The Government of India has increased the annual batch-size of regular Recruits of the Indian Police Service from 103 to 150.

Ministers should take responsibility

I agree. politicians and particularly ministers should take responsibility for decisions. The case of Defence Minister A K Antony being totally inactive despite various complaints relating to the Tatra Trucks scam is a pointer to this. Politicians and Ministers take advantage of the decisions so they must also take the responsibility.

Indian Democracy is still a toddler in framing laws

Indian Democracy has completed more than half century of its journey but it is still a toddler in framing laws to fix responsibilities for the decision making. It's yet to contemplate weather the decision makers are the politicians or only the bureaucrats. The laws are too stringent, when there is some failure in the policy making and resulting punishment to the babus, if something goes wrong. All the politicians are together to condemn the acts of babus for their failure to guide their political bosses and face the wrath by way of unceremonious transfer and if there is some loss to the exchequer, they even have to face the wrath of judiciary, which is ready to harass and embarrass the babus. But the fact remains, the policy maker is political boss and the job of babu is to provide inputs as per the laid down laws and their vision with regard to preparation of a beautiful worded report with the garnishing of tall words. It's the political boss, who provides the guideline to the babu to frame policies keeping in view the needs of people in general, but actually with something more on his mind. Ofcourse the role of babus is to facilitate his political bosses in framing such policy, which may finally result in windfall for the political boss and in case something goes wrong, immediate enquiry is ordered and the bureaucrat is sacrificed.

The fact remains, why not the political boss is responsible for the subjective policy prepared on behalf of or rather on the directions of the boss. Only in case of some media's intervention or when some opposition highlights the bribery part or some thing against the interest of public, may be primarily against the interest of opposition too, results in exposure of the political boss. Hence ,the need of the hour is to make law very clear as to when any collapse of some decision/policy, the primary responsibility should be of the political boss, rather than the babu who should be brought to book. It's observed that the political bosses are the people who directs rather make the babu succumb to their whims, while framing any policy in the name of general interest of the public but the real beneficiary is he, who commands but makes babu as tool to fulfill his desire and objective. Very few babus resists to the pressures of political bosses and they are shown their places unless the babu is equally politically connected and have guts to disagree with his boss.


Tirade of Anna

Hazare and his associates is an attempt to bring the political bosses into the purview of such legal laws with formation of strict Lokpal bill, which will bring the corrupt political boss to not only to be scanned but even punished for his act of omission or commission over and above the babu, who is already covered by many existing laws for their acts of irregularities. Hence, it is suggested that Government needs to bring such important legislations to cover political bosses
under new Lokpal Act, which would probe deterrent for the political bosses to not to act in arbitrary manner to cause any loss to state exchequer in any manner rather in connivance with facilitating babus, who too like to have his pound of flesh directly or indirectly in connivance with their bosses.

Disclosure of "Default Cases" of the Banks The appellant wanted details of default cases which were compromised by the State Bank of India (SBI) during the last three years. The PIO claimed the matter pertained to commercial confidence and disclosure of trade secrets may harm the competitive position of the entity. He also stated that the information sought was vast and disproportionately can divert the resources of the public authority as per section 7 (9) of the RTI Act. The First Appellate Authority (FAA) also upheld the PIO decision. The appellant argued that he was not seeking the names of the defaulting parties and therefore the argument by the respondents of compromising information pertaining to third parties should not arise. The CIC observed that disclosing the year wise aggregate settled amount by the banks with the defaulting parties will help in transparent functioning of the public authority which is the very objective of the RTI Act. Accordingly, the Commission directed the respondent to furnish information limited to the total number of entities who have defaulted and the total settled amount for the past three years. Comments The rising Non-Performing Assets (NPA) in the banks has been a matter of concern for the citizens which has been wrapped in an opaque process. Hopefully, the implementation of this order would help in restoring transparency in banking industry.
