Writing on the wall
Antony has been entrusted to prepare a report on the debacles in congress
UP elections. But the things are clearly written on wall. Why can't
the grand old party see this? Lost UP, lost Punjab, lost Delhi municipal
elections, will loose Rajasthan, will loose Andhra Pradesh, will loose
Haryana, will not even make dent in Gujarat, will not make a difference
in J & K, Karnatak, and Himachal. There needs to be serious introspection.
There is a need for consultancy from old leaders for the ailment, change
the CM's like Huda, Gehlot for incompetency, inefficiency and corruption.
Keep away the leaders who have lit pyre and performed funeral of party.
They include Rita Bahuguna from UP, Amarinder from Punjab. There is
still time. After all votes polled in the states by the people do affect
the Lok Sabha election also.

Accommodating pliant officers on retirement
After the creation of TRAI only those who had served as Secretary in
DoT were appointed but since the office of TRAI can't be shifted to
Tihar as Raja of Tihar will not provide space ( he has one ex-secretary
already, second post is not yet sanctioned), how do the Government of
India accommodate pliant officers on retirement.

Is there any age limit for the appointment of Cabinet Secretary?
The appellant asked the Prime Minister's Office for the inspection
of the relevant records related with the appointment of the Cabinet
Secretary, CVC and the CIC. The Public Information Officer (PIO) transferred
some of the requests to the PIO of the DoPT and refused for other details
on the ground of the personal information. During the hearing before
CIC, the appellant specifically submitted that he was interested in
inspecting the records relating to the policy followed by the Government
of India for appointing individuals above the age of 60 years as Cabinet
Secretary. The CIC directed the PIO to provide the photocopy of the
relevant Fundamental Rule which lays down the age related conditions
for the appointment of the Cabinet Secretary. Further, the appellant
submitted that he would be able to commute to Delhi to inspect the records
only after four months due to his ill health. As a special request,
the CIC directed the PIO of the DoPT to invite the Appellant on any
mutually convenient date after four months to show him the documents.
Comments
The RTI Act has enabled a citizen to question the appointments at the
senior levels of governance, which has also lead to frivolous applications
at times. The DoPT should consider putting the qualifications of all
senior posts on the web to lower the application load.
