It is widely believed that Congress is going to lose in all the Municipal
Corporation elections in Delhi.

Is anybody waiting for Antony committee report?
It is heard that no one in the Congress is waiting for the recommendations
of the three member committee led by Indian Defence Minister A.K. Antony
to analyse the reasons for failure of the party in the recent elections.
Such committees were in the past as well, but the high command finally
prevails, say inside sources. The committee is likely to give its report
by the end of the month.

Railway Ministry replies to DoPT's query
As the grapevine has it, the Railway Ministry has replied to to a query
from Department of Personnel & Training (DoPT) regarding postings
of three new GMs. The DoPT had asked that as to why senior incumbents
had been left out & why no name was mooted for GM North Frontier
Railway (NFR) -Construction? The Ministry has reportedly stated that
three vacancies in open line needed to be filled up on priority basis.
Proposals that are awaiting clearance are: V.K. Gupta GM Northern Railway
(NR), Alok Jauhri GM, North Central Railway & H S Virdi GM North
Frontier Railway (NFR).

CWC opens Inland Container Depot at Kannur
in Kerala (UPDATED)
The Inland Container Depot (ICD) established by the Central Warehousing
Corporation (CWC) at Kannur (Kerala) was inaugurated by Oommen Chandy,
Chief Minister of Kerala in the august presence of Prof. K V Thomas,
Union Minister of State (IC) for Consumer Affairs, Food & Public
Distribution. K P Mohanan, Minister for Agriculture & Warehousing
and P K Kunhalikutty, Minister for Industries, Government of Kerala,
P Karunakaran and K Sudhakaran, Members of Parliament were the guests
of honour. The ICD set up on a 4.84 acre land established at a cost
of Rs.4.00 crore have two godowns of 1825 MT each to handle the import/export
cargo. It has an open container yard of 2500 sq. metres with provision
for expansion of capacity depending upon the need and demand. The ICD
will be providing facilities of stuffing/de-stuffing of containers,
storage of empty containers, bonded warehousing, Customs examination
and transportation of loaded/empty containers to and from Gateway Ports
of Mangalore and Kochi depending upon the need of the exporters/importers.
The representatives from North Malabar Chamber of Commerce, Customs
and Trade also attended the inaugural function. B B Pattanaik, Managing
Director, CWC addressed the gathering and highlighted the facilities
provided in the ICD.

Patel stresses on ITI's revival through hand-holding
of PSUs
Praful Patel, Minister for Heavy Industries and Public Enterprises,
stressed on the revival of companies such as ITI Ltd. He called upon
stronger and bigger PSUs to do the hand-holding and demonstrate the
collective spirit as all PSUs function under one big umbrella. It is
necessary to support each other in these competitive times, he said
at the Public Sector Day function organized recently at New Delhi by
Standing Conference of Public Enterprises (SCOPE). The week-long celebrations
were held from April 10 to 16, 2012. Pratibha Devisingh Patil, President
of India, who graced the occasion, endorsed the views of Patel and said
supportive gesture and understanding from stronger PSUs will speed-up
the revival of struggling PSUs. Representatives of almost all CPSEs

I am a retired Railway Officer. I had spent my blood and sweat for
34 years for the Railways as Class I Officer. I am deeply hurt with
the manner in which Dinesh Trivedi was treated. Indian Railways is for
the entire country and not a personal hegemony of Bengal. I challenge
if the current leaders of West Bengal will come out with flying colours
after their 5 years stint in the State Government. The way Railways
is being treated, I am afraid that one day I will not get my pension.
By bringing in sick PSUs like BSCL and Braithwate under the fold of
Railways was totally wrong. Now nobody should try to teach me that Braithwate
has turned around. What about the repayment of GOI loans & interests,
requirement on regular basis of GoI guarantee for getting working capital
assistance from banks, its reference to BIFR in mid 1990s its disinvestment
exercise taken later thereon? Catch me if you can 'a la Mahapatra style'.

Is there any age limit for the appointment of Cabinet Secretary?
The appellant asked the Prime Minister's Office for the inspection
of the relevant records related with the appointment of the Cabinet
Secretary, CVC and the CIC. The Public Information Officer (PIO) transferred
some of the requests to the PIO of the DoPT and refused for other details
on the ground of the personal information. During the hearing before
CIC, the appellant specifically submitted that he was interested in
inspecting the records relating to the policy followed by the Government
of India for appointing individuals above the age of 60 years as Cabinet
Secretary. The CIC directed the PIO to provide the photocopy of the
relevant Fundamental Rule which lays down the age related conditions
for the appointment of the Cabinet Secretary. Further, the appellant
submitted that he would be able to commute to Delhi to inspect the records
only after four months due to his ill health. As a special request,
the CIC directed the PIO of the DoPT to invite the Appellant on any
mutually convenient date after four months to show him the documents.
Comments
The RTI Act has enabled a citizen to question the appointments at the
senior levels of governance, which has also lead to frivolous applications
at times. The DoPT should consider putting the qualifications of all
senior posts on the web to lower the application load.
