Slums wear a pretty sight in Karnataka
In a bid to get the state rid of slums, in accordance with the President
of India's commitment in the Parliament to make the country 'Slum Free',
the Government of Karnataka has taken up the task of rehabilitating
the slum dwellers. According to Karnataka's Secretary, Housing Development,
M Laxmi Narayan, Karnataka Slum Development Board (KSDB) has notified
90 slums in the past one year while under JNNURM-BSUP scheme initiated
in 2006-07, it has got approval for 24508 Dwelling Units (DUs) at a
cost of Rs. 728.51 crores in the Mission cities of Bangalore and Mysore.
Out of these 8329 DUs have been completed and work is in progress in
6160 DUs. Add to it, 8727 houses have been allotted to the beneficiaries.
Besides, KSDB has got approval for construction of 17237 DUs costing
Rs.410.80 crores under JNNURM scheme in 34 cities / towns. Out of these,
5963 DUs have been completed, work is in progress in 4998 DUs and 10656
houses have been allotted to the beneficiaries.

ITDC implementing "Hunar se Rozgar"
scheme successfully
The India Tourism Development Corporation (ITDC) of which Chairman &
Managing Director (CMD) is Dr. Lalit K.Panwar has been successfully
implementing the scheme of "Hunar se Rozgar". It's a scheme
that was launched by Tourism Ministry in the Government of India (GOI).
According to Dr. Panwar candidates who are at least 8th pass are being
given two months training to work in hospitality sector as waiters,
cooks, tourist coach drivers and security guards. So far over 1600 youth
have been trained. From now onwards housekeeping & bakery besides
cooking will be added for trainees, he added. Replying to a question
he said that "we have tied up with 14 hotels chains in India along
with Rajasthan Tourism Development Corporation (RTDC) and 12 NGOs."
Three main NGOs are "Khushi" being run by ex Captain of Indian
Cricket team Kapil Dev, "Prayas" being run by Bollywood actor
turned politician Shatrughan Sinha & DLP Foundation being headed
by K.P.Singh. In other words it's a story of driving youngsters from
red corridor (terrorism) to red carpet (i.e. tourism sector) opined
Dr. Panwar who is an IAS officer of 1979 batch from the Rajasthan cadre.
Interestingly, he said, there had been 100 per per cent placement of
such trainees who got jobs of Rs.5000+ per month in different hotels
including Radisson Blu Hotel - Ranchi. An elated, Dr. Panwar felt strongly
that tourism can dilute "zunoon".

rescue of Alex Paul Menon (UPDATED)
Indian Civil and Administrative Service (Central) Association had adopted
a resolution regarding an incident of April 21, 2012 in which Maoists
had abducted Collector Sukma Alex Paul Menon (IAS officer of 2006 batch,
Chhattisgarh cadre).The said association adopted following resolution:
"The Association notes with great concern, that on the day that
civil servants across the country were pledging to rededicate themselves
to the cause of the nation, a young colleague Alex Paul Menon was abducted
by Left Wing Extremists in the Sukma district of Chhattisgarh, and two
police personnel Kishan Kujur and Ahmad Khan were brutally murdered
in the line of duty. While strongly condemning such incidents, which
unfortunately seem to be occurring with great frequency, and have a
severely detrimental effect on the morale of the officers serving in
the field, the Association urges the Central and the State Governments
to take action to secure the release of Alex Paul Menon. The Association
also urges the State Government of Chhattisgarh to extend adequate support
to the bereaved families of the police personnel."

RTI
Should the apex offices of India (like PMO) provide information
related to all the government departments?
The appellant filed the RTI application to the PMO seeking details
of the various schemes being run by different ministries of the Government
of India. The Public Information Officer (PIO) informed the appellant
to seek the desired information from the respective nodal Ministry.
The appellant argued that the PIO should have transferred the application
to the respective nodal Ministry as per the provisions of section 6
(3) of the RTI Act, instead of advising him to approach those Ministries.
The Central Information Commission (CIC) rejected the appeal observing
that the implication of the provision of section 6(3) of the RTI Act
is that an RTI application should be transferred to another public authority,
in full or in part, only if the information seeker is unaware of where
to seek information from and has, therefore, approached a particular
PIO. As the appellant had himself listed the names of the Ministries
in his RTI application which indicates that he was clearly aware of
where the information was held, he should have approached those individual
Ministries directly instead of going through the circuitous route of
approaching the PMO. The Commission further stated that the appellant's
expectation that the PMO should have transferred his application to
half a dozen other Ministries is clearly misplaced and is nothing but
misuse of his right to get information.
Comments
It is frequently seen that the head office of an organisation is forwarding
the RTI application to its branch offices all over India just to aid
the compilation of information for the benefit of the applicant which
is not mandated under the RTI Act.
