regional Training Institute,
Mumbai. He will relieve C M Sane. C M Sane, Principal Director, Regional
Training Institute, Mumbai, on relief from his present duties by Dhiren
Mathur will now be Principal Director of Audit, Navy, Mumbai against
a newly created post.
Third woman Chief Secretary in Himachal Pradesh
Harinder Hira who has been appointed new Chief Secretary of Himachal
Pradesh is the third successive woman officer to occupy the post of

Karnataka HC sets aside S.M. Bidari's appointment
as DGP
The Karnataka High Court on March 30,2012 has set aside Shankar
M. Bidari's (IPS, 1978 batch)appointment as the DGP. ADivision bench
of Karnataka High Court comprising Justice N. Kumar and Justice H.S.
Kempanna ruled in favour of A.R. Infant (IPS, 1977 batch) senior-most
IPS officer, who had challenged Bidari's appointment as the DGP. The
the bench directed that Infant be appointed to the DGP's post. It has
come as a setback to the Karnataka Government.

AAI, Calicut to observe 17th Anniversary on
April 1
Airports Authority of India's (AAI) Calicut International Airport is
observing 17th anniversary of Airports Authority of India on April 1.
Besides, Calicut International Airport is also observing 2012-2013 as
silver jubilee year. It may be mentioned here that new facilities such
as international arrival block at a cost of 125 crore, new apron-30
crore, silver jubilee residences, airport emergence medical center ,
automated air traffic center, ADS-B surveillance system-first of its
kind, BDDS squad, trained dogs squad have been provided at this Airport.
Transfer of land by State Government is also awaited for taking up other
infrastructural projects. Presently, Calicut Airport is handling 2.3
million passengers. Calicut airport in co-ordination with ANGELS have
commenced doctor on call facility, first of its kind having services
of highly specialized doctors, para-medical staff.

Can someone explain whether Lokayukta is working in MP only or any
where else also as most of the cases covered in TV news are from MP?

Overhauling of administration is must now.
It is an unnecessary and self harming exercise being done by DoT. When
all other organised services' GrA officers can work on deputation in
various PSUs and departments then what sin ITS officers have done that
they have to get absorbed in BSNL/MTNL on inferior terms and conditions.
GrB, C, D got absorbed in these PSUs because they were offered better
Salaries, better promotion and better facilities. Even some GrB, C,
D are still unabsorbed and working on deputation in BSNL/MTNL. It seems
there is some deeper conspiracy against Engineering cadres in India.
Indian government only needs generalist to run this country and wants
to keep on importing equipments and machinery from abroad. Please do
not disown your technical experts. To understand technical intricacies
and prepare the GOI for future technical era not only ITS but other
technical cadres are very much required. It is wastage of our resources
that after doing Engineering now people are going in general cadres
like IAS, IPS, IFS etc. because these cadres are more powerful till
date from the era of British.

Pitiable service conditions of Stenographers Grade 'D'
This is regarding the acute stagnation either phased or being phased
by the Stenographers Grade promoted on ad-hoc basis. It has been the
past experience of Stenographers Grade 'D' appointed on regular basis
having qualified examination conducted by SSC between 1980 to 1990.
They were promoted on ad-hoc basis after a prolonged wait of more than
14 years regular service and another waiting period of more than 10
years for regular promotions. In other words, Stenographers Grade 'D'
appointed on regular basis between 1981-1985 have either waited for
27 years or have been kept waiting for their regular promotions. Nowhere
in service, such a long wait persist in Government jobs. This needs
to be sympathetically considered by the DP&T because the officials
who had been deprived of their legitimate have put in almost entire
service and they have service of nor more than 6-8 years left in their
career. Neither the CSSS Association have taken care of the ongoing
acute stagnation nor DP&T/respective parent Ministry/Department.
I earnestly urge upon the competent authority to look into the matter
afresh and take remedial steps as a one time measure for regularisation
of the ad-hoc service rendered by CSSS officials.

A bad omen
This row between the Government and the army Chief is a bad omen for
the security of the country. The CAOS may be right in raking up old
'bribery offer' case or his recommendation to probe graft charges against
another General but the way things are being debated on TV channels,
in Parliament and in public, it is really not in the interest of the
country. General V.K Singh has spent almost all his tenure as CAOS in
first pursuing his date of birth case and then this belated controversy,
the time he could have spent in improving matters in an otherwisw (As
per his revelations) a sorry state of defence preparedness. But then
it was what appears to be a motivated and willful rejection of his case
on date of birth that seems to have provoked him. As per rules, the
date of birth as given in the Matriculation certificate is sacrosanct
and he had a case there. Someone should take the blame for eroding the
credibility of our armed forces.

Enquiry for difference in the dates of entry into service Background
A retired clerk of the Postal Department claimed that the department
has committed forgery by depicting different dates of entry into service
of three officials in the two Gradation Lists. He sought the information
regarding the tenure of three different officials of the Postal Department
and also wanted to know the tenure of one of the three employees as
Sub Post Master. The Commission perused the concerned records and observed
that the dates of entry into service of the above mentioned three officials
in the two Gradation Lists were totally different and there was manipulation
of records. The Commission directed SSPOs, Ludhiana City Division to
enquire into the matter and intimate the correct dates of entry into
service of the above mentioned three officials to the appellant and
also fix up responsibility of the erring officials in this regard. The
PIO was also directed to provide the information related to the tenure
of one of the three employees as Sub Post Master to the appellant.
Comments
RTI Act was never thought of a means for getting an enquiry initiated.
From being a mere tool to obtain photocopies of documents, the RTI Act
is evolving into an instrument to bring about transparency in the working
of the public organisations.
