DEBATE (1)

How this will be ensured by PM ? Bold decisions are taken by officers on the directions of Ministers and later on Officers caught on files noting. Let Ministers give written directions in files to Officers, than only Officers can take bold decisions.

DEBATE (2)

Couldn't agree more, the PM has become laughing stock, the bureaucrats who have been bold enough to take firm decisions and given outcomes have been harassed on behest of media. Where was PM then who lacked
leadership quality to understand what is right and wrong. The country is reaching new low day by day

Kudos to judiciary in Pakistan!

Kudos to Pakistani judiciary, they have punished inaction. Not taking action against corruption despite of knowing it is a crime. Inaction to punish the criminal/ corrupt is equally a crime.

1. Our PM boasts of honesty but takes no action against corrupt for once this facade of honesty should be removed and he should be called criminal for not acting against corrupt.

2. Our Ex-PM (on whose name we have roads, universities, airports, awards named after him, several projects, and what not) effectively protected (took no action) Quattarochhi for once he should be called criminal. He may be clean but he didn't allow CBI to take action against Quattrochi.

Whether Indian judiciary have guts to call spade a spade?

RTI

Should the apex offices of India (like PMO) provide information related to all the government departments?

The appellant filed the RTI application to the PMO seeking details of the various schemes being run by different ministries of the Government of India. The Public Information Officer (PIO) informed the appellant to seek the desired information from the respective nodal Ministry. The appellant argued that the PIO should have transferred the application to the respective nodal Ministry as per the provisions of section 6 (3) of the RTI Act, instead of advising him to approach those Ministries. The Central Information Commission (CIC) rejected the appeal observing that the implication of the provision of section 6(3) of the RTI Act is that an RTI application should be transferred to another public authority, in full or in part, only if the information seeker is unaware of where to seek information from and has, therefore, approached a particular PIO. As the appellant had himself listed the names of the Ministries in his RTI application which indicates that he was clearly aware of where the information was held, he should have approached those individual Ministries directly instead of going through the circuitous route of approaching the PMO. The Commission further stated that the appellant's expectation that the PMO should have transferred his application to half a dozen other Ministries is clearly misplaced and is nothing but misuse of his right to get information.

Comments

It is frequently seen that the head office of an organisation is forwarding the RTI application to its branch offices all over India just to aid the compilation of information for the benefit of the applicant which is not mandated under the RTI Act.
