Department of Home Affairs in North Block reportedly finds a recurring
short-fall of IPS officers specifically in SP and DIG rank across the
states. All it is due to the small batches of officer recruited in the
corresponding years.
IAS unhappy over encroachment by IFS
The IAS lobby is unhappy that the MEA is trying to encroach into the
domain of other ministries. They say that IFS cadre should confine to

of NTFP so that they get good price for their produce. He praised the

NMDC declares first quarter financial results
(UPDATED)
Scripting yet another record performance, NMDC has posted a turnover
of Rs.2,840 crore, gross profit of Rs.2,821 crore and net profit after
tax of Rs.1,906 crore in the first quarter of 2012-13 representing an
improvement of 2% in turnover, 6% in gross profit and 6% in net profit
after tax over corresponding period last year (CPLY). The Company's
production of iron ore during the 1st quarter touched 6.9 million tonnes
(MT) registering a growth of 12% over CPLY while sales of iron ore were
6.2 MT which is almost at par with that of the corresponding quarter
of previous year. The EPS is at Rs.4.81 per share for the quarter ended
30th June 2012 in comparison to that of Rs.4.54 per share for the quarter
ended 30th June 2011 (not annualized). NMDC has achieved better financial
performance also in comparison to 4th quarter 2011-12 with a growth
of almost 9% in turnover and 16% in both PBT and PAT. The installation
of 3 MTPA steel plant at Nagarnar in Chhattisgarh, as part of NMDC's
forward integration programme and value addition, is being pursued vigorously.
Orders for major packages worth Rs. 12,842 cr. have already been placed
while other auxiliary packages are in advanced stages of finalisation.
For the year 2012-13, capital expenditure of Rs.4656 crore is planned
to be incurred including Rs.1200 crore for overseas acquisitions. As
part of its expansion programme, NMDC is developing two new mines at
an indicative cost of about Rs. 1500 cr., one in Bailadila Sector in
Chhattisgarh i.e. Deposit-11B Iron Ore Project and the other in Bellary-Hospet
region in Karnataka i.e. Kumaraswamy Iron Ore Mine. Besides, orders
have already been placed for setting up of 1.2 MTPA capacity Pelletisation
plant in Karnataka. The 1st quarter results for 2012-13 were approved
by the Board of Directors of the Company under the Chairmanship of C
S Verma, in its meeting held on August 13, 2012. On this occasion, the
Board of NMDC commended the performance of the Company and hoped that
all its stakeholders including shareholders, employees, customers and
Government would continue their support. Speaking on the occasion, Verma
said: "NMDC is well on track on the growth path and would play
a vital role in the mining and metals sector in the near future. NMDC
would be recognized not only as an iron ore mining major but also as
a key enabler of the steel and infrastructure industry. The thrust to
increase iron ore production would always be there on NMDC to meet the
domestic demands of the steel manufacturers and simultaneously to cater
to its own steel plant. Let us gear up to meet the challenges and tread
on the path of success".

Media did not correctly project
It appears media has not correctly projected the advice of Shivpal
Yadav to UP Government officers that if they worked hard , little bit
of stealing was ok but not dacoity. Perhaps his intention was to dissuade
the government officials from indulging in open loot and dacoity. Had
he told them that his government would not tolerate any trace of corruption
and would not hesitate to come down heavily, he would have ended up
annoying his officers. His innovative approach to reduce corruption
in an incremental manner takes due cognizance of honesty and integrity
standards of his target audience. Unlike our PM who talks of zero tolerance
towards corruption while hardly taking worthwhile action against the
corrupt, Shri Shivpal Yadav did not indulge in any hypocrisy and he
should be appreciated for at least his free and frank views which no
one present in the meeting opposed
.

How one can fight Corruption!
A K Verma, DDG & Vigilance Officer in DPD & SDRD, Kolkata,
under the Ministry of Statistics and Programme Implementation has been
transferred to the office of Coal Controller and relieved within seconds
on August 9, 2012 though he was on leave on medical ground. This is
being seen as an attempt just to remove him from the post of Vigilance
Officer in DPD & SDRD because he has lodged two complaints with
the Central Vigilance Commission under PIDPI against his seniors. All
the witnesses in the cases are now afraid of their fate.

Vigilance department needs most severe strictures
The department which requires the most severe strictures is the Vigilance
department of any organisation. The CVC is the overall in- charge and
deserves to introspect why things are not going in the right direction.
It is better to disband the organisation as it is the worst in terms
of fulfilling guidelines and no case is ever completed in 3 months as
per mandate. Is anyone really bothered?

Can the disclosure of advice given by CVC impede the process of
investigation?
Information regarding the vigilance advice given by the Central Vigilance
Commission (CVC) in the matter of the appellant was denied by the Public
Information Officer (PIO) citing the exemption provisions contained
in section 8(1)(h) of the RTI Act stating that the disclosure of the
information would impede the process of investigation. The Central Information
Commission (CIC) observed that it is not clear how the disclosure of
the advice given by the CVC in this case including the relevant file
noting would impede the process of the disciplinary proceeding/ prosecution
of the official concerned. The advice tendered by the CVC is an input
based on which the competent authority decides about the nature of the
disciplinary action to be taken in any particular case. The Commission
further held that the affected person should have a natural right to
know about the advice and the manner it is tendered. The CIC directed
the PIO to provide the advice tendered by the CVC in this case including
the file noting leading to the advice.
Comments
The manner in which the vigilance enquiries are being conducted require
a drastic change in the post RTI era. New mechanism and procedure need
to be devised to effectively conduct the investigations in a transparent
manner.
