Are Muslim parties the next thing in Indian
politics?
There has been a mushrooming growth of regional Muslim parties. Political
observers believe that this is going to be the game changer in the 2014
elections. It is now that Muslims have started to understand that 14
percent of their electorate power is what can wield real power. There
are already Muslim parties in UP, Kerala, Tamil Nadu, Assam and maybe
in Telangana once it was formed. The new one being a Muslim party from
Maharashtra. An emerging coalition of Muslim regional parties can be
a new headache for national parties who play the minority card. Are
the big guys of politics listening?
Government forcing banks to pass rate cuts,
but....
As the grapevine has it, the government is forcing banks to pass on
the rate cuts to the borrower in order to spur consumption and investment
in the economy. However, the banks are in a jittery as all of them are
facing restructuring of loan to government owned companies, Power Companies,
Private Airlines, Private Hotels, State Electricity Boards, Real Estate
Companies. This has hugely reduced appetite for credit risk by banks.
Moreover, banks neither have the liquidity nor have the will to lend
to lower rated borrowers until
they can get back on track regarding Non Performing Assets (NPAs) containment.

Many a brows raised over new Forest Secretary
in UP
Many a brows have been raised over new Forest Secretary in Uttar Pradesh
(UP).A 1991 batch officer Rajesh Kumar Singh was posted to head the
Forest department in UP. And he heads the Environment Department also.
This is so because about 70 officers senior to him exist in UP cadre
of the IAS but a 1991 batch officer is today posted to head a cadre
full of other All India Service officers. Moreover, the central government
says that the same scale can be claimed by other services two years
after they have been given to the IAS at the Centre but now 1979 batch
officers of one All India Service (IAS) are
serving under 1991 batch officer of another AIS (IFS). Interestingly,
the 1991 batch of the IFS in UP cadre still serves as DFOs- Divisional
forest officers- the post on which they had joined. To cap it all Pawan
Kumar an IFS officer is Principal Secretary(PS) Forest in UP. He belongs
to 1983 batch.
This is the state of affairs in Mandi House
Believe it or not, in Mandi House - the Headquarters of Doordarshan
and Akashvani, 70 percent officers and employees are retired and number
of regular staff is said to be 30 percent. Several posts are also lying
vacant.

The Indian Overseas Bank(IOB), as part of its consolidation process
is going to open four regional offices and 65 new branches in the budgetary
year of 2012-13. This was disclosed to <whispersinthecorridors.com>
by IOB's General Manager (GM) S.H.Keshava.He was on a brief tour to
Bhopal, last week.S.H.Keshava said that the IOB will be setting up its
three new regional offices in :Nagpur,Jalandhar , Dehradun & aranasi.With
this number of regional offices of IOB would go up from 45 to 49.Likewise,he
said,the IOB which has a network of 2635 branches at present, will be
opening up 65 new branches taking the total number of branches to 3000
by March 31,2013. In response to a question S.H.Keshava said the IOB
is planning to open a branch in Dubai. Besides, there is a plan to convert
the bank's representative offices in Vietnam and China into branches.As

What's so strange?
If a 1991 IAS officer can take his place and be in charge of the entire
IFS from 1978 batch onwards...why cant a PS take charge of a commissioner?
If it happens to the IAS, it is 'strange' on your website...but if IFS
suffers, you don't even care to publish. You too have double standards.
A 1991 batch is just a DFO in UP. UP is the only state in India where
1991 batch of IFS officers is not promoted? Who manages this cadre in
the state? Who is responsible for IFS officers not getting promotion
?
And why so much sympathy for them?

Why criticize ?
R Saxena you are ill informed. Civil Services day is celebrated on April
21 (Sardar Patel addressed the probationers for the first time on that
date. Secretary (AR&PG) is the main person and not Secretary
(DoPT). Why should you criticize ? At least, civil servants get awards
and interact once in a year.

Minority or Non-Minority ?
Another civil services Day ! Are the awardees minority or non-minority?
This new coinage is the greatest contribution to the English language
by our scholar civil servants, who qualify for these awards exclusively
! Ghost writing speeches and articles for ministers and secretaries
is a part of the duties of civil servants, incumbent or ex. It is yet
another thing whether they achieve the right velocity to land the award.
The minority among them are sure to get rewards too, post retirement.
Five years are assured, but rules have been amended to grant employment
up to 70 years. Ombudsman, Information, arbitration, adviser, member,
chairman, regulatory authority- one needs to update his/her knowledge
of the English language in India.
Those below the minority-line (BPL sister) can hardly dream of such
rewards or awards. Majority is certainly disliked, for it is the greatest
of illusions. To win the award or the reward, one has to be a civil
servant belonging only to the minority. The only thing is: how to enter
the charmed circle of such a minority?
Following the law is no big thing. Carrying one's honest credentials
is no less than displaying a chip on one's shoulder. Talent is a common
pool if the recruitment is through a common exam for the civil
services. When the plural becomes singular on its way to the awards,
will always remain a mystery, to which even the Prime Minister of India
may not be privy. That throws up the question: how to serve the
nation and its citizens?

In today's WIC the post DCO is mentioned at two places without expanding
it. Unknown or ambiguous abbreviations and acronyms may be avoided and
full designations given for the ready understanding of the
readers who come from varied backgrounds and all may not be familiar
with acronyms like DCO.

Is there any age limit for the appointment of Cabinet Secretary?
The appellant asked the Prime Minister's Office for the inspection
of the relevant records related with the appointment of the Cabinet
Secretary, CVC and the CIC. The Public Information Officer (PIO) transferred
some of the requests to the PIO of the DoPT and refused for other details
on the ground of the personal information. During the hearing before
CIC, the appellant specifically submitted that he was interested in
inspecting the records relating to the policy followed by the Government
of India for appointing individuals above the age of 60 years as Cabinet
Secretary. The CIC directed the PIO to provide the photocopy of the
relevant Fundamental Rule which lays down the age related conditions
for the appointment of the Cabinet Secretary. Further, the appellant
submitted that he would be able to commute to Delhi to inspect the records
only after four months due to his ill health. As a special request,
the CIC directed the PIO of the DoPT to invite the Appellant on any
mutually convenient date after four months to show him the documents.
Comments
The RTI Act has enabled a citizen to question the appointments at the
senior levels of governance, which has also lead to frivolous applications
at times. The DoPT should consider putting the qualifications of all
senior posts on the web to lower the application load.
