Patel stresses on ITI's revival through hand-holding

Praful Patel, Minister for Heavy Industries and Public Enterprises,
stressed on the revival of companies such as ITI Ltd. He called upon
stronger and bigger PSUs to do the hand-holding and demonstrate the
collective spirit as all PSUs function under one big umbrella. It is

BoI GM, Khurana says, 12 mn people to join
MSMEs
Bank of India (BoI) General Manager R C Khurana has said that around
12 million people will join 30 million units of micro, small and medium
enterprises (MSMEs) in India by 2015. The BoI, which was established
in 1905, has had 4500 branches. He said banks should encourage cluster-based
lending approach and extend the credit period beyond seven years. The
main objective of the bank is to ensure genuine service to the people,
he expressed his views at The Associated Chambers of Commerce and Industry
of India (ASSOCHAM) workshop held at New Delhi.
Canara Bank to open 47 MSME branches: Gupta
Canara Bank Executive Director A K Gupta said that people should not
worry about the downfall in the economy as it is a temporary phase.
The government should provide two to three per cent interest subvention
for MSMEs for at least three years as they contribute 45 per cent to
industrial production and 40 per cent to exports. He further said that
Canara Bank has an exclusive small and medium enterprise (SME) Department
including 10 SME outlets and will soon open 47 MSME branches. Canara
Bank has 3900 branches with a turnover of Rs 56, 200 crores this year.
The bank has also been awarded the National Award for Agriculture and
Khadi Village development. He was speaking during The Associated Chambers

IOB grows upto 35% this year: Narendra
Indian Overseas Bank CMD M Narendra claimed that the bank has grown
upto 35% this year as compared to last year. He said that the bankers
should reach out to rural areas. Narendra said the economy needs to
kick start the investment cycle. Bankers, at the same time, should reach
out to rural areas to ensure that savings go beyond gold and real estate
in formal financial instruments. He was speaking during The Associated

Private banks to open 750 branches of SMEs
by 2015: Arora
YES Bank in India, Head MSME's Division India, Manish Arora has said
that the private banks will open 750 branches of MSMEs by 2015. 'We
also have hired people from the industries experts in pharma, ]automobile
and can make policies .Our branches will be in the industrial areas
so as people find it convenient to access' he said during The Associated
Chambers of Commerce and Industry of India (ASSOCHAM) workshop held
at New Delhi.

ASSOCHAM President Rajkumar Dhoot said multiple regulating agencies
lead to harassment and inspection with greater impact on operations
of MSMEs than on larger units. "If the country has to achieve double
digit growth, then it is important to extend them the much-needed infrastructure
and finance." Banks need to promote non-traditional proposals and
enable MSMEs become globally competitive in terms of product quality,
marketing strategy and product positioning, said Dhoot during The Associated

Who is responsible for delay in ACRs?
I could not be empanelled because someone in Home department Lucknow
was sitting on my ACRs from Sept 1, 2007 to March 31, 2010. In fact,
the ACR for the period (Aug 10, 2008 to Feb 8, 2009 was sent to MHA
on April 12, 2012. Who is responsible for this ? Is it the responsibility
of the officer to carry his ACR to each and every officer himself or
is it someone else's responsibility?

Is there any age limit for the appointment of Cabinet Secretary?
The appellant asked the Prime Minister's Office for the inspection
of the relevant records related with the appointment of the Cabinet
Secretary, CVC and the CIC. The Public Information Officer (PIO) transferred
some of the requests to the PIO of the DoPT and refused for other details
on the ground of the personal information. During the hearing before
CIC, the appellant specifically submitted that he was interested in
inspecting the records relating to the policy followed by the Government
of India for appointing individuals above the age of 60 years as Cabinet
Secretary. The CIC directed the PIO to provide the photocopy of the
relevant Fundamental Rule which lays down the age related conditions
for the appointment of the Cabinet Secretary. Further, the appellant
submitted that he would be able to commute to Delhi to inspect the records
only after four months due to his ill health. As a special request,
the CIC directed the PIO of the DoPT to invite the Appellant on any
mutually convenient date after four months to show him the documents.
Comments
The RTI Act has enabled a citizen to question the appointments at the
senior levels of governance, which has also lead to frivolous applications
at times. The DoPT should consider putting the qualifications of all
senior posts on the web to lower the application load.
